Philosophy statements from D’Evelyn’s Program Document:  The D’Evelyn program “is based on the belief that all students, not just an elite group, should be held to rigorous academic and behavioral standards, and that all students can achieve in a challenging program.”  “There are several operating principles critical to successful implementation of this philosophy.” The first of those principals reads: “Good discipline and order will be maintained to ensure an atmosphere conducive to effective teaching and learning.”

Section 1: GOALS OF THE DISCIPLINE PLAN 1. To provide a safe, orderly and positive learning environment while providing equitable and consistent treatment of all students. 2. To ensure students follow accepted rules of conduct and show respect for self and others at all times. 3. To implement standards for behavior which are designed to influence students for life, not simply to curb undesirable behavior while attending school. 4. To communicate expectations for student conduct to all members of the School community and the range of possible consequences for violation of these rules. 5. We believe that, whenever possible, “natural consequences” should be utilized. Some examples would be: if a student writes on the desk, she/he will come in later and clean all the desks; if a student runs down the hall she/he is to walk back, then walk to class; if a student throws trash in the halls, she/he will do clean up detail.

Section 2: STANDARDS FOR THE TREATMENT OF STUDENTS 1. 2. 3. 4.

Students will be treated with dignity and respect. Students will be treated with consistency and fairness. Individual student rights will be upheld through due process. Individual and family rights will be protected through adherence to FERPA (Family Education Right to Privacy Act). 5. Student infractions will be dealt with promptly so that disruptions will be minimized and expectations clearly upheld.

Section 3: REFERRAL PROCESS FOR STAFF MEMBERS AND STUDENTS 1. For routine classroom discipline problems, teachers at D’Evelyn are to pro-actively work with the student and parents to solve minor problems which occur in the classroom. Adequate documentation is required through use of the 3-step Student Discipline Record Form (SDRF). (See Appendix I.) 2. Our goal is to have consistent teacher implementation of steps. One way to do this is to all treat academic problems differently than behavior problems. Therefore, issues such as bringing proper materials to class, being in one’s seat ready to work when the bell rings, and other items (as addressed in the Academic Contract) should be dealt with by academic consequences such as loss of participation points, loss of points on papers, lowering of grade for that day, marking this comment on the progress reports, etc. These do NOT go on the step form. D’Evelyn Jr./Sr. High School believes if you are not prepared, your academic grade may be affected.

Following are the steps to use in implementing the SDRF: Step #1: First Incident a. Student describes, in writing, the problem. b. Student describes, in writing, resolution to the problem. c. Teacher accepts if he/she concurs with student’s assessment. d. Teacher keeps SDRF. Step #2. Second Incident a. Student describes, in writing, the problem. b. Student describes, in writing, resolution to the problem. c. Student makes a specific pledge of behavior adjustment d. Parents are required to respond to and sign SDRF. Students are required to return SDRF to teacher the following day to be admitted to class. Teacher keeps SDRF. Step #3: Third Incident a. Student describes, in writing, the problem. b. Student describes, in writing, resolution to the problem. c. Student makes a specific pledge of behavior adjustment. d. Teacher may assign appropriate consequences (i.e. after school duties in classroom, etc.) e. Parent responds and signs SDRF form. Signed forms must be turned into the teacher the following school day for the student to be admitted to class. f. Copies of SDRF are to be submitted to the Assistant Principal. Further problems result in office referral and disciplinary action. g. Parent notified by phone or detention form. 3. Immediate referrals to the office will be made for behavior cited under Jefferson County Board of Education Policy JGD/JGE: Student Suspension/Expulsion. D’Evelyn uses the District Office Referral Form. (Appendix II)

Section 4: STUDENT CONDUCT EXPECTATIONS 1. Honesty, compassion, self-control, responsibility, and courtesy are character traits which will be valued and expected at D’Evelyn. The student should demonstrate respect for authority, others, and self. Maintaining these traits creates the atmosphere necessary to support academic excellence. If conflicts arise, the student should respectfully confront the person with whom he/she is having a conflict with the goal of finding a solution. 2. All students receive information regarding the District Conduct Code at the beginning of each school year. The District Conduct Code can be accessed from the D’Evelyn Jr. Sr. High School homepage or by clicking this link. D’Evelyn strictly enforces the District Conduct Code. This booklet lists District conduct expectations as well as student rights. It is the responsibility of the student to be familiar with this information. A list of suspension/expulsion offenses is found in Section 1 of this document. Also included is the range of possible sanctions. 3. In addition to the District guidelines, D’Evelyn Jr./Sr. High School includes the following as unacceptable behaviors for which sanctions may be imposed. - Leaving campus during the school day without permission - Inappropriate public display of affection (PDA) - Inappropriate or immodest dress-dress code violation - Tardiness and truancy D’Evelyn Comprehensive Discipline Plan

