CITY OF BOSTON FOR CITY COUNCIL ORDER FOR A HEARING TO PROVIDE ALL K-12 BOSTON PUBLIC SCHOOLS STUDENTS GRADE-APPROPRIATE COMPUTER SCIENCE INSTRUCTION AND TRAINING WHEREAS,

Access to a free quality education is the cornerstone of our democracy, and the essential path to social and economic security for all young people in the City of Boston; and

WHEREAS,

Science, technology, engineering, and mathematics (STEM) jobs currently comprise the fastest growing job sector, and according to the Bureau of Labor Statistics in 2013, two-thirds of these jobs involve computing, and the Association for Computing Machinery (ACM) projects the creation of an additional 150,000 computing jobs annually through 2020, but according to the ACM, because only a limited numbers of students are being educated in computer science, an estimated 70% of these 1.4 million new jobs may go unfilled by 2020; and

WHEREAS,

The Boston metropolitan area is recognized as a leading hub of computing innovation, the home to some of the world’s leading STEM-based institutions of higher education, and to established and emerging industry-leading employers; and

WHEREAS,

The Boston Public Schools educates 57,314 students, of whom 48% are female, 41% are Hispanic, 35% are black, 9% are Asian, 50% are economically disadvantaged, and 72% are classified as high needs, all of whom require economic opportunities for themselves and their families; and

WHEREAS,

A joint 2013 study by the Donahue Institute of the University of Massachusetts and the Federal Reserve Bank of Boston finds the share of workers in computer and mathematical occupations in Massachusetts vastly under-represents women, blacks, and Hispanics, with women only accounting for 29% of all computer and mathematical professionals, blacks only 4%, and Hispanics only 5%; and

WHEREAS,

Computer science teaches transferable, multi-disciplinary skills that are critical for all students, provides students project-based learning opportunities with an emphasis on cooperative work, and the opportunity for students to address real-world issues directly through their applied work; and

WHEREAS,

Many other school districts nationally and internationally are systematically integrating grade-appropriate computer science instruction that cumulatively builds on itself in their curricula from kindergarten through 12th grade, and the Boston Public Schools has the opportunity to lead the nation in this regard as they do in other academic areas; NOW, THEREFORE BE IT

ORDERED,

That the appropriate committee of the Boston City Council hold a hearing to discuss providing grade-appropriate computer science instruction and training to all K-12 Boston Public Schools students. Those invited to provide perspective will include students, parents, teachers, alumni, community partners, and representatives of the Boston Public Schools, along with other interested parties.
