DEPARTMENT ORDER NO. 2 - 0 3 January 16, 2003 DIRECTING UNDERSECRETARIES OF FINANCE TO EXERCISE ADMINISTRATIVE SUPERVISION OVER ATTACHED BUREAUS, OFFICES AND AGENCIES UNDER THE JURISDICTION OF THE SECRETARY OF FINANCE AND FOR OTHER PURPOSES.

WHEREAS, Section 7 (7) of Executive Order No. 292, otherwise known as the Administrative Code of 1987, vests the Secretary of Finance with jurisdiction over all bureaus, offices, agencies and corporations under the Department as provided by law and in accordance with the applicable relationships as specified in Chapters 7, 8 and 9 thereof; WHEREAS, the Secretary of Finance has the power of supervision and control over all bureaus, offices and agencies under him as provided under Section 39, Chapter 8, Book IV of the Administrative Code of 1987 and this power includes the power of administrative supervision defined under Section 38 (2) of the Code; WHEREAS, Section 7 (8), Chapter 2, Book IV of the Administrative Code of 1987 authorizes the Secretary of Finance to delegate authority to officers and employees under his direction to the extent necessary for the efficient and effective implementation of programs in accordance with established policies and standards; NOW THEREFORE, pursuant to Section 7 (7) and Section 7(8), Chapter 2, Book IV, in relation to Chapter 7, 8 and 9 of Executive Order No. 292, otherwise known as the Administrative Code of 1987, and in the exigencies of public service, it is hereby ordered: Section 1. Designation and Delegation of Authority. The following Undersecretaries of Finance are hereby directed and authorized to exercise effective administrative supervision over the following attached bureaus, offices and agencies under the jurisdiction of the Secretary of Finance: •

Undersecretary Cornelio C. Gison National Tax Research Center Bureau of Internal Revenue Bureau of Customs

Undersecretary Inocencio P. Ferrer, Jr. Central Board of Assessment Appeals Bureau of Local Government Finance

•

Undersecretary Eric O. Recto Privatization and Management Office

•

Undersecretary Juanita D. Amatong Municipal Development Fund Office

Section 2. In the exercise of the power of administrative supervision, the designated Undersecretaries of Finance are hereby authorized to exercise the following powers: a)

to oversee the operations of attached bureaus, offices and agencies under their administrative supervision;

b)

to ensure that attached bureaus, offices and agencies are managed effectively, efficiently and economically;

c)

to require the submission of reports on the programs of attached bureaus, offices and agencies; to cause the conduct of management audit, performance evaluation and inspection to determine compliance with policies, standards and guidelines of the department;

e)

to take such action as may be necessary for the proper performance of official functions, which may include, but not limited to, the rectification of violations, abuses and other form of maladministration;

f)

to review and evaluate the budget proposals of attached bureaus, offices and agencies;

g)

to take such action as may be necessary to effectively discharge his assigned responsibility.

Section 3. Regular Reports. The officials designated herein are mandated to submit periodic status reports to the Secretary of Finance on the implementation of key programs of the attached

bureaus, offices and agencies, or as may be required by the exigencies of the service. Section 4. Travel By Heads of Attached Bureaus, Offices and In the interest of the service, all travels by heads of Agencies. bureaus, offices and agencies under the jurisdiction of the Secretary of Finance, whether personal or official, or whether local or for abroad, must be with the clearance of the respective supervising Undersecretary of Finance to be obtained prior to the commencement of the actual travel. Undersecretary Nieves L. Osorio is hereby authorized to supervising with the respective in consultation evaluate, Undersecretary of Finance, all requests for travel authority by heads of bureaus, offices and agencies under the jurisdiction of the Secretary of Finance, and to endorse the said requests to the Office of the President or to the Secretary of Finance as may be required by pertinent issuances, or to sign the appropriate Department Personnel Order for travel requests not requiring approval of the Office of the President.

Section 5. Other Attached Bureaus, Offices and Agencies. All other attached bureaus, offices and agencies not otherwise specified herein shall continue to be under the direct supervision and control of the Secretary of Finance. Section 6. immediately.
