In view of the passage of the Local Government Code and the Department of Finance (DOF) participation in the oversight Committee, ten (10) Technical Working Groups (TWGS) are hereby created in the Bureau of Local Government Finance (BLGF) composed of BLGF Central and Field Officials for the following areas of concern: TWG No. 1

The above Technical Working Groups shall: (1) prepare interpretations of the provisions of the Local Government Code;

determine the implementing rules and regulations which will (2) include the standards and performance indicators, organizational requirements and administrative processes involved; (3) calibrate the financial effects of the LGC provisions to the local government units (LGUs); (4) prepare action plans for LGC implementation beginning January 1, 1992; and (5) propose such other inputs which may be relevant to the Department of Finance Task Force and/or the Oversight Committee.

The Technical Working Groups shall work under the supervision of the BLGF Executive Director, Ms. Lorinda M. Carlos, who shall closely coordinate efforts with the DOF Local Government Code Task Force composed of Undersecretaries Diosdado M. Macapagal, Jr. and Tomas V. Apacible and Ms. Milwida Guevara of the Policy Development and Management Services Group and heads of the Bureau of Internal Revenue, the Bureau of the Treasury, the National Tax Research Center and the Bureau of Local Government Finance. The Technical Working Groups shall submit their recommendations to the DOF Task Force, thru the Executive Director of the Bureau of Local Government Finance, on or before October 31, 1991.
