Anticipated Vacancy: PERMIT TECHNICIAN Development Services Department POSITION SUMMARY: In anticipation of a vacancy within the Development Services Department, the City of Oxnard is currently accepting applications for the Permit Technician position. Under the general supervision of the Senior Plans Examiner, the Permit Technician assists the public at the Building & Engineering Services counter and responds to inquiries. PRIMARY RESPONSIBLITIES: Reviews and accepts building application submittals; accepts plans for plan check and verifies the accuracy and completeness of information Provides general information to architects, builders, property owners, contractors, engineers, and the general public municipal code and department policies and standards both over the phone, by email, and at the counter. Researches permit history and information for projects; provides property owners information relating to code and answers permit questions. Reviews and approves temporary use permits and business license applications/zone clearances; reviews minor building permits. Issues Over-The-Counter building permits and permits for encroachment. Calculates plan check fees based on valuation, type of construction, and use of building. Distributes and tracks plans for further plan checking to various agencies within the City of Oxnard and coordinates work activities with staff across categories, programs, and agencies. Calculates development impact fees for new construction in addition to all permit and plan check fees based on valuation, type of construction and use of building. Coordinates payment of outside agency fees. THE IDEAL CANDIDATE: We seek candidates that are customer service oriented and can work collaboratively on a team in order to deliver a positive customer experience to the public. The ideal candidate must be self-directed and be able to multitask in order to be productive in our high paced high volume environment. Basic knowledge of applicable state and city codes and ordinances in the areas of building, electrical, mechanical and plumbing is desired. Basic knowledge of construction terminology and a general understanding of the building permit process is highly desired. Use of computers, in-house database software, and basic office programs is required.
EDUCATION AND EXPERIENCE: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Permit Technician is considered qualifying. A typical way of obtaining the required qualifications is to possess the following: Education: Equivalent of a high school diploma. Training or course work in building and/or construction technology, engineering, mathematics, and records management is highly desirable. Experience: Equivalent of two (2) years of experience providing assistance to the public in a building, engineering, planning office, or the performance of related work. License/Certificate: Some positions may possession of or ability to obtain a valid, class C California driver’s license.

Anticipated Vacancy: PERMIT TECHNICIAN Development Services Department COMPENSATION AND BENEFITS: The salary range for the Permit Technician position is $3,798-$5,892 per month. The City offers an attractive benefits package which includes: Vacation/Annual Accrual Rates: Full time employees accrue annual leave at a rate of 4.39 - 8.08 hours per pay period based on years of service. Deferred Compensation: The City offers a number of deferred compensation programs that employees may participate in. Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $20.00 bi-weekly to the extent the employee is required to provide bilingual services determined by the City Manager or designee. Educational Incentive: Employees earn educational incentive pay for educational attainments not required by the classification. The educational incentive pay is as follows: Associates degree – 2.5%, Bachelor’s degree – 3%, Graduate degree – 3.5%. Health and dental: The City contributes $366.26 per pay period toward medical and dental insurance premiums. Unused premium monies are paid to the employee. Life Insurance: City employees receive Basic Life ($5,000) which is 100% paid by the City Manager. Employees also have the option to purchase additional insurance. Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work related coursework. Union Affiliation: This position is represented by the Service Employees International Union, a recognized public employee organization. Employees occupying this classification are required to pay union dues. Holidays: The City observes 11 holidays per year.
