Under general supervision, the Accounting Technician performs the full array of para-professional accounting duties including the preparation and review of journal entries, posting of payables and receivables, reconciliation of general ledger accounts and performs related duties as required. ESSENTIAL DUTIES (include but are not limited to the following)  Prepares and reviews journal entries and performs reconciliation of ledger accounts.  Verifies purchase orders, codes expenses, processes and posts accounts payable and receivables transactions in the financial system  Receives and responds to verbal and written correspondence from employees and vendors.  Processes payment for contracts, supplies, and utility bills  Prepares accounting information  Balances preliminary reports, verifies data, researches discrepancies, and reconciles reports to the check register  Identifies and resolves problems and inconsistencies relative to the maintenance of accounting controls  May assist in the preparation of the City annual budget.  Provides indirect supervision and direct training of lower level staff.  Assists in the preparation of monthly financial statements and annual comprehensive financial reports.  Participates in the development and implementation of program goals, objectives and priorities and recommends and implements resulting policies and procedures.  Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties. Excellent Employment Opportunity: ACCOUNTING TECHNICIAN COMPENSATION AND BENEFITS The City offers an attractive benefits package which includes:  Compensation:: $20.23 - $31.38 per hour  Retirement Contributions: New CALPERS members, employees hired after 1/1/2013, or those coming from another CALPERS or CALPERS’ reciprocal agency with a break in service exceeding 6 months will be required to pay 6.75% of their annual earnings toward their retirement. Upon retirement, CalPERS offers a defined benefit plan based on a formula of 2% at age 62 for new members and a formula of 2% at age 55 for “classic” members. The City of Oxnard does not participate in social security; therefore employees do not receive a social security tax deduction in their earnings.  Vacation Accrual Rates: Full time employees accrue vacation leave at a rate of 4.39-8.08 hours per pay period based on years of service.  Sick Leave Accrual Rate: Full time employees accrue sick leave at a rate of 3.70 hours per pay period.  Deferred Compensation: The City offers a number of deferred compensation programs that employees may participate in.  Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $20.00 bi-weekly to the extent the employee is required to provide bilingual services determined by the City Manage or designee.  Educational Incentive: Employees earn educational incentive pay for educational attainments not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor’s degree – 3%, Graduate degree – 3.5%  Health and dental: The City contributes $362.84 per pay period toward medical and dental insurance premiums. Unused premium monies are paid to the employee.  Life Insurance: City employees receive Basic Life ($5,000) and AD&D of ($10,000) which is 100% paid by the City. Employees also have the option to purchase additional insurance.  Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work related coursework.  Union Affiliation: This position is represented by the Service Employees International Union, a recognized public employee organization. Employees occupying this classification are required to pay an agency fee.  Holidays: The City observes 11 holidays per year.
