In line with the Guam Department of Education's vision of preparing all students for life, promoting excellence, and providing support, Tiyan High School will support the 5 district's goal :
1. All Guam Department of Education students will graduate from high school prepared to pursue post-secondary education on or off-island or to assume gainful employment with the public or private sector. 2. All students in the Guam Department of Education will successfully progress from grade to grade and from one level of schooling to another in order to maximize opportunities to successfully graduate from high school. 3. All Guam Department of Education's personnel will meet high standards for qualifications and ongoing professional development and will be held accountable for all assigned responsibilities. 4. All Guam Department of Education's school facilities will meet high standards for health and safety and provide optimal conditions for learning objectives. 5. All Guam Department of Education's operations activities will maximize the critical uses of limited resources and meet high standards of accountability.

Provide an ongoing Professional Staff Development Program for Teachers and Staff. To implement professional learning communities (PLCs). To continue the implementation of the 9th Grade and Career Academy. To provide teachers and students access to technology. To continue to provide co-curricular programs to include interscholastic sports. Address Accreditation recommendations and monitor progress. Implement the Professional Teacher Evaluation Program (PTEP) and the School Leaders Evaluation Program. Provide and support a variety of student learning opportunities to enhance their career or college goals. To improve student achievement in all content areas. To reach satisfactory performance level on cohort graduation rate, annual dropout rate, student attendance rate, student discipline/suspension rate, employee attendance rate. To collaborate with families and community members, respond to diverse community needs and mobilize community interests.
