THE COLUMBUS AERO RADIO CONTROL CLUB CONSTITUTION AND BY-LAWS ADOPTED: DECEMBER 1984 REVISED: January 2014 CONSTITUTION Article I. CLUB NAME The name of the club shall be, THE COLUMBUS AERO RADIO CONTROL CLUB Article 2. OBJECTIVE The objective of the club shall be to promote radio control model aircraft building and flying in the Central Ohio area, and to further the enjoyment of radio control model aircraft as a hobby. Article 3. MEMBERSHIP A. All persons showing a sincere interest in the hobby of radio control model aircraft shall be eligible for membership, provided that they meet the qualifications prescribed herein. B. The club shall be affiliated by charter with the Academy of Model Aeronautics. (A.M.A.) I. All members must maintain an open or family membership in the A.M.A. C. Junior membership shall he open to persons under the age of 18. I. Junior members shall not hold office, or have voting privileges. II. The minor must be accompanied by a parent or legal guardian while flying. D. Application for membership shall he accompanied by the initiation fees and dues, then in effect, as prescribed in the bylaws. E. A member may be expelled from the club for violation of this Constitution, club By-laws, or A.M.A. regulations; by a majority vote of two-thirds of the total membership. Voting shall be by signed petition. F. The Columbus Aero RC club has the right to set a membership cap in the event that excessive growth creates a safety issue, negatively impacts the activities of current club members, or detracts from members’ enjoyment of the hobby. The membership cap will immediately be set in place upon a motion presented by a voting club member and approved by a majority vote of the club membership. This will allow the club sufficient flexibility to rapidly place a membership cap in the event certain conditions should present itself without having to go through the formal process to revise the club constitution. G. The club may elect as an honorary member any person whose affiliation with the club would foster good community relations and/or promote radio control modeling in the Central Ohio area. I. Honorary members must maintain A.M.A. membership to utilize the flying site. Article 4. OFFICERS A. The club officers shall be: President; Vice-President, Secretary, and Treasurer. B. A club member can not to be nominated or elected to a club office until the individual has been an active member in good standing for 24 months. Article 5. TERMS OF OFFICERS A. The officers of the club shall serve for one year. The term shall be from October 1 to September 30. B. Nominations of officers shall be held at the August meeting. Elections shall be held at the September meeting, by closed ballot. C. Officers may serve any number of consecutive terms. Article 6. REMOVAL OF OFFICERS Officers may be removed from office, for just cause, by a two-thirds majority vote of the total membership. Voting shall be by signed petition. Removal from office shall not expel an Officer from the club. Article 7. AMENDMENTS Amendments to this constitution may be proposed and seconded at any business meeting. The proposed amendments shall be discussed and voted upon at the next regular business meeting. A two-thirds majority vote of the members present is required for passage.

