Jarnefelt requested that the spelling of “platte” on page 5 be corrected to “plat.” MOTION by Harden, SUPPORT by Barnes, “to approve the minutes from the December 4, 2014 Technical Committee meeting with the correction noted.” Motion approved. POLICY COMMITTEE REPORT Stepek reported on the December 14, 2014 Policy Committee meeting. The Policy Committee took action to elect 2015 Policy Committee officers. Elected officers for 2015 remain the same as 2014 with David Anderson, City of Kalamazoo, elected as Chair, Don Ulsh, Schoolcraft Township, elected as Vice-chair, and Jeff Sorensen, Cooper Township, elected as Treasurer. The Policy Committee took action to approve the recommended Congestion Mitigation Air Quality Projects.

Two Amendments for Old Cork Street at Park Circle Drive. Stepek noted the project Right of Way (ROW) Phase has been programmed for $1.00 to accommodate the addition of the phase for alignment at Cork Street. Hohm reported the local business owners had requested the change in alignment, and it will be a separate project. Meeting with the business owners are planned. Four amendments to add Public Transit Capital projects which have been awarded. FTA approval timing One Amendment to add the D Avenue Bridge over Gull Lake Outlet project Three Cost Adjustments for Michigan Department of Transportation projects. The first is the M40 project at M-40 south of the I-94 westbound interchange. The second is the I-94 Project under Sprinkle Road in Kalamazoo. The third is for freeway sign upgrades at various locations in Kalamazoo County. One amendment to change the Federal Funding Source for the Kalamazoo County Road Commission Project Two amendments regarding the Paw Paw W. Michigan Avenue at Gremps Congestion Mitigation Air Quality Project to align the project with other construction.
MOTION by Barnes, SUPPORT by Harden, “to recommend Policy Committee approval of the proposed amendments to the FY 2014-2017 Transportation Improvement Program.” Motion approved. VOTING MEMBERSHIP A record of Technical Committee member attendance for 2014 was included in the meeting materials. Start reported current Bylaws stipulate that members missing more than 3 meetings in 2014 would lose voting membership until the member had attended 3 consecutive meetings. Members were asked to review the attendance record for accuracy and report corrections to KATS Staff. Lewis inquired if a member attended in November, December and January if that fulfilled the three meetings required. It was noted the Bylaws were for the calendar year and therefore the three consecutive meetings were to be attended in 2015. Fowler noted the designated alternate for the Michigan Department of Transportation Planning (Lansing) was Lanum. UNIFIED PLANNING WORK PROGRAM Start reported staff was working on amending the 2015 UPWP. Members were asked to report any activities eligible for third party in-kind contributions be reported to staff in preparation. PUBLIC TRANPORTATION UPDATES McBride reported the Central County Transportation Authority (CCTA) continues developing a millage for the urban areas of the new district including the City of Kalamazoo, the City of Portage, the City of Parchment, Comstock Township, Kalamazoo Township and portions of Oshtemo Township. McBride
Draft Minutes from the January 8, 2015 Technical Committee Meeting Page 6 noted that the millage may be moved to the August ballot due to changes in Sales, Use, and Withholding Tax. STATUS REPORTS City of Portage Engineering: The South Westnedge from I-94 South to Mall Drive project is scheduled for March letting. The city received a notice that there is an issue with appropriation and obligation of funds. Barnes noted he was to receive an update by Friday on funding. The Osterhout Avenue from Shaver to S. Westnedge project will include a sewer extension and the special assessment for the sewer has been approved. May advertising for the project is anticipated. Tupica noted funding was based upon when authorization expires. Current authorization ends in May. Tupica noted she would investigate the matter and provide an update. Michigan Department of Transportation: O’Neill reported a tomorrow letting for Sprinkle Road. Kalamazoo County Road Commission: The final plans for the U Avenue Safety Project have been submitted. Obligation will be requested and the Road Commission is hoping for a March letting. The D Avenue Rural Task Force Project centered at 131 has been submitted and obligated. It is in the February letting. Sprinkle Avenue from E. Michigan to E. Main project plans are in final development for submission to MDOT. City of Parchment: Parchment is working on completing an Environmental Assessment for the Bellisle project. So the project may begin in spring or summer. Durham noted the Michigan Department of Transportation presentation at the Council of Governments meeting raised concerns with the level of funding for Kalamazoo County. City of Kalamazoo: The city will be submitting the Riverview project and the Mills Street project for May letting. These projects are road diets. Durham and Lewis inquired about reviewing the Rieverview project plans to evaluate what could be done to move the City of Parchment Comstock Township: Nieuwenhuis reported that the Comstock millage failed by 45 votes. The board decided to pull out $57,000 out of carryover funds for match for the increase in Par Funds. Improvements will be made at Kirsten Court, Interstate Parkway, and AZL Street for the new cemetery entrance. The Fleetwood neighborhood will be done entirely. Work continues on the township’s Master Plan and Capital Improvement Plan. The board has turned down a special assessment for bonding for the 26th Street Extension from Gull Road to G Avenue. Kalamazoo Township: A special election will be held in the end of February for a millage for a plan to improve roads in the township. The Township has approved a Recreation Plan and a Non-motorized Plan. Oshtemo Township: The Township has begun to see positive impact from the opening of Costco. Site plans are coming in for the surrounding area.
Draft Minutes from the January 8, 2015 Technical Committee Meeting Page 7 Kalamazoo County Planning: The Kalamazoo County GIS Coordinator has left. The position will be posted on the county website. Pictometry online users are receiving a message the agreement will be ending on February 15. The agreement will be extended and service will continue seamlessly. Jarnefelt noted availability to add users if any member was interested in the service. Comstock Township Zoning: Comstock approved a resolution supporting a Complete Streets Policy. Master Plan updates continue. On January 30th, consultants will tour the township. Consultants and the Master Plan Subcommittee will meet following the tour at 2:00 p.m. City of Portage Planning: Consultants have finished a draft study on Portage Road Forest Drive and Lakeview Drive for changes to the geometrics and a potential road diet. The study includes the business area between West and Austin Lakes. There was a fatality at the Lakeview Drive intersection, and the road will be evaluated for realignment. Capital Improvement Program funding will be needed for a road diet. City of Kalamazoo Planning: An Open House will be held on Saturday from 9:00 a.m. to 5:00 p.m. regarding Park and Recreation’s Bronson Park Master Plan. A public hearing regarding the Downtown Design Review Committee will be held on January 20. NEW BUSINESS Start reported some local municipalities and agencies were submitting local road ratings to the Transportation Asset Management Council (TAMC). He asked that members who collect ratings on local roads contact him regarding data submission to the TAMC. He noted that KATS staff would also be willing to discuss local road ratings with interested members who do not currently collect data on local roads. ADJOURNMENT There being no other business, Chair Milliken adjourned the meeting at 9:50 a.m. The next meeting will be held on February 25, 2015 at 9:00 a.m. at Kalamazoo Metro Transit.
