Members of the public wishing to address the City Council/Successor Agency Board on items appearing on the agenda are requested to complete a "speaker's card" and file it with the City Clerk prior to the start of the meeting. Cards are available in the Council Chambers and the Lobby. All comments should be limited to three minutes, unless additional time is granted by the Mayor/Chair. PUBLIC COMMUNICATIONS Public Communications is the time set aside during the meeting for members of the public to address the City Council/Successor Agency Board on items of City business other than scheduled agenda items. RECOMMENDATION: Approve as submitted. d) Minutes of the Historic Preservation Commission for regular meetings of October 8, 2015, December 10, 2015 and April 14, 2016. Receive and file. RECOMMENDATION: Adopt a Resolution allocating available Citizen's Options for Public Safety funds for fiscal year 2016-2017. i) Authorize the County of Ventura to Collect Library Special Tax for the fiscal year 2016-2017. RECOMMENDATION: Adopt a Resolution authorizing the County of Ventura to collect library special tax according to Ordinance 713 with the tax revenues to be used for supplemental library services for FY 2016-2017. j) Approval of the Twentieth Amendment to the Agreement for Additional Library Services Purchased with Library Parcel Tax Money. Approve the Twentieth Amendment to the Agreement RECOMMENDATION: for the County of Ventura to provide additional library services to the City of Ojai for the period commencing July 1, 2016 and ending June 30, 2017; Authorize the Mayor to execute this Agreement on behalf of the City.

k) Proclamation Designating Sterling Venue Ventures Events as Community Events RECOMMENDATION: Formally recognize Sterling Venue Ventures events held in the Libbey Bowl as Community Events as defined by California Health and Safety Code section 113755.
PUBLIC HEARINGS 2. Design Review Permit (DRP 15-18) Planned Unit Development (PUD 15-01 construction of a new single family home at 311 S. Montgomery Street (Assessor's Parcel Number: 023-0-100-150) RECOMMENDATION: 1. Conduct a Public Hearing; and 2. Adopt a Resolution approving Design Review Permit (DRP 15-18) and Planned Development Permit (PUD 15-01) subject to the findings and conditions of approval.
3. Levy and Collection of Assessments for the Arcade Plaza Maintenance District for FY 2016/17 RECOMMENDATIONS: 1. Conduct and Public Hearing relative to the established assessments for the Arcade Plaza Maintenance District; and 2. Adopt a Resolution ordering the work and levying the assessments for the Plaza Maintenance Assessment District with an increase for FY 2016/17; and 3. Direct the City Clerk to transmit the necessary documents to the County of Ventura for the levying and collection of property assessments for said Districts.
4. Levy and Collection of Assessments for Lighting and Landscaping District No. 1 and No. 3 for FY 2016/17 RECOMMENDATIONS: 1. Conduct a Public Hearing relative to the established assessments for Landscape and Lighting Districts No. 1 and 3; and 2. Adopt a Resolution ordering the work and levying the assessments for Landscaping and Lighting District No. 1 without an increase for FY 2016/17; and 3. Adopt a Resolution ordering the work and levying the assessments for Landscape and Lighting District No. 3 without an increase for RY 2016/17; and 4. Direct the City Clerk to transmit the necessary documents to the County of Ventura for the levying and collection of property assessments for said Districts.

DISCUSSION ITEMS 5. Ventura County Transportation Commission/Ventura County Local Transportation Authority (VCTC) Transportation Measure Investment/Expenditure Plan RECOMMENDATION: 1. Adopt a Resolution approving the Ventura County Transportation Measure Investment/Expenditure Plan ("The Plan"); and 2. Direct the City Manager to transmit the adopted resolution to VCTC, acting as the Ventura County Local Transportation Authority.

Roles and Responsibilities of City Commissions and Boards RECOMMENDATIONS: 1. Receive a report on the current roles and responsibilities of the City's Boards and Commissions; and 2. Discuss the current roles, structure, protocols and responsibilities of the City's Boards and Commissions and give further direction to staff as desired.
7. Libbey Bowl Use Fee Waiver for Oiai Film Society Summer Film Series RECOMMENDATION: Determine whether to waive the fees for the proposed Ojai Film Society Summer Film Series, Martin Harris.
8. Short-Term Vacation Rentals Prohibition Enforcement RECOMMENDATIONS: 1. Review and provide direction to the Interim City Manager and City Attorney regarding the available tools for enforcement of the City's prohibition on shortterm, transient, and vacation rentals of property for less than 30 days, other than lawfully permitted hotels, motels, and bed and breakfasts operating in compliance with all applicable regulations mechanisms; and 2. Provide direction to the Interim City Manager and City Attorney on drafting of an ordinance to increase the maximum fine for a misdemeanor violation of the Ojai Municipal Code from the current $500 per violation to the $1000 per violation maximum permitted under state law.
9. Appointment to Fill Unexpired Term of City Clerk RECOMMENDATION: Consider ratification of Appointment of City Clerk from Committee.

Request for Services — Ventura County Sheriff RECOMMENDATION: Direct City Manager to submit a Request for Services to the Ventura County Sheriff for Fiscal Year 2016-17 for the services recommended in the draft Fiscal Year 2016-17 budget.
Ojai Redevelopment Successor Agency (RDSA) On January 10, 2012, the Ojai Redevelopment Successor Agency was deemed as the former Ojai Redevelopment Agency by Resolution No. 12-03, under Health and Safety Code section 34173(a). The same rules as for City Council meetings apply.
