Pursuant to the acceptanceof the recommendationsof 7thCPC, Railway Board vide proposal dated 0610212017sought the views of the Federations on the proposal changes in staffing pattern of Ticket Collector, Commercial Clerk and enquiry-cu-Reservation Clerk in view of abolition/upgradation and merger of categories. Responding to Board's proposal, NFIR furnished following comments:1. Ticket Collector Catesorv: o Federation did not agree in the existing mode of normal selection (panel of qualified personsin the order of seniority) to that of general selection against 33%% promotion quota vacancies from amongst the employees of Traffic & Commercial Department working in erstwhile GP 1800/-. In support of Federation's contention, NFIR invited attention of Railway Board to the provisioh contained in Para I27(l) (ii) of IREM Vol. I and also Railway Board's letter No. E(NG)I201llPMll26 dated 0510512015as a result of discussionson NFIR's PNM asenda item No. 3212012. o
Federation had categorically conveyed its disagreementfor merger of Ticket Checking Cadre with other categories of Commercial Department e.g. with Commercial Clerk, ECRC etc., stating clearly that the duties of Ticket Checking Staff are unique, frontline and having direct interface with the travelling public.
2. Enquirv-cum-Reservation Clerk (ECRC) and Commercial Clerk/Inspector categories: While fumishing its considered views, NFIR had very clearly stated that the eiisting staff working in the cadres of ECRC and Commercial Clerk/Inspector should be allowed to be continued in their respective streams with the existing designations and duties without resorting to interchange.This suggestion was given by NFIR taking into account the problems/difficulties faced by the*staff as well administration while considering merger of ECRC and Commercial Clerk leading to avoidable grievancesrelating to seniority, pay fixation etc., and resultant litigations. (ii) The merger of TC ECRC and CC may be only for future recruits. This witl also require a re-look at training requirements, which can be worked out by the Commercial Directorateoo. 4. Federation feels sad to point out that though the Railway Board vide letter No. E(NG)I20l6lPMI/I2(l,t) dated 2210212018have issued instructions for revision in the cadre structure and staffing pattern due to merger of the categories of Commercial Staff, but unfortunately the points brought out by NFIR from time to time, and record note of discussionshave not been incorporated, consequently resentment among the staff of Commercial Department has been started. The Federation places below the factors which have caused dissatisfaction among the staff of these categories. (a) Merger of Commercial Clerk & ECRC:- The Railway Board have totally ignored the agreement that the merger of ECRC and CC may take place only for future recruits in which casethe training requirement etc., are to be given re-look and to be worked by the Commercial Directorate.Para2.l of Board's instructions dated 2210212018per force compel the staff of these two categories get merged without caring to look into their educational qualification, seniority, dislocation from the present posts. This will lead to upsetting the functional diagram mentioned vide Item (i) to (iv) of Para2.4. (b) It is also not understood as to how usual Rule/Principle for determining inter-seniority of existing staff could be determined when the two categorieshave distinct educational qualification, different nature of duties (viz., Commercial Clerlg 1OtnPass& ECRC Graduate. (c) The decision taken by the Railway Board as circulated vide letter dated2210212018does not appear to have proper rationale and has left number of questionsunanswered. Considering the points mentioned above, NFIR requeststhe Railway Board to review its decision and issue instructions for allowing the existing designatedstaff (i.e. ECRC) to continue as such. Federation seeksfurther discussion on the subiect matter at Railwav Board level. Yours faithfully,
