MINUTES CITY OF OJAI ARTS COMMISSION AUGUST 20, 2015 Chair Michael Addison called the regular meeting of the Arts Commission to order on Thursday, August 20, 2015 at 6:35 p.m. in the Council Chambers of Ojai City Hall, 401 S. Ventura St., Ojai, California. 1. ROLL CALL On the call of the roll the following Commission Members reported present: Michael Addison, Bobbi Balderman, Roger Conrad, Christine Golden, Linda Harmon, Mark Lewis and Heather Stobo. PUBLIC COMMENT

Demitri Corbin, Ojai, updated the Commission on Peachtree Theater Company. He said the Peachtree Theater Company is working in collaboration with community partners to offer a Shakespeare Internship Program for Summer 2016. He said for those want more information and to pledge their support, visit the Children's Stage on Ojai Day, October 17. 3.

Consider recommendation from CAPA to select the artist for the Libbey Park Playground Public Art Project.

Commissioner Golden reported CAPA held a meeting and reviewed four proposals (two from RTK Tile, Pamela Grau and Douglas Lochner) and out of those proposals selected Douglas Lochner as the artist to recommend to the Arts Commission for the Libbey Park Playground Public Art project. Douglas Lochner, Artist, described his proposal. Commissioner Conrad said one of things he liked was Mr. Lochner is doing most of the work off site. This will help with installation as the park will be very busy during construction week. Mr. Lochner spoke on shading the lizard with additional sails. He said the Parks and Recreation Commission and representatives from Play by Design felt there was adequate shade. Commissioner Conrad said the structure is being designed with ample shade, but additional shade can always be considered in the future. MOTION: It was moved by Commissioner Golden, seconded by Commissioner Balderman to accept CAPA's recommendation of Douglas Lochner as the lead artist for the Libbey Park Playground Public Art project. On roll call the motion passed unanimously. ii.

Update on Projects Subject to Public Art Requirements

Deputy City Manager Steve McClary reported on the following projects: Weil Tennis Academy - building permit is pending Topa Topa Winery - public art component approved 611 Pearl Street - determined $27,850 is public art component, submitting funds in lieu of art Ojai Valley Inn - completed, working on maintenance agreement Ojai Valley Inn Neff Lounge - exempt from public art Mallory Way project - waiting on applicant iii.

Commissioner Golden said the timing is right for an article on the approval of Doug Lochner for the Libbey Playground Public Art.

Report on Maintenance of Public Art

Deputy City Manager Steve McClary reported the list has been completed determining which public art pieces needed maintenance and letters were sent to property owners where the art needs maintenance of repair. B.

Artist Mentor Program Committee

Chair Addison reported he has been receiving written status reports from the artists and students. He hoped to compile these for the next meeting. He said the exhibition will be in f\jovember. He said the committee is going to move the process up next year to receive applications before Easter. C.

Arts Commission Budget

Commissioner Stobo said the new show has been installed. She would like to agendize for discussion the "Arts About Town" brochure and whether the Commission would like to continue to place information in the brochure.

Commissioner Conrad said this month the committee held the annual grant workshop. The Committee is working on reviewing the grants and plan on bringing recommendations forward to the Commission in October or November. F.

Chair Addison asked the Commissioners to submit names to him for the Lifetime Achievement Award. He said at the next meeting he would like to discuss whether or not the Commission would like to give a Hope Frazier Award. He asked the Commission to consider giving the Hope Frazier Award every other year. He said if the Commission would like to give the Hope Frazier Award this year, someone could be picked from the group of names he receives.

ARTSOjai Education Committee

Commissioner Balderman said the Committee is working on gathering information for a book on architecture of Ojai. She said the committee is hoping to bring forward a recommendation next spring during budget discussions. Museum Liaison Committee Chair Addison said he is moving forward in meeting with Museum representatives on a joint venture.

