Republic of the Philippines DEPARTMENT OF FINANCE Manila Department Order No. 62-98 06 October 1998 SUBJECT : ESTABLISHING THE CENTRAL AND LOCAL COMMUNITY-BASED RESOURCES MANAGEMENT OFFICE AND THE TECHNICAL REVIEW COMMITTEE Pursuant to Article V Section 5.01 and various provisions of the approved Loan Agreement between the Republic of the Philippines and the International Bank for Reconstruction and Development under Loan Number 4299-PH, the Government through the Department of Finance is mandated to establish the Community-Based Resources Management Office (CBRMO) and the Technical Review Committee (TRC) to efficiently and effectively implement the Community-Based Resources Management Project (CBRMP). In compliance with the aforementioned provision of the Loan Agreement, the Central-CBRMO (CCBRMO) and the TRC are hereby established to facilitate project implementation. The CCBRMO will manage the CBRMP with satellite offices in the regions and will be working with the MDF Office as its technical arm to operationalize the financing window. A Project Manager who shall report directly to the designated Program Director shall head the CCBRMO with full personnel complement. The TRC shall serve as a forum for sub-project approval, inter-agency coordination and as a clearinghouse of related CBRM policies prior to final submission to the MDF Board. The TRC shall be chaired by the Program Director and shall be composed of representatives from the participating agencies for the CBRMP such as the National Economic and Development Authority(NEDA), Bureau of Local Government-Finance (BLGF), Department of Interior and Local Government (DILG), Department of Budget and Management (DBM), Local Government Academy (LGA), Department of Environment and Natural Resources (DENR) and Department of Agriculture (DA). The Local CBRMO is also hereby established in Regions V, VII, VIII and XIII and shall be under the direct supervision of the concerned regional offices of the BLGF of the Department of Finance. To operationalize the Central CCBRMO, personnel complement will be hired based on the approved staffing requirement, while that of the local CBRM personnel will be composed of hired and seconded staff from participating agencies. Concerned bureaus, central and regional offices and other operating units of the Department are hereby enjoined to extend maximum support to ensure the immediate and smooth implementation of this Department Order. This Department Order shall take effect immediately.
