1. Georgia has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Services Investment Program – Tranche 5. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB. 2. The United Water Supply Company of Georgia LLC (UWSCG, the “Employer”) invites sealed bids from eligible bidders for the improvement of the sewage system in Zugdidi, in particular, the main works will comprise the laying of app. 178 km sewage pipelines and 23 sewage pumping stations. The estimated construction period for whole of the works is 1095 days. 3. International competitive bidding will be conducted in accordance with ADB’s SingleStage: One-Envelope (without Prequalification), procedure and is open to all Bidders from eligible Countries as described in the Bidding Document. 4. The minimum key qualification criteria includes, but not limited to the following: 



Average Annual Construction Turnover: Minimum average annual turnover of US$ 26 million or equivalent calculated as total certified payments received for contracts in progress or completed, within the last 3 years (i.e. FY2012, FY2013 and FY2014) (in case of Joint Venture: Each partner must meet 25% and One partner - 40% of the requirement); Financial Resources: The Bidder must demonstrate that it has the financial resources to meet (a) its current contract commitments as defined in FIN-4, each partner must meet for its own contractual commitments, and (b) subject contract for an amount of US$ 3.3 million or equivalent (in case of Joint Venture: Each partner must meet 25% and One Partner – 40% of the requirement); and Contract of Similar Size and Nature: (a) Participation in at least one contract that has been successfully or substantially completed within the last 5 (five) years (which shall be calculated from 28 days prior to the deadline for submission of the bids) where the value of the Bidder’s participation exceeds US$ 30 million or equivalent and that are similar to the proposed works (in case of JV: One Partner must the requirement). The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements.

(b) For the above or other contracts executed during the period stipulated as above, a minimum construction experience (in case of JV All Partners Combined must meet the requirements) should include: (i) Sewer pipe laying works: not less than 45 km with minimum diameter of 200 mm PE pipes (in any one year within the last 5 years, which is calculated from 28 days prior to the deadline for submission of the bids) and (ii) M&E installations: at least 5 (five) sewage pumping stations and related electrical installations, of pumping flow rate ≥8 l/s, of which at least in one station pumping flow rate is ≥35 l/s (in any one year within the last 5 years, which is calculated from 28 days prior to the deadline for submission of the bids) 5. The bidding documents will be issued in hard copy (soft copy will also be issued, although in case of any discrepancies the hard copy shall prevail). 7.
