1. Call to Order Chair Blackmore called the meeting to order at 9:30 AM. 2. Public Participation No one from the public was present so public participation time was closed. 3. Communications and Announcements Ms. Blackmore stated that SEMCOG would provide training on the new Transportation Alternatives Program (TAP) on November 16. Ms. Blackmore explained that the training would be useful for those planning to apply for funding. 4. Approval of Rural August 7, 2012 minutes Mr. Wallace asked to amend the minutes to add a reference that WATS called the last FAC meeting due to additional funding made available by MDOT. Mr. Williams made a motion to accept the August 7, 2012 Rural FAC minutes as amended. Mr. Wallace supported and the motion passed. 5. New Business A. Review and financial constraint of FY 2013 and FY 2014 program Ms. Blackmore explained that MDOT and SEMCOG have indicated that the carryover of TEDFD be spent as soon as possible. With this information, Ms. Siddall adjusted the TEDF-D program to spend additional funding in FY 2013. Ms. Siddall also increased the STP Rural projects based on the new targets. B. Possible Changes to the TEDF-D Program Ms. Blackmore explained that the MDOT might combine the TEDF-D program with the Rural STP program. If this happens, funding will not roll over from year to year. C. Review and select projects for the FY 2015-2017 Ms. Blackmore presented the submitted project rankings as well as a program developed by WATS. After discussion, the Committee approved and recommended approval by the WATS Technical Committee of the following programs.

Mr. Wallace made a motion to approve the STP Rural and TEDF-D programs. Ms. Siddall supported and the motion passed. Ms. Siddall made a motion to direct WATS to adjust the WCRC preventive maintenance projects once official targets are available from MDOT. Mr. Wallace supported and the motion passed. 6. Agency Reports A. Manchester Mr. Wallace reported that the MDOT M-52 project is ongoing. He hoped paving would begin next week. B. WCRC Ms. Siddall reported rural projects are complete for the year. C. MDOT
