Student Exchange Program of Tan Trao University and University of Northern Philippines The College of Teacher Education has established a Student Exchange Program with ASEAN Universities. One of these is the Student Exchange Program between UNP and Tan Trao University. • Marielle Ann A. Verzosa and Rosan R. Racachot, 4th year BSEd students pioneered the first Practice Teaching Abroad in Tan Trao University, Tuyen Quang Province, Vietnam on July 15- November 2016 .

During the four-month internship, they taught in English classes, proof read English documents and final teaching demonstration.

Student Exchange Program from Tan Trao University, May 5-30, 2017 A Taste of UNP Culture: The Vietnamese Faculty and Students in UNPThe CTE Exchange Program in Partnership with the Center for International Studies • In partnership with the UNP Center for International Studies, the College of Teacher Education accepted ten students from the Tan Trao University for exposure on May 5-30, 2017. The students were accompanied by their professor. They were exposed to the CTE Best Practices in classroom instruction, cocurriculum activities, extra-curricular activities, extension and lectures on orthography and culture heritage. The said Vietnamese students underwent a rigid selection process so that the best 10 excellent students were sent to the UNP-CTE to undergo the May 5-30, 2017 exposure.

The Vietnamese Student Exchange Program was implemented with various academic activities in the teacher training which included classroom observations at the Laboratory Schools and at the undergraduate courses; field exposures in agricultural and fishing communities; upland communities; program and various activities they were exposed to the Ilokano culture and language. The academic exposures were also included the student collaboration of the BEEd, BSIE and BSEd programs and educational engagement with CTE student organizations like the Young Mind Educators Club (YMEC) of the BEED, Social Science Club of the BSED major in Social Sciences, FITE for BSIE program. One of the Vietnamese Students wrote in his testimony on the Internship Report of the Student Exchange Program in the College of Teacher Education: …Then I found out a bit information about everything I see in the Philippines. Not only being exchange student but also exchange knowledge and ideas. I think it was good for me when I get to know all things I like and want. Now I know a little bit about the culture of the country and people in the Philippines. I see that Philippines is actually a beautiful country with all helpful people and beautiful sight. 3. Academic and Research Collaboration of Suan Dusit Rajabhat University and University of Northern Philippines The College of Teacher Education has sustained its linkages with Suan Dusit Rajabhat University (SDRU) in the areas of Academics/Instruction and Research. The said collaboration was effected by virtue of a Memorandum of Understanding (MOU) which was signed at SDRU, Sukhothai Rd, Dusit Bangkok, Thailand on May 28, 2014. The SDRU is a Thailand government institution of higher learning. An ongoing research collaboration is the study entitled, “The Comparative Study and Development of Teaching Competency Standards in Higher Education Level Between Faculty Members and Senior Students among 5 ASEAN Universities.” This research endeavour is participated by Dongkhamxang College (Laos), Universitas Negeril Jakarta (Indonesia), Tan Trao University (Vietnam), from the Philippines – University of Northern Philippines in Vigan, Ilocos Sur and University of Southeastern Philippines, Davao City, and the lead university Suan Dusit Rajabhat University of Bangkok, Thailand. Objectives of this study are: a) Study and survey the needs of participants from 5 universities of ASEAN countries in developing the teaching competency standards in Higher Education, b) Analyze and compare the survey data in 4 attributes that relate to 1. Pedagogical skills of teachers, 2. Teacher performance assessment skills, 3. Classroom management skills, and 4. Professional development skills. and 5. Develop the teaching competency standards in Higher Education level among 5 ASEAN countries.

