General Budget 2016-17- Consideralion of NFIR's proposals.
The National Federation of Indian Railwaymen (NFIR) places the following proposals for kind considerationfor making announcements throughthe ensuingGenerafBud get2016-11:1. T'lteretrograderecommendations of 7'hCentralPay Commissionmainly minimum salary,multiplying factor, rate of annual increment may be modified as explained by JCM/Staff Side in its proposalfor fixing minimum wage at Rs. 26000/-p.m., besidesapplicationof 3.75 multiplying factor for pay fixation and grant of 5o/oof pay as annual incrementto Central Government employees. 2. All dllowances and Advances should be allowed and enhancedand HR{ @ 30oA,20yoand l0% of revisedpay for X, Y & Z citiesltowns respectively be granted. .
3. The decisionfor bringing FDI in Railways may be withdrawn. 4. Railway employeesshould be exemptedfrom New Pension System(NPS) and in this connection,the Railway Minister's proposalsdated 29'h March 2014 and reminder dated 19tr'November 2015 to the FinanceMinister may also be taken into account. 5. In the light of Government'sdecisionfor revisionof salarycalculationlimit to Rs. 7000/-p.m.*.i,.f. 0110412015 for payment of Bonus, the Railway employeesare eligible for arrearsof PL Bonus for the year 2014-15.Approval be accordedas was done in October,2008 when the ceiling was revisedto Rs. 3500/-p.m. and affearsof P.L. Bonus paid. 6. The Income Tax exemptionlimit may be revisedto not lessthan 5 lakhs per annum. For seniorcitizens, Income Tax exemptionbe raisedto not lessthan Rs. 7.5 lakhs and those senior citizenswho are above 75 yearsof age,the I.T. exemptionlimit be upwardly revisedto not lessthan Rs. 10 lakhs. 7. TransportAllowance be exemptedfrom Income Tax. 8. Fixed Medical Allowance for retired Governmentemployeesmay be raisedto Rs. 2000/- p.m. Yours faithfu[fq,
