A Message from our HOA President: As we look forward to the summer of 2016, we have to remember what a great 2015 we had. My term started with our Annual Meeting and Picnic in June, followed by two well attended adult themed pool parties over the summer. We wrapped up the summer season with a night of bingo and a terrific spaghetti dinner. We ended 2015 by decorating Camelot for the Holidays and celebrating the New Year with an adult themed New Year’s Party. The island at the Camelot entrance was decorated with what we nicknamed “The Island of Misfit Trees”. Five trees of different shapes and sizes were donated to us by residents. Each tree was decorated with colorful decorations and lights. The Mailboxes and clubhouse area were also decorated with garland and lights. Thank you to all the residents who donated decorations to the HOA. A big thank you to everyone who helped with the decorating: Allen, Blair, Cheryl, Doris, George, John, Lillian, Mark and Tom. A big thank you also goes out to our social team and all those residents who help us with the set up and clean up from events. We have a number of exciting events planned for 2016 including more for our adult residents. Our organization needs the support of all residents. If you have never attended one of our social events, please check us out. As I knock on the wood of my kitchen table, I am proud to state that the off-season here in Camelot has been relatively quiet – we have received no reports of major incidents in our community. We have asked ELS to repair the light in the Rose Garden and for those of you who hear the loud music over the summer, a contingent of residents from local communities have met with the owners of the Big Chill Cantina and the owners of the bar have been receptive and will work with us as the summer 2016 months approach on correcting the issue of loud music. Our Facebook page audience continues to grow on a daily basis. In This Issue: Finally, I report that Tidewater Utilities has been working hard on the water pg 1 President’s Message lines in the community. It appears that all of the new main lines and hydrants are DMHOA pg 2 in place and many of the hydrants appear to be active. The next steps will be to Membership pg 2 run the new lines to each home. DMHOA DMHOA (Delaware Manufactured Home Owners Association) is the only statewide advocacy organization in the Diamond State representing the interests of owners of manufactured homes on leased land, throughout New Castle, Kent and Sussex counties. DMHOA was chartered as a statewide grass-roots advocacy group in March 2002 as a natural outgrowth of the Sussex County Manufactured Home Tenants Association, which had represented owners of Manufactured Homes in the States' fastest-growing county since 1983. DHMOA's goal is to educate and inform our members, our public servants and the general public, and to work for legislative and legal remedies to protect and strengthen the rights of everyone who lives in manufactured housing on leased land in Delaware. Should you live in a leased land community, and want to learn more, we want to hear from you. Residents can thank DMHOA for the 'Rent Justification” bill which put a halt to outrageous rent increases. They will be looking for support on a number of bills, which means that you can help simply by emailing legislators or writing letters. This past year, DMHOA hosted four “Grottos” pizza nights as fundraisers. Please keep an eye out on the bulletin board at the mailboxes for dates and coupons. If you are a member of the Camelot HOA, you are also a member of DMHOA. DMHOA is always looking for volunteers. Please consider helping protect the rights of all Manufactured Home Owners in Delaware. Membership All Residents of Camelot Meadows are eligible to be Members of the Home Owners Association (CMHOA). To become a Member of the CMHOA, residents must pay annual or bi-annual membership dues. A one-year membership is $20.00 and a two-year membership is $30.00. Residents are not required to join the CMHOA, but there are a number of reasons why you should become a member. For more information on why you should join, please review the Arbitration article in this newsletter. Residents often forget when their membership expires. To help with this issue, if you are receiving this newsletter via U.S. Mail, your expiration date is included with your mailing address. Email recipients can find a spreadsheet on our website that lists all lot numbers and the expiration date. Membership dues help fund the Social events that the CMHOA hosts year round throughout the Camelot community. Membership dues also help protect the rights and livelihood of every resident in Camelot Meadows. Membership in the CMHOA also gives you voting rights at the Annual meeting. Resident Complaints This year, the HOA Board has worked hard to emphasize the necessity of residents completing complaint forms. Whether your complaint is with ELS or another resident, no action can be taken unless a complaint form is completed. Completed complaint forms can be forwarded directly to ELS, but we highly recommend that you at least send a copy of the form to the HOA Board. Forms can either be sent via U.S. Mail, email or placed into the suggestion box at the mailboxes. Once a complaint is received, it is logged and the complaint is addressed with ELS. Follow up with ELS will be conducted to make sure that the complaint has been received and action taken to correct the matter. One main reason we need copies of complaints on file is to protect our residents. Should the HOA need to file for Arbitration with the State, the more evidence we have the more an arbitrator will help protect our rights as home owners. HOA Board Elections At our Annual Meeting in June (Saturday, June 11th) in the Rose Garden, we will elect new HOA board members. Our By-Laws permit us to have thirteen (13) members. For the 2015 – 2016 year, there are eight (8) open seats on the board. Board members are elected to a two year term. We ask that you please consider joining this active group of concerned residents who help shape and govern our community. We need the support of ALL Camelot Meadows residents. Please consider volunteering your time to our board. To be considered, please submit a short bio by March 11, 2016. You can put your bio in the suggestion box by the mailboxes; mail to the CMHOA Board (36199 Palace Lane, Rehoboth Beach, DE 19971); or email it to us at: [email protected] We will introduce candidates at the March 12, 2016 HOA board meeting, and print your bio along with the election ballot in our spring newsletter. Neighborhood Watch We are happy to be able to report that Camelot has been quiet as far as any crimes or disturbances; however, we are aware of some drug and robbery problems in some of the communities very close to us. Unfortunately, we have no first knowledge of incidents that occur in Camelot unless the residents involved contact us. We do follow Delaware State Police posts and we share those items on our Facebook page. One recent item reported by the Delaware State Police in the Sussex County area involves burglaries to homeowner out buildings (sheds and storage areas). In most cases, the buildings are found unlocked and theft of these items carry a lesser penalty. If you have valuable equipment or tools in a shed or storage building, lock the building and if possible install an outside light to help deter theft. ELS installed cameras in and around the clubhouse, which should help protect and deter incidents in the clubhouse and pool area. We are always looking for volunteers to assist in patrolling. Social A terrific way to meet other Camelot residents is by coming to HOA social events, and even better -- by helping with social events. Our HOA Board's Social Committee plans events with that very outcome in mind: neighbors getting to know neighbors whom they might otherwise never meet. That said; we are eager for new event ideas, and for new energy and enthusiasm, too. We especially need people who are friendly, enjoy working with others, have good ideas, like to cook (or help cook), enjoy decorating for events -- and honestly, anyone who wants to help out, in whatever way, to make our social events friendly and fun. In Rememberance Avon “Mac” McCauley Avon “Mac” N. McCauley, age 71, of Rehoboth Beach, DE, formerly of Alexandria, VA, and Meadowbrook, WV, passed away on Thursday, October 29, 2015, at his home (Camelot Meadows). Mac had an extraordinary career of military and civilian federal service and upon his retirement, he was commended for his contributions, superior support and commitment to the United States Army. He retired from the United States Army and Intelligence Security Command on June 29, 2000, with 33 years of service. He was an avid golfer and an excellent cook. Mac was also a faithful member of the VFW Post 7447 in Rehoboth Beach, DE, where he would gather with his friends and reminisce. He will be forever remembered for his kindness to others in their time of need and was a caregiver to many.

