VIA RAIL – SLOW TRAIN COMING FOR ONTARIO Since 1978, when VIA RAIL began operation, it hasn’t been easy for Canada’s passenger rail carrier. VIA was running on Canadian National Railways track during a time when rail line abandonment was rampant, from the 1970s through the 1990s. Significant budget cuts from the federal governments of the day ( Liberals, 40% cuts in 1981 and the Progressive Conservatives, 55% cuts in 1990) created a culture at VIA RAIL that to this day usually hides from their political masters in fear of upsetting them. In 1995 the most significant moment in passenger rail history occurred when Canadian National (CN) was privatized and no longer were Canadians in control of the rail lines that VIA travelled. You cannot underestimate the negative aspects of this decision. VIA was now a second-class citizen on freight lines that CN owned. CN operations has continually been a determent to ontime performance for VIA. So it comes as of bit of a pleasant surprise that VIA ‘s latest CEO, lawyer Yves DesjardinsSiciliano, actually comes out of hiding promoting a new vision of VIA “not” on CN tracks between Toronto/Ottawa/Montreal. Mr. Desjardins-Siciliano still knows who is his political masters are. When Harper was still Prime Minister, Mr. Desjardins-Siciliano was quoted as saying, “VIA RAIL has got enough money from the federal government.” Now with Justin Trudeau as Prime Minister he seems open to the idea that VIA should take some of the federal government infrastructure money. To blame all of VIA’s problem on CN, privatization of the line, and the government of the day would be short-sighted. VIA itself has proven, over the twenty five years I have been watching them, to be arrogant and unable to market their services successfully to get Canadians on the train. Here is a graphic example of their arrogance and inability to market their services. In 1990, I walked into the VIA RAIL station in Windsor Ontario and was refused the chance to buy a CANRAIL pass to see Canada because I was a Canadian citizen! What made this more unbelievable was that VIA RAIL fought against offering the pass to Canadians, with then MP Herb Grey and me, for two years until the National Transportation Agency ordered them to offer the pass to Canadian citizens.

I was reminded again of their bad decision making when I wanted to take the train recently from Guelph to Ottawa. When I tried to book a ticket leaving Ottawa at the end of the work day going to Guelph, I realized that I could only get to Toronto and that there were no trains west of Toronto to take me home. That train was cut in 2012. Mr. Desjardins-Siciliano is now pitching a higher conventional speed train of around 177km/h. He should be congratulated for finally stating that VIA needs to get off CN tracks and purposing a solution. I really wanted to critique the actual plan for this new proposal. Unfortunately VIA would not send me the plan! No real surprise, as the founder of High Speed Rail Canada, we have recently asked for the 2002 VIAFast Study unedited. VIA still says, 13 years after the studies release, that it is confidential. VIA seems to forget that taxpayers pay for these studies and have a right to see them. Any data from a 2002 study is now out-dated. So I can only go by what I read in the various news reports. Mr. Desjardins-Siciliano is definitely against high speed rail. His logic that high speed rail is not good on short trips has some merit but in reality all high speed rail lines in the world still have regional lines for smaller centres as well as high speed lines for more distant centres. Sources suggest in Mr. Desjardins-Siciliano’s own new plan that there will be regional train service for cities no longer on the new line. So that is not a valid argument against high speed rail. Mr. Desjardins-Siciliano has stated there should be a public private partnership to build the line. He seems to suggest he has partners lined up. Excellent idea and I am aware of at least two countries, China and Japan who are aggressively marketing their services. In Japan’s case they are only charging 1% interest to finance and build India’s high speed line. These countries build modern high speed rail systems and may be mystified by Mr. DesjardinsSiciliano idea to build rail lines with train speeds that Canada had in 1976! Bring in real partners like Japan Rail who have 50 years of experience in the business and the best safety record in the world. Since we have no plan from VIA, we do not know if Mr. Desjardins-Siciliano has pursued this option. We doubt it because of his anti-high speed rail stance. It is very hard to understand why Mr. Desjardins-Siciliano continues to support slow 1970s train speeds. He states he wants to do it cheaper. He throws out costs of between 3 and 4 billion dollars depending on electrification but no data to support these costs. There is no complete analysis between true high speed and the slow speeds rail he promotes. 2

High speed rail used to be defined as anything over 200 km/h. Now, 300km/h is a common speed for the trains. VIA can’t even hit the lower end of 200km/h after spending $3-4 billion. We know that frequency/convenience/cost of service are important criteria in making a decision to take the train. Spending $3-4 billion to possibly save 29 minutes off a schedule they had in the 1970s hardly seems like a smart investment. There has been no plan presented that even verifies this could occur. Another disturbing part of the press on this subject seems also to reflect the common perception that people have, that VIA only cares about the Toronto/Ottawa/Montreal corridor. West of Toronto, or for that matter, the rest of Canada are ignored in his plans. The real solution to VIA’s problems are multifaceted. We need a VIA Rail Act and Regulations (proposed most recently as a NDP private members bill) that must among other things clearly specify service standards that freight railroads must meet when VIA run on their tracks and the substantial fines for non-compliance. They need a government to do the right thing and provide stable multi-year funding. VIA must engage the public and the provincial governments in meaningful dialogue about their future plans. I look forward to when VIA actually releases their plan for their own mostly dedicated track between Toronto/Ottawa/Montreal. I would also like to see a detailed comparison (financial/economic/environmental/social) of VIA’s plan and real high speed rail. I would also like to see what VIA will do to increase passenger rail service for the rest of Canada in the future. Bob Dylan released the album Slow Train Coming in 1979. I say to Mr. Desjardins-Siciliano: It is now 2015 and it is time for Canada to have modern passenger rail service like other countries have had for decades.
