I News Regional Growth Fund (RGF) Round 6 Opens 1. ‘Round 6 of the RGF opened on 19 June 2014. At least £200 million of RGF support is being made available for this round and bidders have until midday on 30 September 2014 to submit their applications to the Fund. Those bids that are selected for support will have until March 2017 to drawn down the RGF funding. Round 6 remains focused on the private sector and bids will only be accepted from wholly private organisations, such as limited companies and universities. The minimum bid threshold is £1 million. Further guidance to those thinking about bidding is available in the RGF Round 6 leaflet. To help potential bidders we are running a series of roadshows across England in July and early August. At these roadshows you will hear from us on what the RGF is, what we are looking for in a good bid and how we appraise each application we receive. There will also be an opportunity to ask questions in a Q&A session with our panel – made up of one of our economists, a local business figure and a senior member of the RGF team, such as a Minister or a member of the Independent Advisory Panel. The dedicated EoI day in Plymouth is: 14 August, Cobourg House, Mayflower Street, Plymouth PL1 1DJ’. South West manufacturers power ahead as the national growth forecast is upgraded to 3.6% 2. Manufacturers in the South West are continuing to power on, reporting positives across several key indicators of business health, according to the latest quarterly Manufacturing Outlook survey by EEF, the manufacturers’ organisation, and Bristol-based accountancy and business advisory firm, BDO LLP. The data, published today, reveals that business confidence in the South West has firmly taken root, with this quarter’s findings showing that manufacturers’ strong start to the year was sustained in the second quarter. Output, orders and employment are all up on balance, with the South West leading the way on the latter, outpacing every other part of the country with a balance of 45% of manufacturers having recruited in the past three months. As the region’s manufacturers motor into the second half of the year, there are more positives on the horizon. On balance, a third (33%) expect to increase output and 28% anticipate a boost in orders. However, one area of caution is in exports where demand weakness in key markets and the appreciation of sterling is adding to uncertainty, resulting in only a small number (6%) of South West manufacturers being confident of achieving export growth in the third quarter of the year. Overall, the strong results for the region mirror the national picture and EEF is now forecasting 3.6% manufacturing growth, a substantial upgrade from the 2.7% forecast at the beginning of the year. Interest in GAIN Growth Fund tops £15m 3. The GAIN Growth Fund is considering £15.7m in expressions of interest from businesses in the South West peninsula. Businesses across the region able to demonstrate strong growth plans were invited to bid to the £3.2m GAIN Growth Fund for grants of between £25,000 and £1m to support the delivery of a specific project which will create new jobs for the region. PMG Stakeholder Survey May/June 2014 4. Last month the PMG surveyed its ‘stakeholders’, those are individuals with an interest in the work of the PMG but not a member or indeed eligible to be a member. They include: • • • • • •

Gov’t Department & Gov’t Agency staff - BIS & Job Centre Plus; MAS etc Higher and further education personnel. Local Government – economic development personnel. Partners in legal practices and bankers – potential suppliers of services Strategic transport providers – e.g. rail and air. Other private sector representation bodies e.g. Chambers etc.

We surveyed 99 and received a creditable 53% response rate. The results showed some interesting perceptions about what the PMG is and the standing of our sector. • • • • •

The PMG name is extremely well recognised and most respondents understand our role and purpose; Most think the PMG is a more recent creation than it is (we were actually formed 35 years ago); Most think the sector employs more people locally than it does (our sector employees between 12-13k within the City); They understand the scale of our membership (over 50 members) and the level of sector contribution to the local economy (we contribute circa 16%); There is confusion in Plymouth’s standing as a centre for manufacturing employment both nationally th (where we rank 19 ) and in southern England (where we are number one).

