WHERE DO LIC PENSIONERS STAND TODAY ? Nearly a month and a half has passed since Supreme Court delivered the judgment on 31/3/2016 on the three Civil Appeals before it. Although the Apex Court had set aside the High Court judgments, it chose to remand the case to the Delhi High Court for deciding the case before 31/8/2016 by setting up a Special bench. The Supreme Court was also kind enough to order LIC to pay an interim relief of 40% of amounts due to all the similarly place pensioners as per Para 3A of Appendix IV of the LIC Pension Rules, 1995 within 6 weeks. Now reports are received that LIC has made payments to the pre-August 1997 retirees by 14/5/2016 in a number of Divisions. From the reports received from Divisions in South Central Zone, it is learnt that about 27% of the eligible pensioners have received amounts of less than Rs 5 or 10. As things stand at the moment, those who have retired between 1/8/1992 and 31/7/1997(in case of Class I, those who retired between 1/4/1993 and 31/7/1997) have received only about 31% of their entitlement as per the Supreme Court order. Those who retired between 1/1/1986 and 31/7/1992(31/3/1993 in case of Class I Officers) have received less than 13% of the entitled amount as per the Supreme Court Order. It is also learnt that practically all the family pensioners constituting about 30% of the number of regular pensioners have not got any amount towards IR. So even to secure the correct amount of 40% interim relief paid by LIC by properly applying para 3A of the Appendix IV requires a separate legal struggle on our part. Besides,it has become necessary to contest this legally contemptuous action of LIC to strengthen our case for upgradation by preventing LIC from getting away with an arbitrary compliance of the Supreme Court order. I would therefore appeal to all interested pre-August 1997 retirees across the country to send their liberal contributions towards the legal fund of Hyderabad Association so that we can fight for the receipt of the correct payment of the 40% interim relief besides our pursuit of our mission for securing removal of DR anomaly and upgradation of pension for all pensioners.
