2014 Standing Conditions Authority The event shall be conducted under the provisions of the International Sporting Code of the FIA, the National Competition Rules of CAMS, Supplementary Regulations and any Further Regulations that may be issued. Access to the current CAMS Manual of Motorsport is provided at www.cams.com.au Each event organiser will issue Supplementary Regulations that will be read in conjunction with these Conditions. Definitions of Speed Events Hillclimb: A single-car speed event on a sealed or unsealed surface usually comprising a variety of gradients and corners. Lap Dash/Sprint: A single car speed event on a sealed or unsealed surface, usually conducted on a permanent circuit, track or dragway in which each vehicle is subject to individual release from the start. A vehicle may be permitted to start at a suitable interval following the previous vehicle, under conditions noted on the Track Licence. Overtaking is not permitted. Supersprint: A multiple-car vehicle speed event, similar to a lap dash, conducted on a suitably licensed permanent sealed circuit in which a maximum of two vehicles (a “group”) may start simultaneously. The following group may be permitted to start at a suitable interval following the previous vehicles. Single vehicle “groups” are also permitted. The maximum number of vehicles permitted on the track at any one time for a Supersprint is noted on the Track Licence. Overtaking between vehicles is permitted but competitive “racing” between vehicles is not permitted. Elapsed times and not relative positions at the finish line determine event placings. Officials Essential Officials (Single-Car Speed Events – Hillclimb, Lap Dash and Single-Car Sprint) For Club and Multi-Club Single-Car Speed Events, the Clerk of the Course, Chief Scrutineer, and a single Steward are Essential Officials. In addition, an Assistant Clerk of the Course may be appointed to a Club or Multi-Club Single-Car Speed Event. Either the Clerk of the Course or the Assistant Clerk of the Course must of necessity always be on duty. During such time the acting Clerk of the Course must be clearly and readily identifiable. The duties of the Secretary of the Meeting and Chief Timekeeper may be discharged by the Clerk of the Course or by another suitably qualified Official. Where the Chief Scrutineer has completed his principal duties prior to the commencement of competitive activities his duties may thereafter be discharged by another suitably qualified Official, other than the Clerk of the Course. While these duties are being discharged by such alternate Official, a Clerk of the Course and his Assistant (where an Assistant Clerk of the Course has been appointed), the Secretary of the Meeting, the Chief Timekeeper and the Chief Scrutineer may compete at the meeting. At a State or National Championship Single Car Speed Event, Essential Officials shall be appointed in full accord with NCR 162.
Series Registration Registration for the 2014 season will be $50 with all fees being held by CAMS. Funds will be drawn for purchase of Class awards presented to the winners at the end of the year function and for general administration of the Series. Registration for the Series entitles the competitor to; ● Priority entry to all events of the Series calendar over non registered competitors ● Priority to complete their allocated runs, in the event of delay or limited time ● Earn Series points ● Be awarded event trophies & Series trophies ● A competition number allocated for the season ● On-line Services including Forum ● Access to the Series Targeted Scrutineering System However no entrant shall be allocated number one as this number is reserved for the previous year’s Series Champion should he/she wish to take that number. Competitors can register at any time during the season for the Series competition but can only accrue points subsequent to registration. An exemption of a seven day grace period will be offered to those who wish to join the series following their participation in an event. Registration in this period will result in points being awarded for the aforementioned event only. A Series competitor may nominate one vehicle & one class to register for the 2014 season. This is the only vehicle and class the competitor may earn Series points in and be awarded all associated merits. A competitor may only enter one vehicle per event. In the unfortunate event of a vehicle being unable to complete the Series, a competitor may, in writing, submit a request to the Speed Event Series Eligibility Panel to enter a replacement vehicle for the remainder of the season. If approval is granted this vehicle will then become the competitors primary Series vehicle. Any registration of previous vehicles will be forfeited & no further vehicle changes will be granted to the competitor for the remainder of the season. Points, Trophies & Awards The CAMS Western Australian Speed Event Champion of the Year shall be the competitor with the highest overall points at the end of the season. Series points can be earnt in all rounds of the 2014 season Series organisers reserve the right to only award event trophies to Classes which have more than two entries at that event. Trophies for Overall & Season Class Champions will be presented at an awards ceremony to be scheduled at the end of the season. All reasonable efforts will be made to provide awards to competitors who do not attend presentations at the conclusion of each event, however it is the competitor's responsibility to ensure their awards are picked up where possible on the day. Where two competitors are tied on points at the end of the season, the tie shall be settled by
countback. Targeted Scrutineering Competitors may nominate on registration to place their vehicle in the Series Targeted Scrutineering System. Recognised vehicles shall be presented on a quarterly annual basis with records of each vehicle being maintained by the host clubs & scrutineers. The process is as follows, vehicles shall be entered onto an automated database identifying the vehicle by owner, vehicle details, approved class, approved scrutineer & inspection dates. The system shall automatically flag the vehicles next inspection date. Within this period from inspection to expiry date the vehicle shall be deemed as scrutineered and suitable for competition. Host Clubs will be given access to these records for the purpose of deeming a vehicles eligibility and flagging of vehicles for additional scrutiny where suitable. Registered Competitors will be provided view only access to monitor vehicle re-inspection dates & flags. Details are provided on www.speedeventseries.com Where a vehicles scrutiny period will expire prior to a competition, the vehicle shall be presented prior to the next event utilizing approved scrutineering venues as stated in the supplementary regulations. The vehicle may also be presented to approved venues between events by appointment.
