FROM THE EDITOR The New Year has brought no immediate respite from the rain but despite the disruption caused by intermittent, and sometimes more longer term flooding, plenty of work and activity goes on within the Parish and this is highlighted by all the work undertaken by the Parish Hall Committee and its significant number of volunteers. Work on fundraising and carrying out improvements has long been undertaken but this has now been duly recognised through the achievement of gaining the ‘Hallmark’ award. Read about its significance in the Parish Hall pages but as well as recognition and greater promotion it will also hopefully allow the committee to access further funding as and when required. The Parish Hall has been used for a variety of productions throughout the autumn and as well as reports on those you can also have your appetite whetted for the next performance (and the last through the current Villages In Action programme) which is on 13 February and promises to be a wonderful evening of music from award winning duo Ben and Alfie playing the 5-string violin and double bass. Finally, I will soon be stepping aside from my role of editing the Messenger and so am looking for a willing volunteer, or volunteers, to initially assist but ultimately take over this quarterly publication. If you can help with articles, web updates, advertising and crucially just general ideas for content and style then please do get in touch. Previous experience not necessary (as proven, Ed!) but don’t hesitate to contact me on the details below or grab me on my bike, preferably in the evening as I’m going slower coming back up over Trendelbere! MOORLAND SAFETY Recently a local resident suffered two broken ribs during an attack by a cow with calf on Black Hill. This resident is experienced in matters moorland and the incident demonstrates that we are all susceptible to accidents no matter how well prepared we are. We would like to remind parishioners that they should give visitors who may not be “moor aware” some simple advice regarding stock on the moor:



If you have a dog with you keep well clear of any animals;



Never place yourself between a cow and its calf or a stallion and his mares. The Welsh NFU has given the following advice for walkers encountering cattle:



Don't be afraid of them but be mindful they are protective of their young



If you feel threatened let your dog off the lead

MANATON CAR SERVICE More drivers are needed to join the rota for the Manaton Car Service, which is available for people needing transport to and from medical appointments. At the moment a very small group of people are sharing the driving. Please consider volunteering for this important service. FROM THE PARISH COUNCIL I am writing this as a perfect cool, clear Boxing Day draws to a close with the Hunt trotting past my window on their way home and the promise of bubble and squeak with left-overs for dinner. It is the time of year to reflect on the civic excitement in Manaton during the year past and expected in the year ahead, hopefully “not too many” on both counts. Manaton is a pleasant and peaceful place to live; those who want excitement may travel to Bovey Tracey and beyond to experience life on the wild side. In 2013 the proposal to build “affordable” housing in the village threatened to stir the surface of our community. Democracy is an imperfect system of government, as witnessed by the current state of Europe, but it’s the best we have. After consultation by questionnaire and a well-attended open Council meeting in November the Parish Council has decided that it will oppose any application for affordable housing development on the field opposite the Kestor. This decision is in support of the feeling of the majority of the village and a lack of need demonstrated by the response to the Messenger questionnaire In the New Year we hope to complete the second stage of the restoration of the lower bus shelter. This involves removing the overhanging vegetation, inspecting the roof and taking such action as is required to render it an effective shelter for weary travellers and the newspapers. The Council also plans to provide two notice boards for general use but is still awaiting advice from the National Park on the planning implications. The question was posed in October but is obviously very complex as no response has been received to date. For almost two years Alastair Troup has taken the role of Parish Clerk on an expenses only basis while we sought a more permanent appointment. During this period he has provided a superb service to the Council and invaluable support to myself through some difficult issues. Now that he is retiring may I once again express the thanks of the whole Council to Ali and perhaps hope that his involvement with the MPC will not be severed for ever! Also I must welcome Mary Wylie who has joined as our new Clerk and who I look forward to working with through the next year. Finally on behalf of the entire Parish Council may I wish you all a happy and fulfilling 2014 and remind you that extra spice can be added to your life by attending the occasional Parish Council meeting (second Monday of the month) where you can witness the big issues of the day being thrashed out and, Chair permitting, even insert your own oar!

Memorabilia from the military or civilian life of wartime could be assembled and displayed and perhaps a suitable music recital arranged. We would, of course, need an officer-incharge or, at least, a group of enthusiasts to make it work - all suggestions will be very welcome. Future editions of the Manaton Messenger will let you know how our plans are progressing. To supplement these we aim to set up a Manaton Show and Fair Website and a Newsletter sent out by e-mail. PARISH HALL MATTERS HALL REFURBISHMENT PROJECT To celebrate the completion of the current phase of the hall refurbishment programme a celebratory wine and cheese party was held on November 1st 2013. The project had come to fruition, on time and on budget, at the cost of £20,000. The asbestos lined porch had been removed, a new wheelchair compliant access slope installed and the crumbling car park re-surfaced for the first time in living memory.

