Pursuant to Section 5 of Presidential Decree No. 465, the following municipalities in the province of Pangasinan are hereby reclassified, effective July 1, 1982, on the basis of their average annual income actually realised during the last four (4) consecutive calendar years (1978-1981), as certified by the Commission on Audit under letter dated November 11, 1982, as follows:
