Members of the public wishing to address the City Council on items appearing on the agenda are requested to complete a "Speaker's card" and file it with the City Clerk prior to the start of the meeting. Cards are available in the Lobby outside of the Council Chambers. All comments should be limited to three minutes, unless additional time is granted by the Mayor. Speakers should state their name and address for the record and must direct their comments to the Council, not the audience or press. While the meeting is in session, members of the Council, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stamping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor may be ordered removed from the meeting, and may be guilty of a misdemeanor. 1. a) Waiver of Reading in Full of Any and All Ordinances Listed on this Agenda and provide that they be Read by Title only and Directing the Clerk to Assign an Ordinance Number Upon Successful Introduction. b) City of Ojai Warrants for March 3 to March 16, 2017 RECOMMENDATION: Receive and file. c) Report on 2016 Annual Audited Financial Statements RECOMMENDATION: Receive and file. d) Treasurer's Monthly Report of Investments for the City of Ojai and Redevelopment Agency Successor Agency RECOMMENDATION: Receive and file. e) Libbey Bowl Use Fee Waiver for the Ojai Performing Arts Theater to Conduct Birth of a Notion and Libbey Bowl Use Fee Waiver for the Ojai Youth Opera to Conduct a Production of Brundibar RECOMMENDATION: Approve the requested fee waiver for the Ojai Performing Arts Theater (OPAT) and the Ojai Youth Opera to use the Libbey Bowl. f) City Council Minutes - January 31, 2017 Special Meeting RECOMMENDATION: Approve. PUBLIC HEARING 2. Public Hearing on the Proposal to Renew the Ojai Tourism Improvement District for a period of ten years and increasing the assessment from 1% to 1.5% with the possibility of additional increases to 2% over the life of the District. RECOMMENDATION: Adopt Resolution No. , Declaring the Results of Majority Protest Proceedings and Renewing the Ojai Tourism Improvement District. DISCUSSION ITEMS 3. Response to Ojai Unified School District's Notification of Intent to Lease Surplus Property (Administrative Office/Chaparral High School) Pursuant to Government Code Section 54222 RECOMMENDATION: Authorize the City Manager to send a letter to the Ojai Unified School District indicating that the City does not currently intend to enter into negotiations with the District regarding lease of the proposed property.