THE COLUMBUS AERO RADIO CONTROL CLUB BY-LAWS Article 1. DUTIES OF OFFICERS A. President - The President (shall): 1. Shall preside at the meetings of the club and shall act as the spokesman for the club in all matters pertaining to club business. 2. Shall name appointees and committees as required on either a standing or special basis (Refer to Article 4.) 3. Shall order suspension of flying privileges, initiate expulsion actions for violation of club By-Laws, safety regulations, or A.M.A. policies; with the majority concurrence of the other club officers. B. Vice-President - The Vice-President (shall): 1. Shall act for, or in place of the President, Secretary, or Treasurer, in their absence at club functions. 2. Shall assist and advise the President, as he or she requests. C. Secretary 1. Shall permanently record the minutes of each business meeting. 2. Shall maintain up-to-date copy of By-Laws. 3. Shall assume the duties of the President in the event that both the President and Vice-President are, for any reason, unable to perform their duties. D. Treasurer 1. Shall be responsible for the club treasury; shall maintain accurate records of club funds; shall advise membership of monies received and/or disbursed by the club, and shall make club books available to any member, upon reasonable request. 2. Shall maintain up-to-date membership roster. 3. Shall assume the duties of the President in the event that both the President and Vice-President are, for any reason, unable to perform their duties. Article 2. VACANCIES OF OFFICE Upon resignation or removal of any club officer, notification of vacancy shall be published in the next newsletter. Nominations and election of replacement officer(s) shall take place at the next business meeting following notification. Article 3. BUSINESS MEETINGS A. Business meetings shall be held at a previously designated location and time as follows: April through September: The first Saturday of the month at 12 PM at the field. October through March: The second Friday of the month at 7:00 p.m. at an announced indoor area. B. A quorum of at least 17% of the total membership must be present for club business to be acted upon. C. The President has the option of canceling two meetings during his/her term of office. Prior notice of cancellation must be given in the newsletter. D. The President may call an emergency business meeting giving all members 48 hours prior notice. Article 4. COMMITTEES AND APPOINTEES A. Standing appointees and committees shall serve for the term of the appointing President, or until replaced by the President. B. The President shall appoint club members to the following positions: 1. Field maintenance Committee a. Field Maintenance Committee Chairman 2. Auditing Committee 3. Newsletter Editor 4. Safety Officer 5. Contest/Fun Fly Director C. Duties of Standing Appointments/Committees: 1. Field Maintenance Committee - Shall be responsible for mowing and general upkeep of the flying field. 2. Auditing Committee - Shall consist of two or more members, not club officers, who shall perform an audit of the club's books during the month of August, or upon demand, by a majority vote of members. 3. Newsletter Editor - Shall publish the monthly newsletter, containing the minutes of the previous meeting, President's comments, proposed amendments, and changes to By-Laws, general club news. a. The Newsletter Editor shall submit the draft of the newsletter to the President for approval, prior to publication.

b. The newsletter shall be mailed by the first of the month. c. The newsletter may not be published in the month following a cancelled meeting. 4. Safety Officer - Shall be responsible for monitoring safety practices and compliance with flying field regulations. (Refer to Articles 49 and 50 of By-Laws.) Safety officer, and club officers, shall perform spot checks of members' AMA cards.

CLUB ASSETS In the event that a proposal is adopted to move the flying site from the present site to a site more than five miles from the present site, and the majority is less than two-thirds of the total membership, the minority members have the option of forming a separate group. Club assets will be divided in proportion to the number of members in each group. If the majority is two-thirds or more, or the flying site is moved five miles or less, all club assets will remain intact. Article 6. SPECIAL FUNDS The Treasurer is authorized to receive contributions or specially obtained funds from any individual or institution. Article 7. TRESPASSERS AND VANDALISM. Any member finding unauthorized persons on club property shall attempt, by peaceful means, to obtain identification of trespassers. If not possible, obtain description of trespasser(s) and vehicle, including license number. This information shall be immediately reported to the President. Member shall assist in prosecution, if deemed necessary by President. Article 8. AMENDMENTS TO BY-LAWS A. Motions to amend By-Laws may be made, in person, by any member, at any business meeting. If seconded, the motion may be informally discussed for possible changes. The finalized proposal shall be published in the newsletter, and shall be formally debated and voted upon at the next business meeting. A majority vote is required for passage. B. Adopted amendments shall be published in the next newsletter. A master copy of the by-laws shall be maintained and kept up-to-date by the Secretary. Each member shall receive an updated copy of by-Laws annually, upon payment of dues. C. The President shall have the authority to cut off debate, after a reasonable period of discussion, and call for a vote on a proposed amendment. E. The President may propose amendments, if deemed urgent, by publishing the proposal in the newsletter. The proposed amendment shall be voted upon at the next business meeting. Article 9. DISBURSEMENT OF CLUB FUNDS A. The Treasurer shall be authorized to reimburse club member for expenses incurred, up to $200.00 , for field maintenance. 1. Field maintenance operation, i.e.; mowing, shall be pre-arranged through the field maintenance committee. B. The Treasurer shall be authorized to disburse club funds for usual operating expenses. i.e.; newsletter, lease, AMA dues, insurance, and emergency mower repair. etc. C. All Club funds to be disbursed, other than in Sections A and B of the Article shall be proposed and voted upon during any regular or emergency business meeting. A majority vote of members present is required for passage. D. Receipts for expenses must he submitted to the Treasurer at time of reimbursement. Article 10. APPLICATION FOR MEMBERSHIP A. Prior to exercising privileges of membership, new members must: 1. Submit signed application form to a club officer, paying appropriate dues. 2.Club officer accepting application shall supply the new member with a copy of the Constitution and By-Laws, and a receipt which shall serve as identification until membership card can be obtained. 3.New members may not utilize flying site until A.M.A. membership card is obtained, presented to club officer, and recorded on application. 4. Upon payment of dues, applicants for membership will be a probationary member for a period of 12 months. A probationary member will have full field access and flying privileges upon demonstration of flying proficiency. However, the member will not be eligible to vote on club business until the end of the probationary period. At the successful completion of the probationary period, the member will become a full member. B. Treasurer shall maintain a file of all applications. C. Member Identification cards shall be supplied to new members, subsequent to the July 1st dues payment.

