Welcome to temporary Clerk Brenda Johnson and applicant Richard Bowler. 147/15 Apologies for absence. Apologies received from James Midwood. 148/15

Members declaration of interest for items on the agenda. None declared.

149/15 To Approve and sign the minutes of the Parish Council meeting held on 21st September 2015. No amendments required. Cllr Grainger proposed that the minutes are signed seconded by Cllr Milner. 5 votes for signing 1 abstention. Minutes signed. 150/15 Asset register There was nothing to report on the parish assets. 151/15 Matters arising Lease returned to our solicitor Richard Birks. Formal letter of thanks from Parish Council. An advert was placed for a new Parish Clerk with closing date 31st October 2015. To date there has been one applicant. Tricia Lewis has the matter of the Village Hall Constitution in hand and has written to Richard Birks of Eversheds for further guidance. ECDC have been asked to provide two more dog poo bins. The acting Clerk to ask for an update on the delivery of the dog bins. 152/15 Brenda Johnson was appointed as Acting Clerk and Responsible Finance Officer for October and November 2015. There is not a Parish Council meeting in December. By January 2016 it is hoped that a permanent Clerk, Finance Officer and First Officer will be appointed 153/15 Village survey. This was discussed at length. It was thought an excellent way forward would be for the whole village to be involved. It was agreed that Cllr Milner would produce a document which would be put through all the residents letter-boxes.

Kirtling and Upend Parish Council 153/15 Village survey(cont.) This will include asking the residents for their opinions on what improvements they would like to see in the village. 154/15 Cllr Grainger and Jean Gilmour are to meet Karen Champion regarding the paths. The date was set for October 20th 2015. 155/15 Police Matters. There was nothing relevant to Kirtling but a man has been arrested, suspected of a spate of burglaries in East Cambs. 156/15 Health Matters A reminder from Meningitis Aware of availability of ACWY vaccine on the NHS. Signs and symptoms: - drowsiness, stiff neck, headache and rash. More information can be found on the Meningitis Now website. The Chair person and acting Clerk are attending a conference, “Health and Wellbeing in Rural Communities.” 157/15 Finance a) Bank reconciliation Balance as per bank statement as at September 3rd 2015 3386 04 Credits 2828 00 Debits - 968.25 Balance as per bank statement as at October 2nd 2015 5244 79 b) Payment of outstanding account C.J. Frost 84 00 K.Hutchinson & Son 276 00 Proposed that they are paid Cllr Rickcord seconded by Cllr Grainger, all in favour. Accounts paid 158/15 Planning matters 1500801/FUL Two storey extension to front. Brook House,Cowlinge Road, Kirtling,Newmarket, Suffolk. No objections. 15/01067/CLE Use of caravan on application site for residential use. Coedendderw Stud, Bradley Road Kirtling, Newmarket Suffolk. There are Legal issues, therefore no comment to be given until position is clear. 159/15 For information only Questionnaire regarding Neighbourhood Plans has been completed. The Councillors discussed a card and suitable gift for Mary Prescott on her retirement as Parish Clerk. The acting Parish Clerk pointed out that any gift must be paid for by the Councillors personally, which was agreed to. The acting Parish Clerk also stated that “Any Other Business” is not permitted. Only matters on the Agenda can legally be discussed and voted on. With no further business the meeting closed at 9.40pm. It was agreed that two new dog “poo” bins would be purchased. Next Parish Council will be held on Monday November 16th 2015 in the Village Hall, commencing at 7pm.