4. Suan Dusit Rajabhat University at Suphanburi through Confucius Institute (CI) in Collaboration with Romchatra Foundation and Confucius Institute of the Maritime Silk Road (CIMSR)

5. Romchatra Foundation with the Confucius Institute of Maritime Silk Road The cultural and academic exchange program for the Teacher Education has been sustained in the ASEAN community, by way of giving technical assistance in book publication. The Romchatra Foundation through Phromomankachalan has expandeed the international linkages of the UNP to be a partner of the academic publications including cultural exchange activities under Hanban that recognized the effort of the CTE to bring the forefront of scholarly publication through the ASEAN Community. Romchatra Foundation Initiative in Book Publications on “Belt and Road Initiatives” for the ASEAN Community The University of Northern Philippines is an affiliate member of the Maritime Silk Road Confucius Institute with the responsibility to assist and provide academic assistance in the preparation and publications of books relevant to the accomplishments of Romchatra Foundation in the “Belt and Road Initiatives.”

The college has been publishing best practices in teaching and learning process, and social sciences books including coursebooks in general education. Part of the academic package in this area is the training of faculty members and publication of research findings in the Amazon books as part of the e-books needed by the education students. It is expected that the academic publications will further enhance the ability of the students as generalists and specialists in the areas of elementary and secondary education.

The Global Education Development of the 2015 ASEAN Integration: Traimit Model The Traimit Model is designed to conduct academic linkages and partnerships in the cultural heritage program relevant to the sustained establishment of the Confucius Classrooms and Institutes. The Doctor of Education Program has been very supportive of the outcomebased research particularly in the Dissertation which the Romchatra Foundation used the applied educational management theory in the study entitled “Traimit Educational Model for the First Confucius School in Thailand,” which was published in the Amazon for its educational management application in the Confucius Classroom in ASEAN countries.

Student International Internship at Plookpanya School, Nakhon Racatchima, Thailand (January 5-March 5, 2017) The College of Teacher has been supporting the Student International Internship Program through the assistance of Center for International Studies and Romchatra Foundation by forging an agreement for Student Exchange Program in Thailand and Vietnam. The Student International Internship Program is designed to expose the BSEd and BEEd interns to the foreign schools, particularly in the ASEAN schools.

Student Exchange Program on International Leadership Development Youth Camp in Thailand The Rajamangala University of Technology Rattanakosim (96 M.3 Phutamonthon, Nakhopathom 73170) has been working with the University of Northern Philippines through the Center for International Studies as implemented by the College of Teacher Education in working out the sustained student exchange program for Thailand. The college implemented this student exchange program with the participation of the Student Council President, Tessie Ann Reyes in the Youth Camp last December 2016. This sustained program has been part of the best practices of Student Exchange Program for Leadership Development. The college has been recipient on this program and the Rajamangala University of Technology Rattanakosin provides the participants’ accommodation, meals, transportation and program expenses at the camp. This Student Exchange Program has been a part of the leadership training among the ASEAN Universities to share their academic and cultural experiences to provide the harmonious relationships of the ASEAN youth. This further provides the sharing of ideas in the educational systems of the ASEAN particularly the operation of Higher Education Institutions in Asia.

Specifically, these are the Ten Governance Initiatives of the University President to achieve the strategic vision, mission, and objectives on quality and excellence in higher education program: 1. Maintenance of High Academic Standards The high academic standards of the College of Teacher Education are justified by the implementation of the monitoring system of the ISO Core Management Learning; the contextualized instructional materials even utilized in DepEd; teaching professional subjects for LET; Level Iv accreditation; and presence of e-journals and e-books in the CTE library.

 Intensify the monitoring of academic programs. The implementation of the ISO Monitoring System on Core Management Learning. This provides the proper documentation and processing of academic activities to ensure the clients’ satisfaction in the teacher education program.

The College of Teacher Education has been identified as the leading unit to undergo the training for ISO 9001:2015 Certification with the Audit Management Team and prepare the Quality Management Manual and Operations Manual to ensure the proper documentation and monitoring the Core Management of Learning in the undergraduate programs.

 Re-define the trusts of academic programs in keeping with the local needs and the national agenda. The implementation of the OBE in the enhancement of the 21st century skills for the K to 12 Program that addresses the concern of basic education teachers in the contextualized teaching strategies and innovation.

