Members of the public wishing to address the City Council/Successor Agency Board on items appearing on the agenda are requested to complete a "speaker's card" and file it with the City Clerk prior to the start of the meeting. Cards are available from the City Clerk. All comments should be limited to three minutes, unless additional time is granted by the Mayor/Chair. Speakers should state their name and address for the record and must direct their comments to the Council/Board, not the audience or press. While the meeting is in session, members of the Council/Board, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor/Chair. 1. Certification of the November 8, 2016, City of Ojai General Municipal Election Results RECOMMENDATION: Adopt a resolution declaring the results of the Ojai General Municipal Election held on November 8, 2016.

2. Oath of Office to Newly Elected Mayor, City Council Member, City Clerk and City Treasurer The City Clerk will give the oath to the Mayor, City Council Member, and City Treasurer. Deputy City Clerk Steve McClary will give the oath to the City Clerk.

PRESENTATIONS REPORTS FROM COUNCIL MEMBERS Water Shortage PUBLIC COMMUNICATIONS Public Communications is the time set aside during the meeting for members of the public to address the City Council/Successor Agency Board on items of City business other than scheduled agenda items. Matters raised at this time may be briefly discussed by the Council/Board, and will generally be referred to staff and/or placed on a subsequent agenda. Under State law, other than for emergency items, no action can be taken. Persons wishing to address the Council are requested to fill out a speaker card prior to the Council reaching this point on the agenda. Comments must be limited to three minutes or less.

CONSENT CALENDAR (Items 4a - e) All matters listed on the Consent Calendar are to be considered routine by the governing bodies, and will be enacted by one motion in the form listed. There will be no discussion of these items unless, before the governing body votes on the motion to adopt, specific items are removed from the Consent Calendar for separate motions.

c) Recommendations for 2017 Art Grant Awards RECOMMENDATION: Ratify the City of Ojai Arts Commission funding recommendations for the 2017 Art Grants. d) Complete Streets Projects: Adoption of the Whispering Oaks and Nordhoff High School Pedestrian Crossing Improvements (PW 2016·04 and 05) and Status of the Complete Streets Master Plan and Active Transportation Program (ATP) Grant Project RECOMMENDATIONS: 1. Adopt the Plans and Specifications for the Whispering Oaks and Nordhoff High School Pedestrian Crossing Improvements (PW2016-04 and 05), and authorize the Public Works Director to call for bids and make modifications to the design in order to facilitate engineering and/or economic issues should any arise; accept the determination that these projects are categorically exempt consistent with exceptions noted in the California Environmental Quality Act (CEQA), Section 15303; and 2. Receive and file the status report for the Complete Street Master Plan and the ATP Grant Project and authorize staff to proceed with an initial outreach of the ATP Grant Project and processing of the Complete Street Master Plan.

e) Temporary Labor Services Agreement RECOMMENDATION: Authorize the City Manager to execute an amendment to the Services Agreement with Lockhart Staffing, Inc., for temporary labor services, for two years through February 2019, in an amount not to exceed $95,000 per year.
