AGENDA OJAI CITY COUNCIL AND OJAI REDEVELOPMENT AGENCY SUCCESSOR AGENCY REGULAR MEETING 7:00 P.M. APRIL 12, 2016 COUNCIL CHAMBERS, OJAI CITY HALL 401 S. VENTURA STREET — OJAI, CA

Members of the public wishing to address the City Council/Successor Agency Board on items appearing on the agenda are requested to complete a "speaker's card" and file it with the City Clerk prior to the start of the meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor/Chair. Speakers should state their name and address for the record and must direct their comments to the Council/Board, not the audience or press. While the meeting is in session, members of the Council/Board, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor/Chair. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stamping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor may be ordered removed from the meeting, and may be guilty of a misdemeanor. (Cal. Penal Code Sec. 403.)

ROLL CALL ABSENCES PLEDGE OF ALLEGIANCE PRESENTATION PUBLIC COMMUNICATIONS Public Communications is the time set aside during the meeting for members of the public to address the City Council/Successor Agency Board on items of City business other than scheduled agenda items. Matters raised at this time may be briefly discussed by the Council/Board, and will generally be referred to staff and/or placed on a subsequent agenda. Under State law, other than for emergency items, no action can be taken. Persons wishing to address the Council/Board are requested to fill out a speaker card prior to the Council/Board reaching this point on the agenda. Comments must be limited to three minutes or less.

REPORTS FROM COUNCIL MEMBERS CONSENT CALENDAR (Items 1a through 11) All matters listed on the Consent Calendar are to be considered routine by the governing bodies, and will be enacted by one motion in the form listed. There will be no discussion of these items unless, before the governing body votes on the motion to adopt, specific items are removed from the Consent Calendar for separate motions.

b) Warrants for February 29, 2016 through March 25, 2016 in the amount of $1,119,153.15 RECOMMENDATION: Authorized payment. c) Treasurer's Monthly Report of Investments for December 2015 for the City of Ojai and the Redevelopment Agency Successor Agency RECOMMENDATION: Receive and file. d) Minutes of the City Council regular meeting for March 22, 2016. RECOMMENDATION: Approve as submitted. e) Acceptance of Donation: Ojai Valley Directory RECOMMENDATION: Direct the Interim City Manager to accept the Donation of a full page ad in the Ojai Valley Directory, valued at $1,595. f) Request to Waive the Public Art Requirement for 602 East Oak Street, PC 15-79 (Mountain Vista Manor) RECOMMENDATION: Approve the recommendation from the Arts Commission to grant a waiver to allow payment of an in-lieu fee to the City's Public Art Fund for 602 Oak Street, PC 15-79 (Mountain Vista Manor) in the full amount of $17,802. g) Amendment No. 1 to Contract with SitesPacific, Inc. RECOMMENDATION: Adopt a resolution which authorizes the Interim City Manager to execute amendment No. 1 to the consulting services agreement with SitesPacific, Inc. for purposes of amending the fee schedule, retroactive to February 1, 2016. h) Animal Services Agreement RECOMMENDATION: Authorize the Interim City Manager to execute Amendment No. 1 to Animal Services Agreement by and between the County of Ventura and City of Ojai. i) Resolution Supporting a Ban of Cat Declawinq RECOMMENDATION: Adopt a resolution, urging cat owners and veterinarians to discontinue the practice of declawing native and exotic cat species except in cases where the procedure is for therapeutic purposes.

PUBLIC HEARING — NONE

DISCUSSION ITEMS 2. Appointments to the Planning Commission RECOMMENDATION: Receive a report from the Appointments Committee (Mayor Blatz, Mayor pro tern Weirick and Planning Commission Chair Zabilla) and consider ratification of any recommended appointments.

3. Sarzotti Park Picnic and Barbecue Area Shelter Project RECOMMENDATIONS: 1. Adopt a resolution authorizing the Interim City Manager to execute a standard construction contract with California Electric Company for the Sarzotti Park Picnic and Barbecue Area Shelter Project PW 2016-01, for an amount not to exceed $291,701.50; and 2. Authorize the Public Works Director to approve up to 15% in change orders, if necessary; and 3. Authorize the City Attorney to make any non-substantial changes to the contract. 4. Request to Waive the Public Art Requirement for 409 Fox Street, Building Permit 150-488 RECOMMENDATION: Consider the Art Commission's recommendations on building valuation; determine the building valuation for purposes of calculating the Public Art Fee; and approve the recommendation from the Arts Commission to grant a waiver to allow payment of an in-lieu fee to the City's Public Art Fund for 409 Fox Street, Building Permit 15-488. 5. Regular Meetings to be considered for Summer Recess Cancellations RECOMMENDATIONS: 1. Discuss and determine whether to cancel any regular meetings for a 2016 summer recess. 2. If meetings are to be cancelled, adopt a resolution determining dates of regular City Council Meetings to be cancelled for the 2016 summer recess.

Ojai Redevelopment Successor Agency (RDSA) On January 10, 2012, the Ojai Redevelopment Successor Agency was deemed as the former Ojai Redevelopment Agency by Resolution No. 12-03, under Health and Safety Code section 34173(a). The same rules as for City Council meetings apply.