- Inappropriate physical interactions inside the building - Un-sportsman-like conduct at athletic events by team members and/or spectators - Profanity

Section 5: CONSEQUENCES FOR VIOLATIONS OF EXPECTATIONS Administrative responses apply to any student who is on school property, who is in attendance at school or any school sponsored activity or whose conduct at any time or any place interferes with or obstructs the missions or operations of the school district or the safety or welfare of students or employees. In working with adolescents with different abilities, attitudes and experiences, and depending on the circumstances of behavior and history of students, responses to infractions may vary at the administrator’s discretion. Consequences will be incremental, with the severity of consequences determined by the number and severity of previous infractions, focusing on consistency for all students. Student behaviors with minimum and maximum sanctions: In every situation, a conference will be held to get the information about the incident, and to examine if there are any special circumstances (due process). From the conference, the administrators will determine the sanctions and notify the student and parent(s) of the sanctions. Students and administration will work together to make a positive resolution to prevent future problems. Underage driving to school; Unauthorized parking Min: Warning and/or Ticket Max: Loss of future parking privileges State Law Mandates the Following: Suspension followed by expulsion is mandatory for the following offenses when the behavior occurs in a school building, in or on school property, in school vehicles, at district-sponsored activities or events regardless of their location, or off school property when such conduct has a nexus to school or any district curricular or non-curricular activity or event. Drugs: Penalties for Possession, Use and/or Being Under the Influence of Alcohol or Illegal Over-The-Counter Drugs and for Possession of Drug Paraphernalia First Offense 1. The student will be suspended from school for five days upon the first offense within any three-year period. 2. A parent conference will be held. 3. The school official will attempt to develop with the parents and the student a procedure that will outline the responsibilities of the parent, the student, and the school in an effort to keep any further offenses from occurring. 4. Parent and student may be provided information concerning available and appropriate drug or alcohol counseling, treatment, and rehabilitation programs. 5. The principal may request or recommend additional suspension and/or expulsion depending upon the severity of the case. Second Offense 1. The student will be suspended from school for five days upon the second offense within any three-year period. 2. Upon re-admittance to school, a progress report on attendance, grades, and behavior can be requested by the parents at the end of three school days, three weeks, and three months. 3. The principal may request or recommend additional suspension and/or expulsion depending upon the severity of the case. Third Offense 1. The student will be expelled upon the third offense and all subsequent offenses within any three-year period. 2. Alternative to Expulsion – The expulsion may be waived and a suspension of no less than five days will be imposed if the student agrees to complete an approved alcohol and drug education/treatment/counseling program mutually agreed to by the parent and school. The responsibility for initiating and completing the program will rest with the student and parent. Any associated costs will be borne by the student/parent. Failure to provide documentation of completion of the program within the prescribed time limits will result in the imposition of the entire requested period of expulsion beginning from the time of the notice of failure to complete the program. 3. The principal may recommend, based on the severity of the case, that the alternative to expulsion is not warranted and will not be considered. 4. Students who complete an approved education/treatment/counseling program will be expelled for subsequent offenses.

Penalties for Purchasing or Selling All Drugs Except for Those Sold Over-The-Counter 1. The student will be expelled for the first and every subsequent offense. Penalties for Possession, Use and/or Being Under the Influence of Illegal Drugs not Sold Over-TheCounter; and for Purchasing or Selling Over-The-Counter Drugs or Alcohol First Offense 1. The student will be suspended from school for five days upon the first offense within any three-year period. 2. A parent conference will be held. 3. The school official will attempt to develop with the parents and the student a procedure that will outline the responsibilities of the parent, the student, and the school in an effort to keep any further offenses from occurring. 4. Parent and student may be provided information concerning available and appropriate drug or alcohol counseling, treatment, and rehabilitation programs. 5. The principal may request or recommend additional suspension and/or expulsion depending upon the severity of the case.

Second Offense 1. The student will be expelled upon the second offense and all subsequent offenses within any three-year period. 2. Assault or Robbery Suspension with recommendation for expulsion; Contact law enforcement Habitually disruptive Student: Suspension with recommendation for expulsion after following procedures as presented in Colorado state law --------------------------------------------------------------------------Make up-work/credit during absence: Students are expected to make up all work that is missed during the time they are absent. Excused Absences: Absent students have two calendar days for every day absent to make up all work missed for full credit. Students are encouraged to use a pre-arranged absence form whenever possible. Unexcused Absences: No more than half credit will be granted on all completed work that is submitted within 24 hours upon return. Additionally, no more than half credit will be given for any assessments a student misses during the course of their absences. (Example: an assignment which normally would receive a score of 80% would have its score cut in half to 40%). Teachers must put their classroom policy into their syllabus. Suspensions (out-of-school and in-house): Students with their first suspension are limited to 24 hours to turn in their make-up work from the time that they return to receive full credit. Students with their second and subsequent suspension follow the unexcused absence policy above. Detention policies and procedures: (See Appendix III) Section 6: ALTERNATIVES TO SUSPENSION 1.