Article 11. DUES AND FEES 3

A. Dues are paid for an annual period, according to dues schedule (Section C). Payment is due by July 1. B.Applicable Definitions: 1.Member - Any member between the age of 18 and 65. 2.Family Membership - Includes all immediate family members living in the same household, holding current A.M.A. membership. 3. Senior Member - Over either the age of 65, age 62 and retired, or permanently disabled. 4. Junior Member - Under the age of 18, The minor must be accompanied by a parent or legal guardian while flying. 5. Associate Membership - To qualify a candidate must meet the following requirements: an AMA member as well as a member of another club. The candidate must not live any closer than 100 miles and fly no more than 10 times per season, and does not have voting privileges. C.Dues Schedule 1. Individual Membership $ 80.00 2. Family Membership $ 90.00 3. Senior Member $ 70.00 4. Associate Member $ 20.00 5. Junior Member $ 15.00 D. First time members who join the club in mid-year, dues will be prorated at 1/12 of the full fee per month of year remaining. E. Special assessments shall be levied upon the club membership only upon a two-thirds majority vote of the total membership. F. As a courtesy to visiting AMA pilots, a landing fee of $5 will be levied to allow visiting pilots the opportunity to fly at our field while in the area. G. Club members will be reminded during the June meeting that the annual membership renewal fee will be due on July 1st. Membership renewals postmarked after July 1st will be assessed a $10.00 late fee. Article 12. IDENTIFICATION All members shall wear club membership card when at flying site. New members, not yet having a card, shall carry dues receipt. All members must have a current AMA card in their possession when flying model aircraft, and must present their AMA card to any club officer or safety officer upon request. Article 13. NON-MEMBER FLYING A. A temporary guest permit, valid for 10 days, may be issued by a club officer for an out of town guest of a member (50 mile mm. radius or greater) The guest must be an AMA member (AMA guest membership acceptable). Club member must be present whenever quest utilizes flying site. B. A one-day permit may be issued by a club officer for a Central Ohio area guest of a club member. The guest must be an AMA member and be accompanied by a club member. C. Non-AMA member guests may utilize flying site only with consent of club president. Guest must sign liability waiver form and may only fly utilizing 'slave' transmitter of 'buddy box' system. Club member must control 'master' transmitter. D. The club president may issue blanket permission for non-club member flying site use, during special club functions, for any AMA member. Guest must present valid AMA card. Article 14. 14- 48 Reserved for Future Use Article 49. PENALTIES AND PROCEDURES - VIOLATIONS OF CONSTITUTIONAL PROVISIONS, BY-LAWS, FLYING FIELD REGULATIONS. A. Procedures I. Safety violations shall be reported to safety officer by member(s) observing violation. 2. Safety Officer shall submit written report to the president. Safety Officer may, with the President's approval, issue verbal or written warning to the violator. 3. The President may, with majority approval of the club officers, order suspension of flying privileges or initiate expulsion action; for serious safety related violations, in accordance with this article. a. in case of expulsion action, affected member shall be notified, in writing, of impending action. Affected member may, at next business meeting, present his/her defense and/or make a Statement in his/her defense, prior to vote being taken. 4. Non-safety related violation shall be reported to, and handled by, the club president. 5. The Club President shall maintain a file of all reports from safety officer, and any violation of club rules. B. Penalties 1. Minor safety related violations, other By-Law violations.

a. First violation - verbal warning b. Second violation - written warning c. Third violation - ten-day suspension of flying privileges. d. Fourth violation - expulsion action, in accordance with the provisions of this Article and Constitution.