Mainstream the alternative modes of acquiring knowledge. The mainstreaming of the clients’ need to cater the education units to qualify them to take the BLEPT. This will give them way to take minimum requirements to teach in the Elementary, Junior High School and Senior High School that is currently in demand in the K to 12 Transition Program.  Capacitation of faculty in their respective fields of specialization. The open door policy for international research presentation in the field of Teacher Education. The provision of financial assistance to enhance the professional knowledge in the pedagogical studies.

 Accreditation of all unaccredited programs to at least Level II. The sustained accreditation of the preparation of the Level IV for the undergraduate programs. The Graduate Studies for Education has Level IV accredited status in Master of Arts in Education ( MAEd) and Master of Arts Teaching (MAT) in English, Filipino, Practical Arts and Physical Education. The undergraduate programs for BSEd, BEEd, and BSIE are working for the Level IV accreditation and in preparation of the evaluation of COD and COE by 2019.



Integration of e-learning in all curricular activities even only to the barest minimum. The Library of the College of Teacher Education and Graduate Studies for Education has been working with the Program Head of BLIS to respond the support of e-learning by the acquisition of e-journals, ebooks and other e-library resources to sustain the academic excellence of the Teacher Education program. The designation of the Center of Development in the College of Teacher Education has recognized and considered the presence of the e-journals, e-books and e-library resources . The Graduate Studies for Education in the MAT and MAED programs are Level IV accredited because of the presence of internet resources such as e-journals and e-books are maintained and sustained by the CTE Library.

2. Fostering and Supporting Scholarly Activity and Creative Research  Intensify the research capabilities of the faculty and staff with respect to their disciplines. The all out support of the Dean for the faculty members to attend and present in the national and international conference have greatly help the college to become vibrant in the scholarly activities and creative research. The intensified scholarly research activities are focus on the pedagogical approaches, MTB-MLE, cultural heritage, teachinglearning process and other specialized basic education topics.

Certificate of Institutional Membership (July 10, 2013-July 10, 2014) was accorded to the University of Northern Philippines by IAMURE Multidisciplinary Research, a world scientific and professional body with institutional and individual members in forty countries.

 Institutionalize the knowledge production cycle. The College has been producing innovative teaching strategies and intervention to enhance the instructional competence of teachers in the basic education. There are many technological and educational packages provided by the college utilized in the extension activities, science fair and other forms of dissemination as byproduct of the action researches conducted by the teachers and students.  Establish a name for the university in the world of authors and inventors. The college has been providing technical assistance in book publications for Romchatra Foundations in the Confucius Institute of Maritime Silk Road. These are also book publications in cultural diversity, social sciences books for general education, MTBMLE and others.

Furthermore, the goal of the university is to provide opportunities for its faculty and staff to develop their professional skills and abilities. The College of Teacher has able to establish top caliber educational leaders with high staff engagement. The core faculty members are highly capable to become top-calibre educational leaders for responsible governance.

 Re-draw the research agenda in keeping the local and national research thrusts. The College is promoting the research agenda in relation to the adoption of innovative pedagogical researches, cultural diversity, MTB-MLE, educational technology and other relevant contextualized curricula needed in the teacher education program. These are being presented in the international conferences have produced multidisciplinary research journals that are being recognized in book publications.

 Enhance technologies produced out of research undertakings and gear them towards commercialization. The industrial education programs are geared toward innovation, creativity and functionality of technological research outputs. These are utilized, dissemination and presented in the Regional Science Fair and other local BSIE program to promote the research undertakings conducted by the intern students.

