NFIR brings to your kind notice that on ZonalRailways the Loco Pilots etc., who have been empanelledand promoted againstvacanciesare treatedat ad-hocpromotees.Consequently their status continued to remain in lower grade which would immensely harm their career particularly when pay fixation in 7ft CPC Pay Matrix is done with effect from 01/0112016.In view of this negative situation on Zonal railways there is unrest among staff and an atrnosphere of agitation is developing. The problem has arisen on account of Court casesin several Zonal Railways. The Federation however contends that treating the staff as ad-hoc promoteelis improper. The Federationhas discussedthe PNM item in a separatemeeting held on 23/Il/20I5 with the Railway Board (in ED/IR's chamber)and explainedthe urgencyto treat the promotions as regular in order to ensurejustice to staffand avoid unrestand agitation.

The Federation therefore requestsyour kind intervention in the matter for ensuring that the promotions already ordered (with rider 'ad-hoc') are treated as regular with retrospective effect. Yours faithfully,