The party was supported by the Parish Council; Show and Fair; Manaton WI and MPHMC and the opportunity was taken to express appreciation to Marcia Webster in particular, for her skill in fund raising, and make token presentations to Marcia and Douglas Webster who had made major contributions to these bodies over the last decade in general. HALLMARK AWARD AIM OF HALLMARK The Community Council of Devon operates Hallmark in Devon. The aim of Hallmark is to recognise the good and hard work undertaken by volunteer management committees, and to encourage improvement and development. Hallmark acts as a signpost and a beacon to the local community, partners and funders. It shows that committees are managed correctly and are meeting all their legal obligations. The aim of the awards is to:



Encourage, establish and reward good practice



Encourage improvement in establishing policy and procedures



Obtain recognition from other bodies of high standard of management

HALLMARK 1 AND 2 AWARDED TO MANATON The committee have been planning to apply for Hallmark 1 and 2 for some time. Having failed in one of our grant applications because we were not in the Hallmark scheme and having now completed the exterior improvements necessary, we applied for and underwent an inspection on December 11th. The inspection went very well—we had put a huge amount of effort into preparing the Hall and the paperwork for it-and we have now had confirmation of our success. What difference does it make? Possibly not a lot - we have a Hall available to the community of which we can be proud anyway. But it sets standards which we should aim to maintain, it is helpful in advertising the hall as a venue for hiring from outside the village and it is increasingly important for future grant applications.

This three woman production is set in a shoe shop, where old and battered shoes are sold alongside the new and shiny, valued as much for their stories as for how they look. The shop provides the backdrop for narratives such as the impatient boy who couldn't resist putting on the slippers he must not touch; the cowboy who forever gallops across the sky, the fantastical serenity of an under-water scene with improvised shoe jelly fish and sea horses and a re-telling of the Emperor's new shoes! The play unfolds through dance, song and even a Velcro instrumental with a lot of audience interaction. Both children and adults were transfixed by the 50-minute show, which was a real achievement given the ages of the children in the audience. The performers from the C-Scape Dance Company are superb, bringing to life a host of characters with the most simple props and costume changes. A 3 year olds verdict, "I liked the dancing best and the shoes..." It's not just stay and play with this show - it's get up onto the stage and dance, play and dress up with the many pairs of shoes provided! A highly imaginative, creative and spellbinding show. The show was all the more special for the take away shoe shaped cookies and shoe cup-cakes that children proudly took away or ate at the end of the show beautifully and creatively crafted by Kerry Torrens. BEN & ALFIE - THURSDAY 13TH FEBRUARY AT 7:30PM Following the very successful “Once upon a time in a Western” and “If the shoe fits” this is our last Villages in Action show this season. Ben and Alfie are an engagingly individual duo of 5-string Violin, Double Bass and voices whose achievements include winning the prestigious Musicians Union Ensemble Award. Their music has been described as atmospheric, hauntingly beautiful and powerful whilst their lyrics are poetic, expansive and thought provoking. Over the last few years this young, talented duo have been engaged for private events, festivals, concerts and commissioned music for film, theatre and dance (and one 16th Century Mural!). Their entire repertoire is original and some is inspired by their time in Senegal. Ben and Alfie were classically trained but then began playing/arranging old folk tunes. Throughout they have picked up many different musical influences that shape the music. These include Western and Eastern European Folk, Jazz, Classical, West African and South American influences. Their music has a strong “folk music” feel, yet the textures of classical music are also evident in their stylish and atmospheric compositions. Now with two albums under their belts and an appearance at the Albert Hall, the duo are quickly establishing themselves as one of the hottest new talents around. SPOT THE CASTLE

Centre of the image Alien invasion or Castle Drogo? The white wrapped castle ‘now visible’ from Manaton Rocks

While Castle Drogo is being restored, it is covered in huge scaffolding which is then covered in shiny white waterproof material. Suddenly we are noticing it on the skyline where we have never seen the castle before. First place we noticed it was driving down "Beckaford" road, having passed the "dog walkers" car park on the left and where the view opens up over the valley. Second place was when we did a circular walk from Soussons farm. Up through Challacombe, then towards Headland Warren. We picnicked on the Two Moors way as we turned towards Warren House Inn and suddenly saw it across the Teign valley. Last place was as we drove back from Tavistock, past Warren House Inn, up the hill and when the road starts to go downhill towards the cattle grid before coming to Long Lane/Chagford crossing. Has anyone else seen it from unexpected places? And it will be interesting to see if we can see the castle from these view-points when finally the huge wraps are off. The roof area is roughly equivalent to two international football pitches.



A high-tech roof system will be installed which has a two layer membrane, designed to cope with extremes of temperature



In order to lay the new waterproof system, 2,355 granite blocks weighing 680 tonnes will have to be removed and then reinstated. This will involve moving and reassembling entire battlements and large sections of the castle walls.



Redesign of the roof gullies to accommodate the heavy Dartmoor rainfall.



The cracked cement pointing will need to be removed and replaced with an improved lime based mortar. The sheer amount of new pointing required stretches to an impressive 60,000 metres (laid in a line it would stretch all the way from Castle Drogo to Lundy Island).



In addition some 913 windows containing over 13,000 panes will be cleaned and the lead replaced to stop them leaking.