3. Impartiality of Judgements The College of Teacher Education provides the following support of the Dean to produce globally competitive and proactive professionals:

a) The Dean adhered high level of professionalism, integrity, and dignity to show support of professionals to grow in culture of dedication and commitment of the university rather than parochialism, intimidation and loyalty of vested interest.

b) The Dean led the way of harmonious relationship built by the motto of ‘”ONE HEART, ONE SOUL, ONE FAMILY “ to show the respect of the entire academic community to work for a common goal rather than the dissection of unpopular belief of individualism, arrogance and egocentric growth for the good of themselves.

c) The Dean served the constituents to help them academically grow for their professional growth in their NBC needs to have better academic rank in the conduct of research and publications. d) The Dean inculcated the spirit of teamwork by leading the tasks in the different teacher education program to have the opportunity to bring the academic blessing of oneness and togetherness to all the faculty members in the college.

e) The Dean pursued the personal humility as being approachable, humane, compassionate (with love and care) to his fellow constituents and willing to serve for the common good and give them professional support. These are the aforementioned mission of the Dean to inspire the faculty members in the ambit of impartiality of judgement which is the antidote of attaining high level of professionalism, dedication, commitment to transform the college in the strategic opportunity to accomplish the vision of global university which is anchored in academic excellence in the teacher education program. The Governance Initiative on Impartiality of Judgement spells out the strategic position of the college in attaining the level of academic excellence:  Decisions shall based on what is right and lawful, tempered with compassion and protection of human dignity. The Dean has been very supportive to the faculty welfare program and adheres a high level of professionalism, integrity and dignity. The professional advocacy focuses more on servant leadership.

 There shall be no room for incompetence, mediocrity, and nepotism. The college has been busy on many flagship academic programs such as ISO Certification, Level IV Accreditation, OPCR Implementation, Practice Teaching, Research and Extension Support, CHED Scholarship/ FSDC and other university activities. All the faculty members have many academic obligations, responsibilities and programs which made this college a leading unit in the university.  Meritocracy shall be institutionalized. There are no doubt of institutionalizing meritocracy in the college because the prime academic program is the support of the faculty benefits and welfare. Most of the academic support provided in the NBC 461 particularly in Research Publication and Presentation is to be promoted in the higher academic rank of all the faculty members.  Just, fair, and speedy mechanism to resolve disputes shall be employed. The support of faculty members to resolve disputes has been provided with compassion, understanding and love to all of them. There are faculty members who in the brink of disqualification and separation in government service are given just, fair and speedy mechanism to resolve disputes particularly involving money matters in the previous administration.

4. Effectiveness of System The College of Teacher Education has been working well in the Governance Initiative on Effectiveness of System based on the accreditation standards including the HR process for the ISO documentation and the utilization of the trust funds in support of the faculty benefits and welfare program. The faculty contentment of the compensation benefits and welfare including the utilization of financial funds for professional development has given more academic opportunity to grow in the college. The vertical articulation has strategically benefited by the utilization of the accomplishments of all teacher education programs in the graduate and undergraduate programs for the Level IV accreditation and COD/COE.  Relevantize the faculty selection process. The College of Teacher Education adheres the faculty selection process of the Human Resource Office that the most qualified and competent faculty members are given proper recognition and endorsement. The ISO Certification has provided the necessary faculty selection process as conduit of global standards in the Recruitment, Selection, Appointment and promotion of university personnel.

 Judicious utilization of resources shall be ensured. The College has been judicious utilizing the financial resources to the best interest of the stakeholders to sustain the well needed supports of the faculty and students.  Prioritization of expenditures shall govern spending. The college fund has been providing priority expenditures in the faculty benefits and welfare including the immediate needs of students in their academic facilities and infrastructure support such as the new academic building of CTE.  Incisive review of the organizational structure to provide a clear delineation of functions and authorities which shall ultimately draw the managerial competencies of administrators. The vertical articulation program of the College of Teacher Education and Graduate Studies for Education has given more organizational benefits in the utilization and pointing system of the academic accomplishments that can be used in Level IV Accreditation, ISO Certification, COD/COE and SUC Levelling.

