Internal Control Manager (ICM) Family Development Services & Research (FDSR) No. of Vacancies 01 Job Description / Responsibility • We are now looking for Internal Control Manager (ICM) for Surjer Hashi Project Office located in Karnaphuli, Chittagong. • The Internal Control Manager will be responsible for ensuring USAID-DFID accepted accounting principles and compliance. The Incumbent will strengthen NGO Internal Control system, monitor program income audit, RDF Audit at NGO Clinic level. Desired attributes are; • Review Organization’s transactions for conformity and compliance with applicable policies and procedures and donors requirement. • Review accounting records for adequacy of documentation, safety and availability. Checking and verification of bank vouchers and transactions. • Proactively audit various areas for compliance with NHSDP/donor policies and procedures and assess the adequacy of the internal control structure.Preparing effective audit plan based on risk statement where all high risk auditable spots are included in the plan. • Initiating the preparation of a model audit program based on international auditing standard and donor’s policy, procedure and good practices. Reviewing and analyzing effectiveness of audit program for updating • Initiating audit program modification on a regular basis as required to ensure maximum efficiency and effectiveness; • Coordinating with NHSDP/donor as and when required. • Sharing views and experiences with other NHSDP organizations to improve understanding on best practice and current thinking. • Visit to Clinic/projects office/affiliated concerns and follow up through reports on all relevant transactions. • Review, prepare and establish internal control system for proper planning, management and reporting of NHSDP/ USAID-DFID funds and safeguarding project assets. • Make recommendations on the systems and procedures being reviewed, report on the findings and recommendations and monitor management`s response and implementation. • Ensure that all major risks related to donor funds are identified, analyzed and develop and implement strategies to mitigate them. • To review and report on the accuracy, timeliness and relevance of the financial and other information that is provided for management. • Follow up on the implementation of the Corrective Action Plans to confirm that all actions have been taken as stated. • Coordinate execution and communications with control and risk monitoring functions. • Design and perform investigations regarding potential frauds, conflicts of interest, and other improprieties as deemed necessary and report to relevant authority. Conduct any special assignment given by NHSDP. • Any other tasks or special duties as assigned by the concerned authority/supervisor. • Job Location : Project Office, Jamtal Bazar, Karnaphuli, Chittagong. Job Nature Full-time Educational Requirements: • Minimum Honors in Commerce with major in Accounting/ Finance. • CACC or CA/ACCA Part Qualified or Advanced Certification is preferred. Experience: 3 years of experience in related field. Basic Requirements: Must be knowledgeable about NGOs operations and operating environment. Minimum of three years of experience including two years of audit experience. Experience with internal audit functions of an NGO, donor funded program will be given additional preference. Proven experience on program planning, staff management, motivation and monitoring & evaluation Willingness to travel extensively all over Bangladesh Strong sense of responsibility and have the patience to work under pressure Ability to communicate effectively English language proficiency Excellent written and interpersonal communication skills Must have a good judgment in decision making related to internal control and organizational issues Demonstrates adaptability and flexibility in all aspects of working Excellent proficiency in Microsoft Office Suite. Knowledge on Tax & VAT related issues will be given additional preference Preferred Qualifications: Experience with USAID funded projects / local NGOs in internal audit departments Part qualified Chartered Accountant / Chartered Certified Accountantwith CACC from a renowned Audit Firm of Bangladesh
