Pursuant to the requirements of the California Environmental Quality Act (CEQA), the City of Modesto (City) will be the Lead Agency and will update the General Plan Master Environmental Impact Report (EIR) for the proposed project described below. The City is requesting input as to the scope and content of the environmental information that should be contained in the Master EIR. An Initial Study has not been prepared, because the City has opted to forgo preparation of an Initial Study and proceed directly to the draft Master EIR pursuant to CEQA Guidelines Section 15063(a). Project Title: GPA-10-001 General Plan Amendment (land use and transportation) Project Location: The project study area encompasses Modesto’s entire proposed General Plan boundary as shown on the draft General Plan land use diagram. Project Description: Modesto’s General Plan amendment (GPA) project will modernize the General Plan goal and policy framework, and will result in a revised land use diagram intended to facilitate enhanced economic development and promote infill development. Regarding the Transportation Element, the GPA will identify priority locations for infrastructure projects, and establish stronger links among funding policies, programs and sources. Transportation corridors are a primary focus of the project, in terms of enhanced economic development potential, including mixed-use development, improved travel mode choice options and safety. The purpose of the General Plan Master EIR is to evaluate the potentially significant environmental issues associated with implementation of the proposed Project. Potentially significant environmental issues that may need to be addressed in the Master EIR include: aesthetics, agriculture, air quality / greenhouse gases, archaeology / historical resources, biological resources, climate change, cultural resources, cumulative impacts, energy, flooding, growth-inducing impacts, irreversible impacts, noise, hazardous materials, land use & planning, mineral resources, parks & open space, public safety, sanitary sewer services, schools, seismic activity, solid waste, storm drainage and water supply / quality. Comment Deadline: Comments should be delivered by 5:00 PM on May 30, 2014. Questions or written comments on the scope of the EIR should be directed to the contact shown above.