Major safety related violation - Defined as violation of Article 50, Sections 1, 2, 14, 15, 16, or any violation which, in the opinion of the majority of the club officers, constitutes a serious risk of physical harm to any person. a. First violation - written warning or ten day suspension of flying privileges, at discretion of majority of club officers. b. Second violation - ten day suspension or expulsion action, at discretion of majority of club officers. 3. Violation of Constitution, Article 3, Section B - Suspension of flying privileges until valid A.M.A. card is presented to a club officer, and ten days thereafter. 4. Failure to pay dues - Refer to Article 11. FLYING FIELD REGULATIONS ARTICLE 50- BY-LAWS

Article 50. FLYING SITE PROCEDURAL AND SAFETY These regulations are intended to promote the safe and orderly utilization of the flying field. They are considered part of the By-Laws although provided under separate cover. 1. Drugs/Alcohol: a. No alcoholic beverages shall be permitted at the flying field, or at any club function. b. No member shall operate a model aircraft within eight hours of consuming the aforementioned substances. c. Controlled or illegal substances are not permitted on club property. Anyone caught using controlled or illegal substances on club property will be banned permanently and club membership revoked without refund. 2. Frequency control - Member shall remove frequency pin from board, prior to turning on transmitter, and shall retain possession of pin while utilizing the frequency. Pin shall be returned to board when finished flying. Limit use of frequency to 20 minutes, if more than one member is on the same frequency. NO MEMBER MAY TURN ON TRANSMITTER UNLESS IN POSSESSION OF PIN FOR THAT FREQUENCY. 3. It is recommended that all transmitters have correct frequency flag attached to the antenna. 4. Transmitter antennas shall be collapsed when not in use. 5. Radios must be range checked before flying new or repaired aircraft and/or radio system. 6. All aircraft must contain owners: Name, Address, Telephone number, and A.M.A. number. 7. All engines larger than .051 Cu. in. displacement shall be muffled by an approved device before being started on club property. 8. No prolonged engine run-ups in pits while aircraft are in flight. 9. Pilots must remain on pilot's mats while flying. Edge on mats represents Flight Line. 10. Aircraft shall not be taxied into pit area and beyond the flight line. 11. All Models shall be flown below 400 feet A.G.L. 12. No more than four aircraft in the air at one time. 13. Members flying aircraft powered by gasoline engines must have a suitable fire extinguisher in pit area. 14. New members must be capable of safely performing the following flight maneuvers prior to flying at the club field without an experienced member standing by as an instructor: 1. Take-Off, 180-degree turn and straight flight back. 2. Level figure '8' maneuver 3. Landing approach pattern and landing A. All new members must demonstrate flying proficiency in presence of experienced club member, who shall notify any club officer. B. Club officer shall note on application form: date that new member demonstrated proficiency, name of witnessing member. 15. FLYING OVER PARKING AREA, PITS, FLIGHT LINE IS STRICTLY PROHIBITED. (Note restricted areas on Flying Site Diagram.)

16. Pilots shall announce, in sufficient volume for other pilots to hear. And receive a verbal acknowledgment from other pilots: Take-Offs, Landings, In-Flight Emergencies and whenever entering the flying field. A.When any member is on the flying field, other aircraft in flight shall be kept above 100 feet A.G.L. and shall not fly directly over the flying field. B. During in-flight emergency, the pilot declaring the emergency and his aircraft has the right-of-way. 17. Members shall be familiar with and abide by A.M.A. safety regulations.
