Summary Integrating DRR, CCA and EMR in development processes, particularly development planning, provides LGUs a way to determine a development path that considers and addresses the risks affecting their municipalities. Through the DILG’s Rationalized Planning System, DRR, CCA and EMR are integrated in a municipality’s CLUP and CDP. It is a process that develops and ensures that risk reduction measures are not ad-hoc projects or activities, but become an institutional or regular concern of the LGU and its residents. In all these, the Local Chief Executive is the main actor, who can either make or break the process.
LESSONS LEARNED • The success of DRR, CCA and EMR mainstreaming lies with its decisive inclusion in government planning processes • The barangay officials and community members must be empowered to localize the plans and to mainstream DRR, CCA and EMR activities • The municipal development plan must be based on the BDIP formed by the barangay council with the community
