Architectural Contract for Design and Construction Administration Services Commodore Conyers College and Career Academy

BACKGROUND: On April 5, 2016 the DCSS Facilities Services Department issued a Request for Qualifications (RFQ) for Architectural Design and Construction Administration Services associated with the Commodore Conyers College and Career Academy. On April 27th eight (8) Architectural Firms responded by submitting Qualification Packages. The RFQ required certain information to be submitted in a specific format and then provided the evaluation criteria to be utilized when reviewing the submittal packages, the method of selecting a list of Firms to be interviewed, the interview format, the criteria to be utilized to evaluate the interviews, and the final evaluation/selection process. The Qualifications Packages were distributed to the six (6) Selection Committee Members the morning of April 28th. Scoring Sheets were provided to each committee member which included the evaluation criteria and a rating scale of 1–70. The Score Sheets were subsequently tabulated, averaged, and the Firms listed in descending order. The Selection Committee met on Monday, May 2nd to review/discuss the tabulation of the Qualification Package Score Sheets and, after careful review, they chose to interview the four (4) highest rated Firms (listed below in alphabetical order): Ellis, Ricket and Associates of Valdosta, GA IPG Incorporated of Valdosta, GA Southern A&E, LLC of Austell, GA SRJ Architects Inc. of Albany, GA The Selection Committee interviewed the Firms on Thursday, May 5th utilizing Scoring Sheets which included the evaluation criteria and a rating scale of 1–30. The Score Sheets were tabulated, averaged, and the Firms listed in descending order. After careful review of the interview scores, the qualifications packages, and a discussion of other factors/considerations, the Selection Committee determined that SRJ Architects Inc. is the Firm considered to be the most advantageous to DCSS for this Project. The Buildings and Grounds Committee unanimously supports the Selection Committee’s recommendation. FUNDING SOURCE: TCSG Grant and SPLOST RECOMMENDATION: That SRJ Architects Inc. is awarded an Architectural Contract for the Design and Construction Administration Services associated with the Commodore Conyers College and Career Academy Project utilizing the DCSS Capital Projects Architectural Contract. The adoption of this Recommendation authorizes the Superintendent and the Board Chair to enter into an Architectural Contract with SRJ Architects Inc. for the Design and Construction Administration Services associated with the Commodore Conyers College and Career Academy Project which will include a Stated Cost Limitation (SCL) of $2,700,000.00 and a fee based on the Architectural Services Fee Schedule.
