It has since been reportedto the Federationthat a decisionhas been taken arbitrarily by the Railway Ministry for closureof Printing Pressesover Indian Railways without going into the details and the pros-cons of the policy decision. Federationis disappointedto state that the unilateral decisiontaken by the Railway Board has createdpanic amongthe staff who are highly agitatedand resentingstrongly. 2. The Railway Ministry's decision is not acceptableto the Federation for the reasons placedbelow:o
Federation desires to remind that the Railway Ministry in the past vide letter No. had proposed an action plan for 200618&R12800/Imp/Rlys(Pt.) dated 0611212007 closureof Railway Printing Pressesin phasedmanner,of course,without consultations with the Federations.

The NFIR at the level of Railway Board (Member/Mechanical)strongly protested againstthe decision of the Railway Board and demandedcancellationof the closure proposal. Subsequently,a Committeewas set up by the Railway Ministry to examine various issues linked with the proposal along with the objections raised by the Federation.

Subsequently,based on the recommendationsof the Review Committee and also taking into considerationthe views of the Federations,Railway Ministry vide letter Comm dated 30/0112009had decided to continue the No. 2008/RS(Ptg)/WS/Rev. Printing Presseson Northem, Central, Eastern,Southernand South Central Railways duly earmarkingthe Railways to be cateredfor. Contd.Pun]"...2

/t2/t o Further the, Hon'ble Railway Minister announcedthrough Rail Budget-2009 for modernization of Printing Pressesover Indian Railways for undertaking all Printing related activities in-houseby suitably upgrading the Printing and allied machinesin the Printing Pressesover Indian Railways. Accordingly, the Zoneshave procuredhigh value Modern Printing Machinesfor undertakingthe Printing activities and have spent heavy amount. Federation"hasfailed to appreciateas to how the decisionhas been taken by the Railway 3. Board vide letter No. 2016/RS (M)/DGS&D/GeM dated 0411012017for discussion in the proposing to leaseout the Governmente-Marketplace(GeM) Review Meeting on 0611012017 Railway land presently occupied by the Printing Pressesignoring the points mentionedabove and prepare for 'closure of Printing Presses'.NFIR is constrainedto mention that the decision now taken by the Railway Ministry is violative of the policy decision taken earlier by an agreementwith the Federations. As CRB is aware that the Railways functioning warrants documentation at every 4. nominated/selectedstage,for which purposecirculation of formattedpre-printed forms/registers besides money value forms are essentially required for smooth functioning of the Railway services without giving room for intemrption and malpractices.These Printing Pressesare equipped with Modern Printing Machines and are being operated by the h.ighly qualified experiencedtechnical personnelto caterto the needsof the Zonal Railways. Taking into account the cost component, it may be appreciatedthat the Railway Printing Pressesare providing Printing servicesto the ZonalRailways and ProductionUnits at very low cost when comparedto outsideagencies/privateprinters. The Federationfuither desiresto statethat in case,Railway Ministry proceedsaheadfor 5. closureof Printing Pressestheremay be staff agitationsas the "closure decisiono'is arbitrary. NFIR, therefore,requeststhe Chairman,Railway Board to kindly interveneand seethat the commitment given to the Federationsis respectedand the proposal for closure of Printing Presseson Indian Railways is withdrawn in the interest of smooth functioning of the Railways and maintaining cordial industrial relations.
