RESOLUTION ON THE ADOPTION OF THE'REFERENCE MATERIAL ON HIV, AIDS AND STI FOR HIGH SCHOOL STUDENTS IN OUEZON CITY''
WHEREAS, Article I. Section 2 of the Republic Act 8504 or the Philippine AIDS Prevention and Control Act o{ 1998, states that The Department of Education, Culture and Sports (DECS). the Com'nission on Higher Educatron (CHED), and the Technical Education and Skills Development Authority (TESDA), utilizing offlcial information provided by the Department of Health. shall integrate instruction on the causes, modes of transmission and ways of preventing HIV/AIDS and other sexually transmitted diseases in subjects taughl in public and private schools at intermediate grades, secondary and tertiary levels, including non-formal and rndigenous learning systems: Piovided, That the integiation of FIIVI AIDS education is not appropriate or feasible, 'f TESDA shall design special modules on HIV/AIDS prevention and the DECS and the control: Provided, further, That it shall not be used as an excuse to propagate birth control or the sale or distribution of birth control devices: Provjded, finally, Th;t it does not utilize sexually explicit malerials. WHEREAS, Section B of th€ amended City Ordinance 1053 states that STl, HIV AND AIDS EDUCATION including toprcs on confidentiality and reduction or elimination of stigma and discrimination shali be provided in the workplace, academic and training institutions and communities in Quezon City. WHEREAS, Based on the 2010 Census. there are 277,131 males and females between 15 to 19 years old in Quezon City , comprising 10% of the city's total population.
' WHEREAS, in 2015 lntegrated HIV Behavioral and serologic survey (IHBSS) done in Quezon city showed that there is plateauing HIV prer,,ard6ce among lVlales who have Sex with Males (MSIV) 20 years old and above y/ho practice anal #x. However. ilv prevalence is increasing arnong young MSM bglween j s to 1g years old *no pi".ii." anal sex.