District policy allows for alternatives to suspension under certain circumstances.

2.

Alternatives to suspension may be used except in cases where District policy or state law mandates suspension or expulsion.

3.

Consequences resulting from infractions need to be tempered by the circumstances involved, the number of prior offenses committed, the ability to obtain accurate information, and any other mitigating or aggravating circumstances.

4.

Alternatives utilized at D’Evelyn include: a. Detention b. In-school detention c. In-school suspension d. Suspension of privileges e. Work detail/community service f. Parents attending school with their children g. Other appropriate alternatives

Section 7: APPEALS See Appendix IV, “Parent Complaints and Grievances” and “Student Concerns, Complaints and Grievances,” for the District’s appeal process.

Section 8: INTERVENTIONS 1. Interventions are designed and implemented to deter behavior problems from arising and to intervene when individuals experience behavior problems at school. 2. Students at risk will be identified at D’Evelyn Jr./Sr. High School. D’Evelyn Comprehensive Discipline Plan

3. Interventions may include but are not limited to: -conference with: teacher, counselor, administrator, support staff -conflict mediation -contracts -remedial discipline plan

-tutoring programs -variety of teaching strategies -parental support -activities and athletics

Section 9: PARENTAL INVOLVEMENT 1. Parents will always be notified in case of any disciplinary action by administration. 2. A parent is required to accompany his/her student to a re-entry conference with a school administrator following a suspension. 3. Teachers will notify parents of behavior problems their child is exhibiting in the classroom.

Section 10: ADMINISTRATIVE RESPONSIBILITIES The principal and the assistant principals have the ultimate authority to carry out the disciplinary policies and regulations at D’Evelyn Jr./Sr. High School.

Section 11: CONTACT WITH LAW ENFORCEMENT AUTHORITIES In order to eliminate confusion, enhance consistency in crime reporting, ensure standardization of law enforcement responses, and provide for a quality educational environment in Jefferson County School District, the following crimes/incidents require immediate notification to the Jefferson County Sheriff’s Department: a. b. c. d. e. f. g. h. i. j. k.

Firearms or weapons in the possession of an identifiable suspect. Any criminal offense involving a weapon Assaults Sexual Assault Child abuse Known or suspected gang members on campus Bomb threats Drug violation, includes paraphernalia Trespassers suspected of involvement in criminal activity Crimes involving major property damage, loss, or arson Other situations as considered appropriate by school administration

Section 13: COMMUNICATION OF THE PLAN The communication of the plan will include, but is not limited to: a. Distribution to all staff members b. Distribution to Accountability Committee c. Distribution to Steering Committee d. Teacher presentation to students of the District Conduct Code booklet and information from student handbooks e. Students and parents signing a behavioral contract upon registering each school year f. Copies of the Comprehensive Discipline Plan available on the school’s web site g. Handbooks will be distributed at registration time

APPENDIX II Detention Regulations Detention will be assigned by the principal or assistant principal in charge of discipline. Please make your referral to the responsible administrator. I. Detention Procedures A. Detention begins promptly at 2:40 pm and ends at 3:40 pm on Tuesdays and Thursdays. B. Roll will be taken at 2:40 pm. Any student that is late for detention will receive an additional detention that will be assigned by an administrator. C. No student should be absent from detention. Only absence from school or prior notification by an administrator will constitute valid reasons to postpone the detention. D. Students who skip detention must be referred to the administrator for further disciplinary action. E. Students should have transportation arranged for prompt pick-up following detention. Students and parents should receive notification of the detention at least 24 hours in advance. II. Detention Rules Read these rules at the beginning of each detention period. A. Students arriving late are subject to further discipline, depending on how late they are. Students that are late are still required to complete that assigned detention as well as any other consequences deemed appropriate by the administrator. B. Students must sit up in their seats. No lounging on seats around them. C. Students need to be quiet throughout detention. D. Students will not be able to be excused to use the bathroom or go to their locker. E. Students will complete the Detention Questions form. F. After the completion of the Detention Questions form students will work on their homework. G. Students are not allowed to read magazines, sleep, talk, play video games, listen to music, or use cell phones. H. Students are not allowed food or drinks of any kind. I. If a student is asked to leave detention due to his/her behavior that student will automatically receive a suspension.