STAFF LIAISON REPORT

Deputy City Manager Steve McClary said he has scheduled for the next meeting a presentation by past Commissioners on Public Art Code. He said the Parks and Recreation Commission is working on updating the Sarzotti Master Park plan. He said there is a survey available at City Hall, Recreation Department or on-line. He said a community outreach meeting is going to be held on August 29 at 1:00 p.m. at Boyd Center, 510 Park Road to discuss the Master Plan.

COMMISSIONER COMMENTS

Commissioner Harmon announced Ojai Day is looking for submittals of art work for this years' poster and the Art Grant submittal deadline is September 14. 7.

Mayor Lara said the City Council will be discussing cultural resources, code compliance, neighborhood planning, goals and priorities at upcoming meetings.

THE FORTUNE COOKIE PHILOSOPHY for the Weil Tennis Academy and Preparatory School The fortune cookie is a California invention but there are conflicting stories. One version is that the cookie was first served at the Japanese Tea Garden in Golden Gate Park in San Francisco in the 1890s. The other account says it was invented by David Jung, founder of the Hong Kong Noodle Company in Los Angeles in 1918. A similar cookie had been made in Kyoto Japan since the early 19th century and there is a Japanese temple tradition of random fortunes. In any case the cookies were handmade and relatively expensive. The fortune cookie machine was invented by Shuck Yee in Oakland, California and it made the cookies available in mass. Now there are about 3 billion cookies produced annually. It's the idea of random, generally positive, ideas or fortunes that interest me. While at the Weil Academy I observed some posted messages for the students. Things like, "hard work success." I had collected a large number of fortunes about five years ago, with the idea of using them in someway. I found my box of fortune cookies and open several. I found that many of the messages could relate directly to the students at the Academy or anyone walking around the plaza and paths that are being planned. The idea is to select 50 or so fortunes and silk screen print them onto porcelain tile pieces 6" x 24" using ceramic glazes. The pieces will then be fired to fuse the glaze and tile into an extremely durable unit. Form pieces will be finished into the plaza and walkways as the concrete is placed. Later these forms will be removed and the resulting recess will allow the tile to be installed flush with the concrete surface. The narrow boarder around the tile will be filled with sanded grout and the tile and grout will be sealed using Surface Guard Sealer from Custom Builder Products. The fortune tiles will be much harder than the concrete and should require very little maintenance. Regular cleaning that the concrete requires should keep the tiles clean as well. Annually the penetrating sealer should be applied. This sealer doesn't penetrate the tile but it does seal the somewhat porous grout so it will repel dirt and stains.

Artwork Identification Plaque And Fortune Cookie History Plaque.

2 Sets of plaques will be produced using the same process of fired glaze text on porcelain tile. Each plaque will be 8"x8" (see full size copy layouts) A stainless steel backing and frame will be used to install the plaques at eye level. The backing will be fastened to a wall or post, The tile will fit into the baking and the frame will fit over the assembly and held in place with tamper proof fasteners. Weil Academy Narrative Statement Demonstrating Public Art Piece will be Displayed in Area Open and Available to the General Public Weil Tennis Academy & College Preparatory School's Public Art Piece, as well as the Artist Identification Plaque, and Fortune Cookie History Plaque, will be displayed in areas open and freely available to the Public. The Fortune Cookie Tiles will be scattered in the new Commons Plaza Area between the Academy & Athletic Club's Parking Area, and Bryant Circle, which is freely accessible to the general public at all times. The Tiles will also be randomly located in the Courtyard Area of our School and Boys Dormitory, which is also freely accessible to the general public. There will be One Artist Identification Plaque and One Fortune Cookie History Plaque displayed in the Commons Plaza Area ( Mounted Eye Level on the Wooden Trellis by Court One) and the School Courtyard Area ( Mounted Eye Level on the Outdoor Wall of the Lobby). There will be no fences, gates, etc constructed which would limit access to the Public Art Piece.