Political News Dover HOA Wins Arbitration for Members Last year, a Dover Manufactured Home Community Park Owner notified their residents that the rent would be increased by $90. The Park Owner stated that the rent increase was for enhancements made throughout the community. In accordance with State guidelines, the HOA filed for Arbitration stating that the enhancements made by the Park Owner were actually general maintenance items that the Park Owner had neglected over a number of years. The Arbitrator ruled in favor of the HOA. In the decision, the Arbitrator stated that based upon the fact that the Park Owner had not done regular maintenance; the owner had no right to increase the rent. The Arbitrator stated that since the HOA filed the appeal for arbitration and paid the required fee, that only the members of the HOA were to benefit from the ruling and pay no increase but the $2.50 for the DEMHRA relocation trust fee. The Arbitrator continued by stating that the residents who decided not to join the HOA or elected not to allow the HOA to represent them in arbitration were to be excluded from the arbitration and would be required to pay the rent increase. However, the Arbitrator did state that the same residents may individually or as a group file their own appeal for arbitration as long as State guidelines, rules and procedures were followed. In this case, timing was an issue and those residents did not make the filing deadline. While we realize that it doesn't seem fair to the nonmember residents, because the owner truly did not deserve this increase. The Camelot Meadows HOA wants to make sure that all residents are represented and informed of their rights. There are a number of rules and regulations that govern the appeal and arbitration process. To help put all of this into perspective, the CMHOA has formed a Political Committee that has read through the rules and regulations and presented to the HOA Board a number of recommendations that our HOA needed to put in

place that would help protect our residents. While the CMHOA is here to represent each resident; the bottom line is that we can not force you to join the HOA and allow us to represent you. Any one person or group of persons may file for Arbitration if they feel that their rent increase is not justified. The fee is $250 and that fee can represent one or more persons who have the same “date of notification”. The rules to follow and the forms to be used can be found on demhra.delaware.gov (select Rent Justification on left side) and a list of forms and sample letters can be chosen. One item made clear through the arbitration was that each resident must give the HOA permission to represent them in arbitration and legal matters involving Land Rent Justification and “The Right of First Offer”. We have revised our membership form which now contains an authorization statement granting permission for the CMHOA to represent you. All existing members who wish for the CMHOA to represent them in these matters will need to sign this statement. Some of our residents will be canvassing our community to bring this arbitration decision to the attention of all residents and to ask those of who are not members to join our HOA and allow the CMHOA to represent you. Current members will be asked to update their membership information and sign the authorization statement. Remember that your membership dues will assist us in any arbitration and legal fees should they be needed. A portion of each member's dues go to DMHOA, our state organization, which fights for Legislation to protect us as Manufactured Homeowners. We ask and encourage all residents to join the CMHOA and get involved in our community. We are all in this together and we are stronger in numbers. We cannot simply leave it to the “next guy”. We are still fighting many battles and can use everyone's help. Every resident is part of the solution.

Hometown America - Delaware Attorney General Three Hometown America parks have broken the law and asked for rent increases higher than the law allows. The owners were approaching some residents to break their lease in exchange for lower rent. Along with this, Hometown America claimed that residents were responsible for a number of general maintenance and other costs that violate Delaware law. The various HOA's Attorneys filed for arbitration. As a result, the Attorney General has sent a letter to Hometown America ordering them to Cease and Desist.
