Event ประชุมนักวิเคราะห์ Impact ปรับกรอบเวลาการลงทุน เราคาดว่าน่ าจะมีการเลื่ อน Timeline การขาย TOR และเลื่อนประมูลโครงการภาครัฐหลายๆ โครงการ อย่างเช่น โครงการรถไฟฟ้ า MRT สายสี ม่วง (1.30 แสนล้านบาท) น่าจะต้องเลื่ อนขาย TOR จากกาหนด เดิม 4Q60 ไปเป็ น 1Q61 แทน อย่างที่เราคาดไว้แล้วก่อนหน้านี้ ในขณะที่โครงการรถไฟฟ้ า MRT สายสี ส้มตะวันตก (1.20 แสนล้านบาท) น่ าจะจัดประมูลได้ใน 2H61 ส่ วนโครงการมอเตอร์ เวย์พระราม 3ดาวคะนองก็น่าจะเลื่อนขาย TOR จาก 4Q60 ไปเป็ น 1Q61 และส่วนต่อขยายรถไฟฟ้ า MRT สายสี น้ าเงิน และเขียวก็น่าจะเปิ ดประมูลได้ในปลายปี 2561 หรื อ ปี 2562 ขณะที่ดา้ นโครงการรถไฟความเร็ วสู ง ที่ คณะรัฐมนตรี ได้มอบหมายให้กรมทางหลวงไปดาเนิ น ทาการก่อสร้ างช่วง 3.5 กม. แรก (425 ล้านบาท) ตั้งแต่เดือนกรกฎาคม 2560 ก็ได้มีการเลื่อนมาเรื่ อยๆ จนถึงกลางเดือนธันวาคม 2560 กฎหมายจัดซื้อจัดจ้ างใหม่ ทาให้ เจ้ าหน้ าที่รัฐไม่ กล้าขยับ พรบ. จัดซื้ อจัดจ้างฉบับใหม่น่าจะเป็ นสาเหตุหลักที่ทาให้การลงทุนภาครัฐล่าช้ากว่ากาหนดในมุมมอง ของเรา เพราะพรบ. ฉบับนี้ มีการกาหนดว่าการประกาศและประมูลงานจัดซื้ อจัดจ้างต้องทาผ่านช่ องทาง อิเล็กทรอนิ กส์เท่านั้น และในการประมูลต้องใช้รายการราคากลางที่ประกาศโดยกรมบัญชี กลาง โดย ผูเ้ กี่ ยวข้องที่ฝ่าฝื นพรบ. ฉบับนี้ จะถูกลงโทษตามกฎหมายทั้งแพ่งและอาญา ซึ่ งกระบวนการที่เข้มงวด และบทลงโทษที่ รุนแรงเริ่ มมี ผลบังคับใช้มาตั้งแต่เดื อนสิ งหาคม 2560 และน่ าจะทาให้เจ้าหน้าที่ รัฐ ระมัดระวังในการอนุ มตั ิ หรื อดาเนิ นการโครงการลงทุน เราจึงคาดกรอบเวลาการลงทุนภาครัฐเลื่ อน ออกไปจากเดิม และอาจจะต้องใช้เวลาสักระยะหนึ่ งเพื่อให้เจ้าหน้าที่เข้าใจกระบวนการตามพรบ. ใหม่ ผลประกอบการที่แข็งแกร่ งทาให้ เราปรับเพิม่ ประมาณการกาไร แม้วา่ โครงการก่อสร้างภาครัฐหลักๆ จะเดิ นหน้าช้ากว่าที่เราคาดไว้ แต่ก็ไม่ผลต่อประมาณการของเราก็ ไม่มากนักเพราะถูกชดเชยด้วยยอดเซ็นสัญญาโครงการใหม่ในปี 2560 ที่พุ่งขึ้นเป็ น 4.84 หมื่นล้านบาท จาก 2.41 หมื่ นล้านบาทในปี 2559 ซึ่ งงานที่ เ ซ็ น ใหม่ น้ ี บ างส่ วนก็ สามารถรู้ เ ป็ นรายได้ใ นปี นี้ โดย เฉพาะงานจัดซื้อของโครงการรถไฟฟ้ า MRT สายสี น้ าเงินส่ วนต่อขยาย ซึ่งทาให้ ผลประกอบการใน 2Q3Q60 จึงออกมาดี กว่าประมาณการของเราอย่างมาก เราจึงปรับเพิ่มประมาณการกาไรสุ ทธิ ปี FY60-62 เพื่อสะท้อนถึงผลการดาเนิ นงานที่แข็งแกร่ งทั้งในส่ วนของโครงการที่เซ็นสัญญาใหม่ และกาไรที่คาดว่า จะเพิ่มขึ้น 30%, 16% และ 7% ตามลาดับ Valuation and action เรายัง คงแนะน าให้ ซ้ื อ โดยให้ ร าคาเป้ าหมายใหม่ ที่ 36.20 บาท ค านวณโดยวิ ธี sum-of-the-parts approach.
