The Departmentof Personnel& Training (DoPT) vide MemorandumNo. 3/3i2016-JCA dated8' August, 2017 circulatedthe minutes of the meeting of StandingCommitteeof National Council (JCM), Staff Side held at Room No.119, North Block. New Delhi under the Chairmanship of Secretary(P) on 3'd May 2017. Shri M. Raghavaiah,Leader(Staff Side), Shri Guman Singh, Shri R.P. Bhatnagar and Shri K.S. recruitment/creation Staff Side contendedthat whenevernew servicesor trains are introduced, creation of posts to man the new servicesto be ensured, which is not followed in Railways resulting operationalsufferings and as well employeesare compelledto work beyond duty hours. They further arguedthat if the power to introduce new trains is delegatedto the Railway Board, the power to create posts and make recruitment should also be delegatedto the Board. Official Side reiteratedthat there is no ban on recruitment of posts in Railways. It is further stated that Department of Expenditure vide letter dated 05.01.2017 delegatedpower to Ministry of Railways to creatework-chargedposts. Chairman, Department of Expenditure clarified that for creation of "Revenue" & o''Work-charged"Non Gazetted posts, Ministry of Railways is allowed to continue with the existing systembeing followed. For the purposeof final cadre strength of Railway Services,as was done in the last Cadre Review, 75Yo of the work charged posts may be added to arrive at the final strength.

While admiuing the fact that the recruitment processis slow and Government is making efforts for introducing modern technologyto make it faster.On the concernsexpressedby the Staflside on securityrelated aspectson accountofnon-filling of vacancies,the representativeof Ministry of Railways was askedto note of them. It was also directedthat the Ministry of Railways be informed of the new points raised by the Staff Side in this matter. Scrap PFRDA Act and ChairmanAtrCJCM agreed to direct the views expressedby reintroduce defined benefit the Staff Side to Department of Financial Services and statutorypensionscheme. Department of Pensions& PensionersWelfare for scrapping the PFRDA Act and reverting to the old pensionscheme. Ensuring five promotions in the Staff Side opined that since previous ACP schemewas far servicecareer. better because promotions/upgradations granted in promotional hierarchy rather than Grade Pay hierarchy as per MACPS, employeesmay be allowed to give option to clmose either ACP or MACPS. Removal of ambiguity in Official statedthat the issue is under active considerationand fixation of pay of re-employed a decisionis likely be issued. ex-servicemenand grant of same ' benefit extended to commissioned officers to personnel below officers rank also. Permission to opt for pay Decision in the matter will be communicatedin due course fixation in the revised pay structure on a date after the date of issueof CCS(RP)Rules 2016 (Notification 25.7.2016) in case of employees whose promotion becomesdue after 25.7.2016.
