While the issue is under correspondencebetweenthe Railway Board and DoP&T in the context of Reservationin promotionsto SC/ST's (SupremeCourt Judgmentdated09/1012006in M. Naggraj V/s Union of India), the empanelledstaff who have been grantedpromotion on adhoc basis (particularly Loco Pilots) are extremely disappointedas their careerwould suffer when their substantivepay is taken into considerationfor pay fixation in 7ft CPC Pay Matrix. In a separatemeeting held in ED/IR's chamberon NFIR's PNM Item No. 3312015,the Federation has insisted the ad-hoc promotion should be converted as regular promotion with retrospectiveeffect. It may kindly be appreciatedthat there is staff unrest and atmosphereof agitation on many Zonal Railways against treating them as ad-hoc promoteeswhen they were empanelled and posted againsthigher gradevacancies. It is therefore requestedto kindly intervene and see that those ad-hoc promotions are convertedas regular promotionswith retrospectiveeffect. Yours faithfully,