I’d like to thank those stakeholders who participated in the survey. I’m sure those that didn’t were busy doing something else more important! Energy Savings Opportunity Scheme (ESOS) 5. Legislation requiring large enterprises to carry out energy audits by the end of 2015 was finally published this month. The Government established the Energy Savings Opportunity Scheme (ESOS) to implement Article 8 (4-6) of the EU Energy Efficiency Directive (2012/27/EU). The ESOS Regulations 2014 give effect to the scheme. ESOS is an energy assessment scheme that is mandatory for organisations in the UK that meet the qualification criteria. The Environment Agency is the UK scheme administrator. Organisations that qualify for ESOS must carry out ESOS assessments every 4 years. These assessments are audits of the energy used by their buildings, industrial processes and transport to identify cost-effective energy saving measures. Organisations must then notify the Environment Agency by a set deadline that they have complied with their ESOS obligations. Here is a summary of who is affected by the scheme and how to comply. For further details, please see the full ESOS guidance. By 5 December 2015, qualifying organisations must carry out their ESOS assessment and notify the Environment Agency. Participants must then carry out an ESOS assessment in each 4-year compliance period, ending on 5 December 2019, 2023 and so on. By the end of 2014, the Environment Agency will provide information about the online notification system and when this will be available. This and much more besides is shown - here. Sutton Harbour Holdings which wholly owns Plymouth City Airport Ltd, which holds a legal interest in the 113-acre former airport site in Derriford. The airport ceased operations on 23 December 2011 and the company is currently working with Plymouth City Council on proposals to convert the site. Jason Schofield, the Chief Executive, recently told Insider media: "It's been closed for 2.5 years now and it's time to move on. The airport won't reopen. It's an opportunity to move on, create growth, employment, revenue and investment for the city. "We want to realise that value and realise the potential. This site is crying out as being suitable as a housing site." Full article - here

Big opportunities ahead for UK Rail Supply Chain 7. Newly-formed Rail Supply Group to be given £500,000 of funding to help rail suppliers secure new business at home and internationally. Rail industry suppliers are set to benefit from government investment to help them win new business, create jobs and generate economic growth, ministers have announced. With £38 billion being invested in the UK’s rail infrastructure over the next 5 years and a similar wave of investment overseas, the Department for Transport will invest £500,000 to help rail suppliers secure new business at home and internationally. The funding will be provided to the newly-formed Rail Supply Group, which aims to bring government and the industry together to address the challenges and opportunities facing the UK supply chain. More - here Medium-sized businesses get a raw deal from UK tax system 8. The medium-sized business (MSB) segment is already thriving and a key contributor to the UK economy. It also has the potential to further drive business growth and job creation but they are being held back by the UK tax system, a new CBI / Grant Thornton report reveals. ‘Stuck in the middle’ shows that the tax system is acting as a brake on their growth. It is disrupting their cash flow, absorbing management time and dampening export ambitions. MSBs do not have the resources that large companies have to navigate tax rules, nor do they receive the targeted support that the Government directs at small businesses. The CBI and Grant Thornton are calling on the Government to make a number of changes to the tax system, including to improve cash flow, widen access to R&D tax relief and to make it easier for MSBs to export. Report - here Small Business Outlook – 2014 – Plymouth Position 9. While the UK economy is starting to recover from recession, productivity growth still remains well below the pre-recession peak - a marked contrast to previous recessions. This year's Small Business Outlook, the second annual health check of small and medium sized businesses across the UK's 64 largest cities, published by the Centre for Cities, investigates the city SMEs that are most likely to be productive and profitable, and so help to achieve a sustainable recovery and a boost to wages. These are firms adopting 'high growth strategies': competing on quality rather than price; pursuing innovation; investing in training; and offering customised goods and services. The report states that ‘City-based small and medium sized businesses matter to a strong recovery’, however, Plymouth’s statistics continue to disappoint:• • • •

Second lowest concentration of SMEs out of 64 cities (p34) Amongst the bottom 10 for the lowest start-up rate for SMES (p37) Second lowest City for the proportion of SMEs expanding – i.e. the proportion of high-growth SMEs (p45) Second highest City for the proportion of firms operating locally (as opposed to regionally or nationally or internationally) (p51) On the positive side we do have the second highest proportion of SMEs that have trained staff (p54), plus th High and Very High Score on ‘Product Market Strategy’ Composite Measure – we rank 11 – just outside top 10 (p53) We’re just inside the top third for skills gaps and hard to fill vacancies. Plymouth ranks top in ‘other services’. One can only wonder!

