A decisionhas since been taken at the Apex level in the Railway Ministry for closureof Printing Pressesover Indian Railways without deeply analyzingthe pros-consof such decision. The decisionhascreatedpanicky situationamongthe staff who are greatly disappointed. 2. ln this connection, Federationplaces below following facts for kind considerationof Hon'ble MR for reviewingdecision:o

(Pt.) dated The Railway Ministry in the past vide letter No. 2006/E&R12800/Imp/Rlys 06112/2007had proposed an action plan for closure of Railway Printing Pressesin phasedmanner,without consultationswith the Federations.

The NFIR at the level of Railway Board (Member/Mechanical)had protestedagainst the decision of the Railway Board and urged cancellation of the proposal. Subsequently,a Committee was set up by the Railway Ministry to examinevarious issueslinked with the proposalalong with the objectionsraisedby the Federation.

Based on the recommendationsof the Review Committee and also taking into consideration the views of the Federations, Railway Ministry vide letter No. 2008/RS(Ptg)/WS/Rev.Comm dated30/0112009had decidedto continuethe Printing Presseson Northern, Central, Eastem, Southern and South Central Railways duly earmarkingthe Railways to be cateredfor. /tzt/ o Further the Hon'ble Railway Minister had announcedthrough the Rail Budget - 2009 for modernizationof Printing Pressesfor undertakingall Printing related activities inhouseby suitably upgrading the Printing and allied machinesin the Printing Presses over Indian Railways. Accordingly, the Zonal Railways have procured high value Modem Printing Machines for undertaking the Printing activities and have spent ' hundredsof croresof rupees. NFIR however feels disappointedover the recent decision of the Railway Board for 3. closure of Railway Printing Presseswithout prior consultation with the Federationsas this subjectwas dealt in the past very deeply at the level of Railway Ministry in associationwith the Federationsand consensuswere arrived at for continuanceof Printing Presseswhile at the same time for modernization of Printing Pressesfor meeting the requirement of Railways and functioning as competitive establishmentsin terms of quality, securityand expenditure. 4. NFIR further conveys that the decision of above nature in haste without taking Federation's into confidence would lead to avoidable agitation and hampering industrial relations.Lr this context,NFIR brings to the notice of Hon'ble MR that due to maturedapproach of the FederationsNFIR), there has beenno dislocationto Rail servicesin the past for over four decades.It would therefore be necessaryto preserve this healthy industrial atrnospherefor providing safeand efficient servicesto the nation. NFIR, therefore,requestsyour kind interventionfor reviewing the decisionandkeepingit in abeyancefacilitating dialoguebetweenthe Railway Board and Federationsfor sorting out the contentiousissues,by reaching consensus.Federationhopes that the Hon'ble MR would give due considerationto our plea and seethat "closure decision" is kept in abeyance.
