Federation has received complaints from affiliates that Guards working the suburban (EMU)/mail/express trains are being taken up for the alleged untoward incidents during the working of trains by motorman/Loco Pilots (mail/express) and punished heavily by the authorities. The action on the part of Zonal Railways to impose punishment on Guards is unjustified in view of the fact that there is no mechanismin the Zonal Railways to provide counselingto the Train Guards. In this connection,Federationinvites kind attentionof the Railway Board (MS & MT) to 'a referencesentby the GeneralManager,WesternRailway to the Board (AlWTraffic) vide letter No. TI/R/87 l0l d'ated06112/2016(copy enolosed)seekingguidelinesfor provision of the post of Guard Counsellorson the patternof Loco lnspectors. NFIR, therefore, requeststhe Board (MS & MT) to consider the above vital point and issue instructions to the GMs of Zonal Railways for creation of suitable number of posts of "Guard Counsellor" on the Zonesto ensurecounselingof Guard category.
