SITUATION REPORTS IN INDIA-3 2nd August, 2015 SITUATION IN INDIA Incessant rainfall under the Cyclonic, “Komen” have severely affected the States of Manipur and West Bengal in North-Eastern part of India followed by floods and major landslide whereas situations in Gujarat and Odisha have gradually improved. But heavy rain continues to cause havoc in Rajasthan. Below is the information in detailed. A. SITUATION REPORTS : Floods and Landslide Situation in Manipur as on 1st August, 2015 Many areas in Thoubal and Chandel districts have been completely submerged due to excessive rain and overflowed of river water. The exact number of population and village affected is not yet available but the situation is getting critical. Meanwhile a massive landslide triggered by heavy rainfall in Chandel district swept away one village claiming about 21 human lives till date. The Asian Highway No 1, connecting Imphal and Moreh has been cut off; the villages in kakching (Thoubal district) and Pallel (Chandel district) are worst affected having drowned under heavy water leading to thousands of people homeless.

Train connectivity has been disturbed. Meanwhile National Disaster Response Force (NDRF) teams and Army have been put on standby. Approximately 10, 000 people are set to be affected if rain continues In Gujarat rescue and relief operation are fully on as water level receded and no rainfall in past few days. But reaching to all the affected villages are challenging as roads has been wash away. Disposal of dead animals bodies are also big concern. The average rainfall of the State recorded 29th, 30th and 31st of July remained 6.2mm, 0.6mm and 1.5 respectively. All three major rivers i.e. the Baitarani, the Budhabalang and the Subarnarekha in the Northern Odisha which had experienced high flood have receded. Manipur Government Response:
Deputy Commissioners (DCs) and local MLAs have jointly visited the Community run Kitchen in Kakching and Pallel areas where food items like Rice, Dals, Mustard Oil and salt have been distributed. Both MLAs have given direct cash in each Community Run Kitchen. People from low lying areas have been evacuated by Army and Assam Rifles to safer places. Safe drinking water has been provided to the Community Run Kitchen by Assam Rifles. Rescue teams on landslide area were expected to reach on Sunday morning i.e. 2nd August, 2015 as roads in the region have been washed by flash flood.
Humanitarians Response:
Caritas India has carried out field assessment in the affected areas of Thoubal and Chandel districts.

National Disaster Response Force (NDRF) teams with local police and volunteers are using boats to rescue people and bring them to safe locations and temporary shelters. Five Army helicopters, three NDRF teams and 15 motorboats have been pressed into service for carrying out rescue operations.

The state government has also stationed NDRF teams in Barmer, Pali and Sirohi districts, seven Army helicopters are on stand-by in Jodhpur for emergency rescue missions. Two gates of Selwara dam were opened on 28th July to control the overflowing rain water, and one gate was being repaired. The district collectors and SPs of both Sirohi and Jalore districts were camping in the rain-affected areas to supervise the rescue operation with the help of Calamity and Relief Department. Due to comparatively lesser rainfall on 30th July, there was a sigh of relief as it helped them to expedite the relief works. Meanwhile, on the directions of chief minister Vasundhara Raje, water resources minister Rampratap also conducted an aerial survey of the affected areas in the southern Rajasthan on 30th July, 2015. Gujarat Government and Humanitarians Response:
Rescue and Relief operation on full swing by Army and IAF with the NDRF teams as floods water receded. Disposal of dead animals bodies is big concerned with the district administration. Inter-Agency Groups-Gujarat is closely monitoring the situation

As per report of the Engineer-in-Chief, Rural Water Supply & Sanitation (RWSS), 2832 tube wells have been affected due to flood. 26 groups have been engaged for repair/ disinfection of tube wells.
70,000 water pouches have been distributed in the flood affected areas. Damage to crop and publicproperties are under assessment.
The Collectors of the northern districts have been kept on alert to meet the situation in the event of heavy rainfall under the influence of cyclonic storm, “Komen”which has in the mean time. However, no adverse weather or rainfall has yet been noticed anywhere in the State under its influence.