5. Accountability to the Stakeholders The needs and concerns stakeholders in the teacher education program are well managed to support the crosssectional academic planning, evaluation and promotion of personnel, equal sharing or resource and collaborative existence. These are implemented to provide support on accountability to the stakeholders. The prime action in this governance initiative is the need to ensure client satisfaction including the faculty welfare program of the college.  Institutionalize a cross-sectional academic planning. The college has been complementing the vertical articulation program to ensure the financial resources are effectively and efficiently implemented. The best practices in the CTE-Center of Development programs are institutionally shared including the Level IV accreditation of the MAEd and MAT. This will harmonize the sharing of resources in the university to benchmark the academic programs of the college.  Regularize the promotion evaluation of faculty members and support services personnel. The HR office has institutionalized the evaluation of the faculty members and other personnel evaluation needed by the Civil Service Commission. This is well-supported by the Dean as part of the faculty welfare and benefits program for the college. Likewise, the personnel evaluation is given feedback mechanisms to provide academic actions on non-conformity and adoption of best practices in this area.  Equitable distribution of resources to address the diverse needs of the stakeholders. The CTE trust funds are equitably shared for the faculty welfare program. The academic needs of the stakeholders including library

and classrooms are provided and supported by the CTE Trust Funds.  Consultation and empowerment shall guide the process of policy formulation. The faculty members are consulted and empowered by their innovative and creative academic activities with the bounds of the university policies. The faculty mentoring program is in placed in the delegation and empowerment of varied academic tasks of the college to become more productive and effective in the delivery of the VMGO of the unit.  Activities of governance shall be anchored on the reality of our collaborative existence. The administrative support of the Dean to serves in high level of professionalism and empowerment of the faculty members becomes a vibrant mechanism in the collaborative existence in the unit. The delegation and empowerment of the specialized teacher education programs have provided better academic support to carry out the vision of global university anchored on excellence. 6. Modernization of facilities with Emphasis on ICT The infrastructure facilities and equipment of the New Academic Building are designed to support the instructional needs for the 21st century learning in the Teacher Education Program.  Infrastructure projects shall focus on instructional needs. The flagship program of the university administration to construct an infrastructure project as part of the instructional facilities and laboratories is provided. This is the new academic building of CTE for the laboratory schools (1st and 2nd

Floor) and classroom for the undergraduate programs ( 3rd to 5th Floor). The Multi-Media for the 21st Century learning is located in the 2nd Floor for the utilization of the Educational Technology Classes in the Teacher Training Program.  Provision of Laboratory Facilities for all technologies. The new academic building provides the needed provisions for laboratory facilities for all technologies. It is also utilized for the National and International Conferences not only on the Teacher Education Programs but on allied discipline that would also support the COD/COE for the college.  Computerization of records and processes. The university administration has been supporting the computerization of records and processes through the academic modernization programs. These are well imbedded in the ISO Certification, SUC Accreditation and Improvement of IT infrastructure. 7. Pristine Environment for a World-Class University The Campus Development Master Plan has included the College of Teacher Education to sustain the academic excellence in the teacher training as an indication of support of worldclass university. The construction of the New Academic Building for CTE has completed its academic phase of quality and excellence that would support the infrastructure clause of ISO Certification, Level IV Accreditation , SUC Levelling and the COD/COE status of the college.  Re-draw a Campus Development Master Plan in keeping with the thrust for a world-class university. The College of Teacher Education became the first recipient of a modernized academic facilities ( New Academic Building) with enhanced infrastructure support in the utilization of multi-media laboratory rooms with ICT equipment. The infrastructure clause of the ISO Certification and Physical Facilities for Level IV Accreditation is

well in placed to achieve the global standards for modern facilities and ICT equipment. 8. Boundless Linkages

