Background The Myanmar Operations Centre (MMOC) under the UNOPS Asia and Pacific Regional Office has been established to develop, support and oversee UNOPS’ portfolio of projects in Myanmar and to ensure that synergies between projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants is commencing in January 2011. In order to strengthen compliance functions, the Compliance Associate will be responsible for verification of the validity of expenditures and verification of the adequacy and effectiveness of internal controls to ensure the economic, efficient and effective use of resources, the safeguarding of assets, the reliability of financial and other information, compliance with legislation and established policies, the effectiveness of risk management, and the adequacy of organizational structures, systems and processes.
Duties and Responsibilities Under the overall supervision of the Director and Representative and direct supervision of Compliance officer, the Compliance Associate shall be responsible for performing the following duties:
Conduct independent and objective verification and compliance audits of the Myanmar Operations Centre, the GFATM-PR Office and other projects implemented through the MMOC. Conduct independent and objective verification and audits of the implementation by GFATM SubRecipients, including Government offices, International NGOs and National NGOs. Provide support to audits conducted by UNOPS’ Internal Audit and Investigation Group. Conduct investigations in close cooperation with UNOPS’ Internal Audit and Investigation Group. Provide advisory services on audit related matters. Monitor and report on the status of implementation of recommendations resulting from verification missions and audits conducted and appraise the adequacy of follow up action taken.
Contribute to the ongoing development of professional practices within the Myanmar Operations Centre, the GFATM-PR Office and other projects implemented through the MMOC. Identify training needs, develop training programs and materials, and conduct workshops with respect to verification and auditing approaches and techniques. Establish and maintain a positive relationship with internal and external auditees. Carry out other verification, audit and investigation tasks as may be requested by the Compliance Officer.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS

University Degree in Accounting, Audit, Business Administration, Economics, Commerce or professional accounting, auditing or related designation (CIA, CFE, CPA, ACCA, CA, etc.) or advanced degree in related field. At least 5 years of progressively responsible experience at the national or international level in similar relevant position and/or direct experience including experience. Directly relevant experience with a Global Fund LFA is desirable. Familiarity of internal auditing practices, tools and techniques and assessment of management systems and practices, financial and internal controls and utilization of resources within United
Nations system or international development entity is desirable. Familiarity with Global Fund requirements and experience with Global Fund verification is particularly desirable. Strong knowledge of general accounting principls. Fluency in written and oral English and language of the duty station required.
