AGENDA OJAI CITY COUNCIL AND OJAI REDEVELOPMENT AGENCY SUCCESSOR AGENCY REGULAR MEETING 7:00 p.m. JUNE 9, 2015 Council Chambers, Ojai City Hall 401 S. Ventura Street — Ojai, CA Members of the public wishing to address the City Council/Successor Agency Board on items appearing on the agenda are requested to complete a "speaker's card" and file it with the City Clerk prior to the start of the meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor/Chair. Speakers should state their name and address for the record and must direct their comments to the Council/Board, not the audience or press. While the meeting is in session, members of the Council/Board, City staff, and members of the audience are expected to maintain order and decorum and to obey the orders of the Mayor/Chair. Any meeting participant or member of the audience who engages in disorderly conduct, such as hand-clapping, stomping of feet, whistling, using profane language and so on, which disturbs the peace and good order of the meeting, or refuses to comply with the lawful orders of the Mayor may be ordered removed from the meeting, and may be guilty of a misdemeanor. (Cal. Penal Code Sec. 403.)

ROLL CALL ABSENCES PLEDGE OF ALLEGIANCE PRESENTATIONS 1. Presentation — Staged Mandatory Water Conservation and Rationing - Golden State Water (Robert Hanford) COMMISSION REPORTS Commission Reports is the time set aside during the first meeting of each month for the Chair or representative of any of the four City Commissions and Building Appeals Board to make a brief verbal report on activities to the City Council and Community. These reports are intended to be informational. No Action will be discussed or taken.

PUBLIC COMMUNICATIONS Public Communications is the time set aside during the meeting for members of the public to address the City Council/Successor Agency Board on items of City business other than scheduled agenda items. Matters raised at this time may be briefly discussed by the Council/Board, and will generally be referred to staff and/or placed on a subsequent agenda. Under State law, other than for emergency items, no action can be taken. Persons wishing to address the Council/Board are requested to fill out a speaker card prior to the Council/Board reaching this point on the agenda. Comments must be limited to three minutes or less.

RECOMMENDATION: Information only. f) Minutes of the Historic Preservation Commission meetings of January 22, February 12, and March 12, 2015. RECOMMENDATION: Information only. g) Minutes of the Parks and Recreation Commission meetings of January 8, February 5, March 5 and April 2, 2015. RECOMMENDATION: Information only. h) Minutes of the Planning Commission meetings of January 7, February 4, and March 18, 2015. RECOMMENDATION: Information only. i) Proposed Trolley Service to Lake Casitas Recreation Area RECOMMENDATION: Authorize the City Manager to develop and enter into an agreement with the Casitas Municipal Water District (CMWD) to continue summer service for the third year to the Lake Casitas Recreation Area with connections to downtown Ojai as outlined in this report.

j) Citizen's Option for Public Safety Funding FY 2015-16 RECOMMENDATION: Adopt a Resolution allocating available Citizen's Option for Public Safety funds for Fiscal Year 2015-2016. k) Authorizing Ventura County to Collect Library Special Tax for the Fiscal Year 2015-2016 RECOMMENDATION: Adopt a Resolution authorizing Ventura County to collect library special tax according to Ordinance No. 713 with the tax revenues to be used for supplemental library services for FY 2015-2016. I) Letter of Support for a TIGER Grant Application by Gold Coast Transit District RECOMMENDATION: Authorize the Mayor to sign the attached letter supporting the Gold Coast Transit District's (GCTD) application for a Transportation Investment Generating Economic Recovery (TIGER) grant. m) Draft Ventura River Algae Total Maximum Daily Load (TMDL) Implementation Plan RECOMMENDATION: Receive and file this report and provide any relevant comments to staff. n) Engineer's Reports for the Landscaping and Lighting District No. 1 and Landscaping and Lighting District No. 3 for FY 2015-16 RECOMMENDATIONS: 1. Adopt resolutions that will: a) Approve the Engineer's Report for Landscaping and Lighting District No. 1; and b) Approve the Engineer's Report for Landscaping and Lighting District No. 3; and c) Declare Council's intent to levy and collect assessments for Landscaping and Lighting District No. 1 without an increase; and d) Declare Council's intent to levy and collect assessments for Landscaping and Lighting District No. 3 without an increase; and e) Set June 23, 2015 at 7 p.m. for a Public Hearing to receive public comment relative to the setting of assessments.

PUBLIC HEARINGS 2. Appeal of an Encroachment Permit Denial — 520 Foothill Road RECOMMENDATIONS: 1. Conduct a Public Hearing to receive public testimony relative to the appeal of an Encroachment Permit denial at 520 Foothill Road; and 2. Adopt a Resolution which upholds the Public Work's denial of an encroachment permit into the public right of way. 3. Public Hearing on the Proposed Budget for FY 2015-16 RECOMMENDATION: Open the Public Hearing and continue it to the June 23, 2015 meeting. 4. Levy and Collection of Assessments for the Arcade Plaza Maintenance District for FY 2015-16 RECOMMENDATIONS: 1. Conduct a Public Hearing to receive public testimony relative to the established assessments for the Arcade Plaza Maintenance District; and 2. Adopt a Resolution ordering the work and levying the assessments for the Plaza Maintenance Assessment District with an increase for FY 2015-16; and 3. Direct the City Clerk to transmit the necessary documents to the County of Ventura for the levying and collection of property assessments for said Districts. DISCUSSION ITEMS 5. Second Unit Compliance Program RECOMMENDATION: Review the recommendations of the Building Appeals Board and Planning Commission, and adopt revised Guidelines for the Second Unit Compliance Program. 6. Planning Commission Protocols RECOMMENDATION: Provide direction to the Planning Commission about protocols for meeting with the Community Development Director prior to Planning Commission meetings. Ojai Redevelopment Successor Agency (RDSA) On January 10, 2012, the Ojai Redevelopment Successor Agency was deemed as the former Ojai Redevelopment Agency by Resolution No. 12-03, under Health and Safety Code section 34173(a). The same rules as for City Council meetings apply.