 Intensify tie-ups with local government units and other agencies, as well as other institutions higher learning here and abroad. The Boundless Linkages have been the major academic strategic strengths of the college particularly the Students’ International Internship Program, student Exchange Program, Academic Collaborations of Romchatra Foundation including International Research Presentations in the ASEAN countries. These are being sustained in the college for country facilitation, faculty and student exchange collaboration, and research collaboration.  Work for sisterhood with other private and state colleges and universities There are MOU/MOA of SUCs, HEIs and Foreign Schools to provide academic collaboration, technical assistance on book publications, student exchange program and other forms of linkages in the teacher education program. The most prominent academic highlights in boundless linkages are the student exchange program in Tan Trao University , Vietnam; the academic collaboration with Romchatra Foundation and Confucius Institute of Maritime Silk Road; Student Internship Program in Thailand, Sustainable Leadership Youth Camp training of Rajabhat University in Thailand.

9. Mainstream Gender and Development  Intensify the integration of GAD concepts in various curricula. The college is integrating GAD concepts in an inter-disciplinary approach in the teacher training program. The K to 12 Transition program has been emphasizing the inclusion in GAD curricula including the lecture and training of the BSED social studies students.  Revisit all existing policies to integrate gender concepts. The college is conducting GAD Training for the faculty members and students. It is expected that the GAD Training provides greater awareness in the implementation of this program.  Continue the on-going activities of the CGAD which are geared towards this end. The college is working with the CGAD to support the national government thrust in its gender and development advocacy along the teacher education program. 10.

Promotion and Preservation of Cultural Heritage  Establish the Ethic Cultural Study Center. The college has been collaborating with the Center for Ilokano Studies in the cultural training for the teacher education program.  Prioritize in the research agency studies that promote and preserve the culture particularly this part of the archipelago. The college has been publishing cultural management, MTB-MLE and other relevant qualitative research to support the cultural heritage program of the university.  Take an active role in the cultural preservation programs of the local government units particularly the Heritage City of Vigan.

There are research studies and book publication that are now supporting the cultural preservation of the Heritage City of Vigan. The promotion and preservation of cultural heritage is provides the support of the Strategic Plan No. 5: Promote, preserve and be a repository of the rich culture and heritage of the region The goal is to establish centers of cultural studies and museums as repository of culture and arts in the region. The university promotes collaboration and linkages with the National Culture and Arts, National Heritage, National Heritage International as well as other local government units particularly the Heritage City of Vigan. These are the aligned specific objectives implemented by the College of Teacher Education: 1. Establish the ethnic cultural study center. 2. Prioritize the research agenda studies that promote and preserve the culture of this part of the archipelago. 3. Take an active role in the cultural preservation programs of the local government units. 4. Work with agencies and municipalities to develop initiatives that foster prosperous communities. 5. Foster partnership with business, industry and other communities to advance mutual goals along culture and arts.

The major contribution of the Graduate Studies for Education in this strategic area is the involvement of the core faculty members to conduct scholarly researches on cultural Heritage. The research agenda studies in the promotion of culture and history shall be disseminated and utilized as scholarly papers in the national and international conferences. In the basic and higher education program, the Graduate Studies for Education through the core faculty has been involved in the national and international conferences: 1. The University of Northern Philippine through the core faculty of the Graduate Studies for Education co-sponsored the 35th National Conferences on Nat ional and Local History of the Philippine National Historical Society (PNHS) on October 2325,2014 at the Romualdo B. Tadena Hall of the University of Northern Philippines, Vigan City. 2. There was research papers presented relevant to the cultural and historical promotion of the UNESCO Heritage City of Vigan. a) Pandan Port: The Gateway of Biray Trade Ciudad Fernandina de Vigan

In 2002, Dr. Ferdinand Lamarca published the study entitled “Macao’s Cultural Significance and Vision. Are they, or can they be compatible” in the refereed journal on Review of Culture. This became the landmark strategic vision and mission adopted by the UNESCO Heritage City of Vigan. After 12 years, this research paper has been cited in the refereed journal in the GOOGLE SCHOLAR as to its contribution in the strategic management of a cultural heritage. (Lamarca, F. J. (2002).
