SITUATION REPORTS IN INDIA-2 31st July, 2015 SITUATION IN INDIA The floods situation in Gujarat and Rajasthan are almost back to normal Whereas the floods situation has worsen in Odisha and West Bengal with number of population affected have been increased. Meanwhile in Manipur due to continuous rainfall in past few days overflowed river water has created havoc to the normal life of the people in Chandel and Thoubal districts. Below is the information in detailed. A. SITUATION REPORTS : Floods Rajasthan and Gujarat as on 31st July, 2015 Rainfall has stopped in last 24 hours in Rajasthan and Gujarat with water level receding, people started returning back to their own location in Gujarat, whereas in Rajasthan only water logging in Sirohi district and no people affected. The rescue operation is over in Gujarat. Source: Inter Agency Group- Gujarat and DM & Relief Department, Rajasthan Floods Situation in Manipur as on 31st July, 2015 Floods due to incessant rainfall for the past few days in the State have inundated houses and submerged standing agricultural crops and causing loss to properties including livestock in Thoubal and Chandel districts with overflowed of Sengmai River. Villagers had to flee to safer places as heavy monsoon rainfall continued to lash almost the entire state , resulting in rising water level of major rivers including Imphal, Iril, Thoubal and Sekmai rivers. Damages to roads and infrastructure have been reported.

Source: Media Floods Situation in Odisha as on 31st July, 2015 With less rainfall received on the subsequent days, there has been improvement in the flood situation. River Baitarani is flowing below danger level both at Anandpur and Akhuapada. River Subarnarekha which was flowing above danger level at Rajghat has receded to below danger level this evening. Water of both the rivers are in receding trend. The northern districts of Odisha are expected to experience heavy rainfall under the influence of cyclonic storm “Komen” in the next 2-3 days.

Floods Situation in West Bengal as on 29th July, 2015 The depression over northeast Bay of Bengal and adjoining coastal areas of Bangladesh is giving good rains over the region. The southern part of West Bengal i.e. Gangetic West Bengal has been receiving very heavy rainfall triggered by this depression. A three-member committee has also been formed by the Government of West Bengal to monitor the flood situation in the state and take appropriate measures. The situations in Murshidabad remain grim several Blocks ie in this district are facing flood-like situation. As much as 80% area of Birbhum, Murshidabad, and Hooghly districts is currently affected by floods. Midnapore, Nadia, and 24 Parganas districts are also facing the danger of floods. Roads and lands remain submerged with rivers swelling up in most parts of the state. Even crop land has been severely affected due to heavy rainfall. Heavy to very heavy rainfall is likely to continue over the Gangetic West Bengal region for next 2 to 3 days. This is likely to further worsen the flood situation in the state

Rajasthan: No. of District Affected: 4 (Jalore, Sirohi, Jhalabar and Bardmer) Jalore District: In Sanchoer block nearly 53 villages have been affected by flood. Shirohi district: Mount abo, abo road, pindwada and shirohi blcok are affected. In shirohi block nearly 22 houses are reported to be damaged. Bardmer District : In Bardmer block, more than 50 families has been shifted to higher places and many houses reported to be are damaged In Sanchore Block nearly 12000 families were affected in flood. No. of People Evacuated: Total = 645 500 (jalore district) , 115 (Jhalabad district), 30 ( Barah district) Tourists have been stranded in the popular spot of Mount Abu as the road link has been cut off due to landslides. There is no power supply at the hill station, electricity lines have been down for th the past two days due to incessant rain as on 29 July, 2015

IMPACT OF THE SITUATION:

Manipur: No. of Districts Affected:

2 (Thoubal and Chandel districts)

The swirling flood water washed away the bridge built over Etok canal at Yairipok Chandrakhong under Heirok Assembly Constituency in Thoubal district. Overflowed Sengmai river water inundated many homes and paddy fields disrupting normal life in many villages in Pallel and adjacent Thoubal district. Villagers had to flee to safer places. Various places in Keirak and Kakching bazar have been flooded due to the overflowing water of Sekmai river. The river water has flooded Chumnang, Wairi, Phousupat, Kha Manipur College and Padma Ratna English School. In Churachandpur, more than 200 homes on the Khuga river bank were displaced after a flash flood hit on July 23. The situation in the villages of Down Town Tuibong, Zomunnuam, Kamdou Veng and New Zoveng is still grim following the flood. Reports said the Khuga Dam water level is also swelling. Flood affected villagers in Thoubal and Chandel have appealed to the Government to tackle the situation and provide relief materials.

Shortage of food and basic needs has been reported in various parts of the state. Several affected families have taken shelter in high raised areas like roadside, embankment.

C. RESPONSE FROM GOVERNMENT AND HUMANITARIAN AGENCIES:

Rajasthan Government Response:



Rescue operation was carried out by State Disaster Response Force (SDRF) and National Disaster Response Force (NDRF) teams in co-ordination with district administration and police.



Five Army helicopters, three NDRF teams and 15 motorboats have been pressed into service for carrying out rescue operations.



The state government has also stationed NDRF teams in Barmer, Pali and Sirohi districts, seven Army helicopters are on stand-by in Jodhpur for emergency rescue missions. Source: DM & Relief Department, Rajasthan and Media

Gujarat Government Response: 

Rescue operation came to an end which was carried out by Army and IAF with the NDRF teams.



District administration is working on electricity restoration and dead body disposal of human and livestock

Five ODRAF units and one NDRF unit has been deployed in the affected districts. The Fire service units in the districts of Jajpur, Keonjhar, Bhadrak, Balasore and Mayurbhanj districts were also mobilised.

RESPONSE FROM GOVERNMENT AND HUMANITARIAN AGENCIES: 

Steps have been taken war footing by the Water Resources Department to close all the four breaches occurred in the river embankments in the district of Jajpur, Bhadrak and Balasore.

Total Camps organized at Kandi Sub-division by the Government-13 Total Camps organized in Satui Block under Berhampore Sub-division-02 Boats are provided from the side of the Govt. for rescue purpose Government is providing Tarpaulin, Flatten Rice, Molasses to the flood victims

Humanitarians Response: 

IAG-West Bengal Secretariat has been coordinating with IAG members, Murshidabad district NGOs forum in Berhampore and district administration to monitor the situation.



An emergency meeting was called with the IAG members 30/7/2015 afternoon to discuss the overall situation in the state. Preparedness  All the DMTF members and the district Inter Agency Group members are alerted. 