The airport reported that overall passenger numbers climbed by 28 per cent to 78,700 from January to May 2014 compared to a year earlier. More - here • The latest commercial aircraft order and delivery data, released (29 May 2014) by aerospace trade organisation ADS Group, reveal a bumper April for the commercial aerospace industry. The findings identify a year-on-year increase for aircraft deliveries (six per cent) and orders (10 per cent), building on a strong first quarter in 2014 and offering a good platform for the rest of the year. This latest data demonstrates the growing importance of the sector, which contributes £24 billion to the UK economy each year. Experts predict a requirement for 29,000 new large civil airliners, 24,000 business jets, 5,800 regional aircraft and 40,000 helicopters by 2032. With the UK specialising in the development and manufacture of some of the most complicated and high tech parts of modern aircraft, this requirement means a potential market share of around $600bn for the UK. More - here • University of Exeter Business School opens its doors in Cornwall - The University of Exeter is reinforcing its commitment to boosting Cornwall’s economic prosperity by launching its Business School on the Penryn Campus. The cutting-edge Business School, which will welcome its first students in October 2015, forms an integral part of the latest redevelopment at Penryn. More - here • Dyson wins permission for £250m expansion - SW-based manufacturer, Dyson has won planning permission for a £250m expansion of its research and development laboratories in Wiltshire. The development forms a key part of the company's 25-year masterplan, which envisages creating 3,000 new UK science and engineering jobs. Dyson's outline planning application to double the size of its research centre in Malmesbury was given the go-ahead by Wiltshire Council. • Industrial robots - China is now the largest buyer of industrial robots according to the International Federation of Robotics, with rising wage costs forcing manufacturers to turn to technology. In 2013, every fifth robot sold in the world was installed in China. Japan still has, by far, the highest number of industrial robots in operation, more than 300,000 units. More - here • Companies’ hiring intentions - are set to rise to a record high in the third quarter of 2014, according to the latest Business Trends report today by accountants and business advisers BDO LLP. The BDO Employment Index, which predicts businesses’ hiring intentions over the next three months, jumped to 107.7 in May from 105.6 in April. This is only just below the previous peak in Business Trends’ 22year history, a reading of 108.9 recorded in February 2007. It indicates that companies plan to continue bolstering workforces above the long-term average rate over the next three months. While this will be welcome, there is the risk that skills shortages will emerge in certain sectors. Strong growth among UK manufacturers in particular could be at risk. More - here • Airlines invited to bid for Newquay to London air link - Earlier this month, Cornwall Council invited airlines to submit bids for the opportunity to operate the Newquay to London air link from the Autumn. The Government announced last year that the vital air link was eligible for a Public Service Obligation and in March confirmed that it would provide a financial guarantee for the full four year duration. tender documents inviting airlines to submit bids. The contract notice was formally issued on 7 June and Adam Paynter, the Council’s Cabinet Member for Partnerships, is looking forward to receiving applications from a number of airlines. More - here • South West bucks trend of falling investment from overseas firms - The South West is outperforming most other UK regions for attracting foreign direct investment (FDI) in a highlycompetitive for market, according to research published earlier this month. The region achieved a 44% increase in the number of FDI projects last year, going from 15 to 27 – the highest number since 2010. Although London remained the dominant region for foreign investment in 2013 with 48% of all UK projects, the South West was one of the few UK regions where projects did not fall, achieving 3.4% market share. II PMG Members’ News Fine Tubes chosen to supply advanced tubing for Total’s Egina Project 11. PMG member, Fine Tubes, a world-leading manufacturer and distributor of precision tubes for critical applications, is delighted to announce that it has been awarded a major order by FMC Technologies for the supply of advanced tubing for Total’s offshore Egina project. Located some 150km off the coast of Nigeria at a depth of up to 1750m, the Egina oil field is being developed by Total Upstream Nigeria Limited for whom FMC Technologies is providing all the subsea production systems. The oil field is estimated to reach a peak production rate of 150,000 barrels per day and covers an area of around 500 square miles. Fine Tubes has been contracted to supply FMC with significant volumes of seamless instrumentation tubing for the control, hydraulic and injection lines required for the subsea manifolds. Plessey Places Order for Electron Beam Metalization System 12. Ferrotec Corporation, a global supplier of materials, components, and precision system solutions and the leading manufacturer of electron beam evaporative coating systems, confirmed earlier this month that the first Temescal UEFC-4900 will be delivered to Plessey Semiconductors. Plessey's proprietary MaGIC™ process produces a unique, thin layer of GaN-on-Silicon and the UEFC-4900 offers the benefits of the Auratus™ Deposition Process Enhancement Methodology, including near-perfect uniformity and reduction in material consumption. "At only 2.5 µm for both buffer and epitaxial layer, our MaGIC process uses a much thinner GaN layer compared to the 8 µm thickness typical on most other LED processes," said Mike Snaith, operations director at Plessey. "When you're working with this level of precision, the uniformity and efficiency that you can achieve with a Temescal system is essential. The UEFC-4900 will be an excellent upgrade from our FC-2800 platform with its Auratus enhancements such as increased capacity, faster throughput and reduced cost of operations." MGB Engineering unveil new design academy 13. MGB Engineering, which provides a full range of engineering services to the rail signalling industry, including design, product manufacture, installation, testing and commissioning, invited major rail industry figures to unveil the new design academy at its Langage HQ. The centre will be used to train up to 30 apprentices, at a time, to become rail signalling equipment designers, and thus fill roles as the company and industry grows. The first 10 apprentices, aged 16 or 18, start next month. The centre is named after Brian Canham, who died this year aged 76, after spending his entire career working in engineering, including for MGB. The company is working with City College Plymouth and the University Technical College Plymouth to train the apprentices. It built the centre, in what was a part of its shop floor, and equipped it after receiving a £146,000 Plymouth University and Western Morning News Growth Fund Page 7 of 19

