This Department is in receipt of the letter dated October 24, 1991 of the Commission on Audit, informing that releases of National Aid for Maintenance of Roads and Bridges to the Municipality of Laoang, Northern Samar were not included in the computation of the Cettified Statement of Average Annual Income during the last four consecutive calendar, years (1987-1990), in view of erroneous presentation of the said account in the trial balances of the municipality for calendar years 1987-1990. Further' verification of the corrected certification issued by the Commission on Audit under its abovementioned letter shows that the average annual income of the Municipality of Laoang for the aforecited calendar years was actually P3,025,095,11. In view hereof, the Municipality of Laoang in the Province of Northern Samar is hereby reclassified anew from fifth class to fourth class. Accordingly, the enumeration of municipalities under Department Order No. 102-91 mentioned above, is hereby amended to reads