Class Classification Vehicle classes are defined by body type, drive configuration, modifications and engine displacement. Piston engine displacement is equal to the swept volume . Rotary engine displacement is calculated by multiplying the swept volume by 1.7. With both types of engine, where forced induction is utilized (turbo or supercharging) an additional multiplier of 1.6 applies. eg Rotary Turbo would be calculated by 1300cc x 1.7 x 1.6 = 3536cc, Piston Turbo 2000cc x 1.6 = 3200cc. Vehicle classing for each event will be conducted by the Speed Event Series Support Team. In the absence of a support team member, a decision on classing may be postponed until after an appropriate meeting on eligibility of vehicle, and results for an event may be amended accordingly. Throughout the course of the season if a competitor modifies a vehicle which had been approved for a Series Class, and such modification makes it unsuitable for that Class (e.g., stripping the interior of a Road Registered vehicle), the vehicle will cease to accumulate Series points for that Class and must compete in a more appropriate category. All vehicles in all Classes must be fitted with an effective muffler. Competitors must be mindful that many of the Series events take part on closed public roads and a minimum of disturbance to the public must be achieved to allow ongoing access to these venues. As a guide, noise levels should be below those generally accepted for motor racing at Barbagallo Raceway. Eg. 95 dba Refer CAMS Manual schedule B, Section 17 Unless otherwise specified all vehicles must run DOT compliant treaded road tyres. This includes approved ‘semi slick’ & ‘R compound tyres’ Production Car Tyres as listed in Schedule E of the Manual of Motorsport. Minimum tread depths must be adhered to as per the manufacturer & licensing specifications. This structure will be finalised once interest levels have been established and Series registration complete. Competitors should note that, not all the classes listed in these regulations will form part of the final class structure for 2014 and hence some classes may be combined. Final class structure is subject to approval by the Speed Event Series Eligibility Panel. A minimum of 3 competitors will be required for a class to be eligible for Series points.
Class Structure Category 1 - Outright Vehicles 1A - Open Cars Under 2000cc 1B - Closed Cars Under 2000cc 1C - Open Cars Over 2000cc 1D - Closed Cars 2000-4000cc 1E - Closed Cars Over 4000cc Typically purpose built or substantially modified competition vehicles not registered for road use. This may may also include any vehicle which does not comply with any other class or vehicles deemed to have a performance so advanced it is inappropriate for its allocated class. Any competitor which otherwise complies with the regulations for their class may elect to compete in an Outright class, entitling them to additional modifications & tyres. Vehicles in this class are permitted to run Slick Tyres in appropriate conditions. Where an event is deemed wet by the Clerk of Course, vehicles will be required to swap to treaded tyres before being permitted to continue. All Outright Vehicles must be fitted with Roll Over Protection. Open Wheel Single Seater vehicles are required a minimum Type 1 - Solo Roll Bar while all Closed vehicles required a minimum Type 2 - Half Cage , compliant with Schedule J of the CAMS Manual of Motorsport. In addition vehicles with Roll Over Protection shall be fitted with at minimum a 4-Point Harness of appropriate standard, complying with Schedule I of the CAMS Manual of Motorsport. Vehicles competing in the 2014 season have been authorised a grace period for the installation of Roll Over Protection & Harness ending 03rd June 2014 to coincide with the completion of Round 7. From this date onward all vehicles in this category must comply with these standards to be eligible for entry. Category 2 - Clubman 2A - Production Clubman 2B - Improved Clubman Vehicles must substantially comply with the requirements of the Marque Sports Car Class 2 category in the current CAMS Manual although not necessarily holding the relevant logbook and must be of 2-wheel drive configuration. That is, they must be clearly identifiable as Production Sports Cars of Clubman type listed in the Marque Sports Cars list from the CAMS Manual which have been modified for competition & must be fitted with Roll Over Protection of minimum Type 2 - Half Cage , compliant with Schedule J of the CAMS Manual of Motorsport. 2A - Production Clubman provides some latitude in terms of modifications however engine displacement may not exceed 2000cc and must be of 4 cylinder piston configuration. Driveline must remain in keeping with traditional clubman configuration. 2B - Improved Clubman vehicles may undertake substantial modification while still maintaining the clubman configuration. Forced induction, alternate engine & driveline configurations are permitted.