grant, and then adding its own investment. Guests from Plymouth’s manufacturing and educational organisations and companies were invited to the official opening of the facility. Stuart Calvert, MGB managing director, said: “We want to invest in the economy and our people and improve and support the industry.” He said the aim is to produce the designers the company needs to support its current team. But he said it would not have been possible without the support of funders, clients, and academic institutions. More - here

International award winner at Insidermedia’s ‘42 under 42’. 14. Earlier this month, Stuart Broome, Chief Executive Officer at Newton-Abbot-based Sub10 Systems won the International Award at Insider media’s annual ‘42 Under 42’ programme which recognises some of the South West’s most dynamic and inspirational young entrepreneurs and celebrates their success in helping to grow the regional economy. Sub10 Systems is a specialist in millimetre wave wireless solutions for mobile telecoms. The company exports 90 per cent of its products and currently the majority of its sales are to operators in Eastern Europe, Russia and Turkey. In February it announced it new telecoms technology that has positioned it to tap into a global market worth £1bn. The company, which currently employs 30 Devon-based development engineers and 50 staff in total, has doubled in size every six months since its launch. Kawasaki Precision Machinery’s 20th Anniversary Event 15. Kawasaki Precision Machinery celebrated its 20th Anniversary of operating at their Plymouth site in Ernesettle with an evening sake reception and formal dinner that was attended by a number of local stakeholders and dignitaries including the Lord Mayor of Plymouth. The Plymouth site was established on the 1st January 1994 to manufacture and supply Kawasaki’s hydraulic products to the European based construction machinery markets with key customers such as Caterpillar, JCB and Case New Holland. The Plymouth site remains the only manufacturing facility that Kawasaki has in Europe. Since acquiring the business, sales from the Plymouth facility have grown by more than 4 times the £14 million shipped in 1994 to a peak of £83 million in 2010. Turnover for 2014 is estimated to be £62 million. The business currently employs 300 people at the Plymouth factory. KPM UK relies heavily on export markets with 85% of all sales going outside of the UK to Europe, America and Asia. To celebrate this significant milestone in KPM’s history an event was held on Wednesday 4th June that was attended by many of the Company’s customers, suppliers, stakeholders from around Europe. Some of the company’s key distributors travelled from as far afield as Singapore, Hong Kong and Australia. Senior members of the Kawasaki Heavy Industries Board also travelled from Japan to join in the day’s celebrations with other inter company representatives coming from KPM’s sister company in the USA. Manuplas Success at Seawork 2014 16. Manuplas Ltd had three successful days, earlier this month, promoting their buoys and fender systems at Seawork International at Southampton ABP Port. Having become an Advanced Insulation Company in April 2014, Seawork was an excellent platform for Manuplas to promote their marine product range and in-house fender testing capabilities, to both new and existing customers. Manuplas now supply their products directly to boat builders and vessel operators around the globe. Manuplas modular bow fender systems for offshore wind farm service vessels attracted much interest at Seawork. Manuplas have spent the last 10 years developing leading concepts for these light weight fenders, which are manufactured from high performance physically crossed-linked polyethylene foams. They are sprayed in a unique protective marine-grade polyurethane coating, allowing the incorporation of nylon or Kevlar reinforcement in the skin, which increases the abrasion and tear resistance. Manuplas also showcased their cast boat fenders, foam filled floating fenders, and a range of buoys including mooring buoys, navigation buoys, marker buoys, anchor pendant buoys, chain support buoys and modular buoys.

