The Los Feliz Neighborhood Council (LFNC), representing over 36,000 resident stakeholders, was  engaged by our constituents and asked to study Ordinance No. 1838931 which amends Divisions 93 and  95 of Article I of Chapter IX of the Los Angeles Municipal Code, establishes mandatory standards for  earthquake hazard reduction in existing wood‐frame buildings with soft, weak, or open‐front walls and  existing non‐ductile concrete buildings, and amends Sections 152.02, 152.04, 152.05 and 152.08 of  Article 2 of Chapter XV of the Los Angeles Municipal Code to grant authority to the Rent Adjustment  Commission2 to modify Tenant Habitability Program3 requirements for purposes of implementing  seismic retrofit mandates. Of most concern is the development of a comprehensive funding plan for the  enactment of Ordinance No. 183893 that protects both renters and small/independent property  owners. 

  RESOLUTION    WHEREAS, Ordinance No. 183893 applies sweeping seismic regulations anticipated to affect  approximately 15,000 buildings which include both large concrete buildings and wood frame apartment  complexes with carports; and     WHEREAS, the City has already identified about 13,500 apartment complexes built before 1976 with  ground floor garages/carports that qualify as high risk; and    WHEREAS, the Los Angeles Department of Building and Safety4 will begin issuing courtesy letters to the  owners of 13,500 wood apartment buildings followed by an order from the city requiring a seismic  retrofit; and    WHEREAS, Tenant Habitability Program requirements will now apply a 7 year retrofit timeline for wood  frame apartments and 25 year limit for concreate structures; and                                                                 1