Vehicles are permitted to run Slick Tyres in appropriate conditions. Where an event is deemed wet by the Clerk of Course, vehicles will be required to swap to treaded tyres before being permitted to continue. Category 3 - Historic 3A - Group N Touring Cars & Group S Production Sports Cars Under 1500cc 3B - Group N Touring Cars & Group S Production Sports Cars Over 1500cc 3C - Touring & Production Sports Pre 1976 Under 2000cc 3D - Touring & Production Sports Pre 1976 2000-3500cc 3E - Touring & Production Sports Pre 1976 Over 3500cc Class 3A & 3B must be log booked & comply with all associated regulations to hold that log book. Touring & Production Sports Pre 1976 Vehicles should ensure that their vehicles comply by checking in the CAMS Manual of Motor Sport before nominating. If their vehicle does not have a CAMS log book, they should consult the Speed Event Series Support Team for advice before registration. Follow on models being chassis produced post 1976 however having the original model run prior to this shall be allowed with Panel Approval. Touring & Production Sports Pre 1976 Vehicles must substantially comply with the requirements of the relevant Historic Competition category in the current CAMS Manual, although not necessarily holding the relevant logbook. Whilst some latitude is allowed in terms of mechanical specification, radical modifications such as engine/gearbox substitution/replacement of body panels with items of non-original material/use of modern fuel injection & ECUs/radical brake upgrades/use of spherical bearings (rose joints)/aerodynamic “add ons” etc is not permitted. Non slick tyres must be used. Category 4 - Production Sports 4A - Production Sports Under 2000cc 4B - Production Sports 2000-4000cc 4C - Production Sports Over 4000cc Vehicles must be road registered & comply with regulations as set for Category 5 Vehicles in addition to being of coupe, roadster, targa top or 2+2 configuration. 2 door variants of 4 door sedans are not permitted. Category 5 - Production Touring 5A - 2WD Under 2000cc 5B - 2WD 2000-4000cc 5C - 2WD Over 4000cc 5D - AWD Under 4000cc 5E - AWD Over 4000cc Vehicles must be substantially compliant with ADR’s, Department of Transport Regulations & holding a valid Australian vehicle licence (not dealer plates). Vehicles must be for all intended purposes considered a ‘practical’ road car capable of passing a vehicle inspection. Minor modifications to improve safety & reliability, such as suspension, brakes & wheels, are permitted however must remain ADR compliant and are envisaged to be primarily ‘bolt on’ modifications. Modification to Forced Induction is permitted however boost pressure and super/turbochargers capacity may not greatly exceed that of the original specification.
Substantial weight saving is not permitted. Interior trim may only be removed where the fitting of roll over protection (highly recommended) does not allow for its replacement. Sportsmanship Any competitor who is found to have maliciously constrained another competitors series efforts, displayed a disregard for NCR’s or regulations, is abusive to officials, Speed Event Series personnel, competitors or spectators stand to be excluded from the event as per NCR 169, at the direction of a steward. Any incident resulting in this action taken shall be referred to the Speed Event Series Support Team for further consultation. Serious breaches may incur penalties from the series, such as being stripped of their Series registration & points.