The Barden Corporation will once again be returning to the Farnborough International Airshow (Hall 1, Stand B27) but this time will be joined by representatives from its sister company FAG Aerospace. In line with the company’s strategy for continued sales growth in all its key markets – Aerospace, Nuclear, Power Generation and Oil & Gas – the results reflect the company’s success in reducing the risk of dependency on any one particular industry sector or geographical area. During 2013, Fine Tubes also introduced a number of operational initiatives aimed at increasing its gross margin, including an optimisation of its plant and equipment utilisation, increased labour productivity and an overall review of its manufacturing processes. In addition, the company initiated several projects designed to improve its working capital management. Earlier this month, Skills and Enterprise Minister Matthew Hancock announced a £30 million fund to increase the supply of engineers, to encourage more women into the sector and to address engineering skills shortages in smaller companies. The fund will enable engineering companies to establish training programmes to develop future engineers and boost the number of women in the profession. £10 million of the fund will be directed to a call to ‘Developing Women Engineers’ and £10 million to a call to ‘Improving Engineering Careers’. A further £10 million will be made available in the autumn to develop engineering skills in smaller companies. New government fund breaks barrier to auto supplier growth 23. A new £24 million government fund is set to give UK-based automotive suppliers a welcome boost as they look to grow their businesses. Announced by Business Minister Michael Fallon at the Automotive Council’s Meet the Buyer event at ExCeL London, the Tooling Funding Programme will help component manufacturers design, develop and manufacture new tooling where they would otherwise fail to acquire funds. More here £100m reshoring fund launched 24. A £100m fund is to be launched to support manufacturers in bringing production back to the UK. The investment, from the Advanced Manufacturing Supply Chain Initiative (AMSCI), will provide funding to strengthen domestic supply chains and reshoring. VI Requests for Assistance & Corporate Social Responsibility Matters UTC Plymouth, Devonport - Employability Week: 7th-11th July - your assistance is sought 42. During the week of 7th-11th July we will be hosting a dedicated week in college focused on employability skills. One of the key features of that week will be careers talks and mock interviews. We are looking for support from PMG members in assisting with these sessions. Mock interviews will be taking place on Thursday 10th July, and careers talks will be on Tuesday 8th July. If you feel you or some of your colleagues would be interested in interviewing some of our students or perhaps you would be able to spare some apprentices or staff to talk to our students about life in the real world please get in touch with the Vice Principal, Pete Robinson [email protected] Athletics Sponsorship Sought 43. ‘Dear Sir/ Madam My name is Daniel Newland and I am a 100m, 200m and 400m sprinter currently training at Plymouth's Brickfields sports track. I was originally born in Dartford in Kent growing up sports was a part of my life my mum use to be an athlete and competed all over and was successful, my granddad was a Hot rod racer and competed against some well-known drivers. In school my favourite subject was P.E this was because I could be active the thing I loved the most was being able to run. Throughout school in sports day I would be the one to run for my class and many of times I would win. February 2012 I moved from Kent to Plymouth this was to restart my sports career on which I Had retired from for a few years. I am an athlete who currently runs for Plymouth and my main dream/goal is to become an Olympic athlete running for team GB. My current times for the 100m sprint is 13seconds and 200m is 25seconds and I have not currently competed with in a 400m sprint yet how ever in training I'm hitting the 58second mark. The reason behind my letter is I am currently seeking sponsorship to help me make my dream/goal come true. I am not looking for big lump sums of money I would be great full with any kind of help i.e. some new training gear or paying the monthly fee of £24 travel expenses when competing outside of Plymouth. repay you is by wearing your logo on my competition vest, so when I am competing around the UK people will recognise your Logo and hopefully generate more business which equals more profits for the year. I am also willing to hear any ideas you have. This year definitely looks brighter, I have a new coach and a new training plan which after being with my new coach for just over a month I can see and feel improvements and confident about the summer season 2014 which is just around the corner. My times for this year: 400m – 58 seconds; 200m – 25 seconds; 100m – 12 seconds. So far every time I have competed this year I have gained new PB'S and I am still going stronger and stronger.
