City Government & The City Attorney’s Office Oxnard is a general law city that operates under the CouncilThe population has grown significantly in the last fifty years, providing many challenges to local government and residents. Oxnard continually offers many opportunities for its enterprising and forward-thinking business community. As Oxnard has evolved through all these changes, it has worked hard to maintain a “business friendly atmosphere.” In the fall of 2012, The Collection at River Park, a high-end office and retail shopping center with a state-of the- art multiplex cinema, opened in the northern end of the City. While the City maintains steady growth with new development, it also promotes the preservation and economic health of its historic downtown. The long-awaited construction of the Oxnard Boulevard and Rice Avenue Interchanges at Highway 101 and Santa Clara River Bridge provides easier access to the City from all points. The City also operates more than 50 park facilities for its

Manager form of government. The City Council consists of an elected Mayor holding a two-year term and four council members elected at large for four-year staggered terms. Also directly elected are the City Clerk and City Treasurer. Oxnard has a current allfunds budget of over $386 million, which includes the General Fund of almost $122 million. The City currently employs over 1,200 authorized full-time equivalent employees and an additional 600 part-time seasonal and extra-help employees within 15 City departments. The City Council appoints the City Manager and City Attorney. The City Manager is responsible for assisting the City Council in its policy-making role, providing information and advice, implementing policy, and managing approved services.

The City Attorney’s Office staff provides effective legal representation and advice to the City Council, Housing Authority, City boards, commissions, committees, and City staff in general municipal, public liability and workers’ compensation claims and litigation, and administrative and policy matters. The Office strives to include all stakeholders in developing strategies to resolve such matters. The City Attorney’s Office conducts legal research and drafts legal opinions; reviews agenda reports; reviews and prepares agreements; prepares ordinances, resolutions, regulations, and administrative policies; and assists the Code Compliance Unit in the prosecution of City Code violations. The City Attorney’s Office is currently budgeted for five attorneys, a law office manager, a legal assistant, and one support staff. The Office is fully automated, and every staff member has computer access to word processing, data management, computer assisted legal research and other electronic legal resources.

Attorney. Technical or functional supervision may be received from higher level Attorneys. Technical or functional supervision may be provided to legal clerical staff. Additional assignments may include, but are not limited to: Performs legal research and prepares professional opinions on various legal problems for the City, departments, divisions, the City Council, and various boards and organizations. Performs the research needed to prepare and draft ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments in support of all City departments and divisions, City Council, and various boards, commissions, and committees. Prosecutes misdemeanor violations of City ordinances and criminal appeals and represents the City in civil actions brought by or against the City. Attends meetings of various boards, commissions and committees as may be required; renders legal advice as requested. Represents the City Attorney at various meetings, functions and proceedings when necessary; represents the City in the community and at professional meetings as required.

The new Deputy City Attorney I participates as a member of an experienced, highly-skilled, flexible legal team in which all attorneys share assignments and responsibilities across the entire municipal law spectrum. The new attorney’s role and responsibilities will be based on:   

Deputy City Attorney I

The Deputy City I is the entry level class in the professional legal series. Attorneys in this class are generally assigned to more routine professional legal tasks. General direction is provided by the City

In order to effectively carry out the duties involved in this role, the ideal candidate will have a basic knowledge of the principles and practices involved in civil, criminal, contract, and administrative law and procedures; judicial procedures and rules of evidence; methods of legal research; real estate, zoning and labor law and procedures; and ordinances, statutes and foundational court decisions, especially as it relates to local government and the responsibilities and obligations of public officials, administrative agencies, and municipal government. The successful candidate will be able to communicate clearly and concisely, orally and in writing; conduct research on legal problems and prepare sound legal memoranda (this capacity to be further developed through research, training and mentoring); analyze problems, evaluate risks, research alternatives, and develop sound conclusions and recommendations. The Deputy City Attorney I must have the ability to present statements of fact, law and argument clearly and logically all while exercising sound and independent judgment that follows the general policies, guidelines and legal parameters of federal and state laws, regulations, and constitutional provisions applicable to municipalities. The Deputy City Attorney I must have the ability to establish and maintain effective working relationships with individuals contacted within the course of work. We seek individuals with a strong work ethic and public service ethics, as well as the ability to provide the City with sound legal advice.

Minimum Qualifications

rate of 40 - 80 hours per year based on years of service. 

Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Deputy City Attorney I. A typical way of obtaining the required qualifications is to possess the equivalent of a Juris Doctor degree from an accredited  law school and membership in the State Bar of California. Desired:  Some work experience in a legal support capacity within a municipal/city government.  Some relevant work experience with the City of Oxnard.

Health and dental: The City contributes $200.00 per pay period toward medical and after 90 days of employment, the City contributes $30.80 bi-weekly for dental insurance premiums. Unused premium monies are paid to the employee.



Life Insurance: City employees receive Basic Life Coverage $5,000, AD&D coverage for $10,000 and 1-times the annual salary paid by the City. Employees also have the option to purchase additional insurance.

Compensation and Benefits Salary Range: $71,058 - $117,914 annually.

Administrative Leave: Mid-management employees are not compensated for overtime worked. As such, at the beginning of each fiscal year, employees receive forty (40) hours of administrative leave.

Employees are eligible for reimbursement of up to $500 per fiscal year for fitness and wellness programs. 

Retirement Contributions: New CALPERS members, employees hired after 1/1/2013, or those coming from another CALPERS or CALPERS’ reciprocal agency with a break in service exceeding 6 months will be required to pay the 6.75% of their annual earnings toward their retirement. Upon retirement, CalPERS offers a defined benefit plan based on a formula of 2% at age 62 for new members and a formula of 2% at age 55 for “classic” members. The City of Oxnard does not participate in social security; therefore employees do not receive a social security tax deduction in their earnings. Annual Accrual Rates: Full time employees accrue annual leave at a rate of 6.24 hours – 11.78 hours per bi-weekly pay period based on years of service. After five years of service, unrepresented midmanagement employees may redeem annual leave hours at a
