Position Title:

Heavy Equipment Operator

Statement of Duties Position performs highly skilled labor tasks and the operation of heavy equipment required for the maintenance, repair and construction of streets, sidewalks, grounds, equipment, facilities, utilities and other publicly owned property of the for the Public Works Department team, by working with private utilities and construction companies to minimize service disruptions, and by responding to emergency situations as necessary. Supervision Incumbent works under the general supervision of the division supervisor and is familiar with the work routine required to perform tasks and responsibilities for the maintenance, repair and construction of streets, sidewalks, grounds, equipment, facilities, utilities and other publicly owned property; using initiative in carrying out recurring assignments independently without specific instruction. The supervisor provides additional, specific instruction through written, oral, general suggestions, and specific assignments. The incumbent is expected to recognize instances which are out of the ordinary and which do not fall within existing instructions; the incumbent is then expected to seek advice and further instructions. Reviews and checks of the incumbent’s work are conducted through observations in order to keep the supervisor aware of progress, and to insure that completed work and methods used are technically accurate and that instructions are being followed. Incumbent may provide supervision to semi-skilled laborers and/or equipment operators who work from the same location at the same time, with staff generally dispersed to various project locations on a daily basis. Incumbent is required to work outside normal business hours on a occasional basis, to be contacted at home at any time to respond to important situations, to be on pager call on a rotational basis in order to address any public safety or public utility problem.

Position requires that department rules and regulations, city policies, and public works principles and practices for repair, maintenance and construction streets, sidewalks, grounds, equipment, facilities, utilities and other publicly owned property are followed; and when situations arise requiring the interpretation of these guides, the position is able to determine an appropriate response. Judgement and experience are used select the most appropriate guideline for response. The position’s responsibilities are varied, but follow standard routines. The sequencing of procedures followed varies according to the situation encountered. Errors can result in personal injury, delay or loss of service, monetary loss, injury to other employees, damage to buildings or equipment, or legal repercussions; due to a failure by the incumbent to take appropriate and necessary action. The position has frequent contact with the public. Other contacts include state and federal agencies, and other cities/towns, civic organizations, and various agencies for the purpose of coordination of different projects, and to address complaints and concerns. Contact types are usually by email, telephone, in person or in writing. Essential Functions Commonly Shared Essential Functions 1.

Operates heavy trucks both single and dual axle with or without attachments such as plows, sanders, chemical spreaders for removing and/or hauling of debris, snow and ice, etc. from public property, and transporting materials. .

Plan, review, and schedule maintenance, repair, and construction work; assist in supervision directly or through a subordinate supervisor all crews in their daily assignments; maintain records of work performed, staff time, and related personnel files.

Operates front-end loader, bulldozer, compactor, grader, backhoe and excavator.

4.

Hauls equipment using heavy trucks both single axle and dual axle and tag-a-long trailer

5.

Operates heavy snow blower for removal of snow from public ways.

6.

Assit in coordination of work activity with other departments, groups, teams, agencies, and the public; plan and prioritize long-range work plans and outline capital improvements.

7.

Performs walk around inspection on assigned equipment and preventive maintenance tasks such as greasing, fluid top offs, etc., necessary for the proper operations of equipment

8.

Assist in assignment of work crews; estimate and requisition material, supplies, and equipment to support projects, taking appropriate action to prevent failure or interruption of these systems.

9.

Perform work in any planned service interruptions or shut down and repair of systems during emergencies.

10.

Assist in supervision, coordination and inspection of work activities to ensure that schedules are met and that work is performed in a safe and efficient manner and in accordance with standard operating procedures and policies.

11.

Respond to emergency situations, assist in the direction and supervision of activities and work, operate equipment.

12.

Assist the Group Manager and Division Supervisor with the daily management of the appropriate staff.

13.

May serve as the Division Foreman or Supervisor in his/her absence.

14.

Promote and maintain responsive community relations.

Utilities

1.

Perform maintenance, repair and construction of the water and wastewater system infrastructure.

2.

Assists in the daily operations and maintenance of the water and wastewater treatment plant and facilities to ensure compliance with state and federal regulations and requirements, as required.

Solid Waste 1.

Perform maintenance, repair and construction at the Solid Waste Facility

2.

Transport and compact solid waste; separate, transport and process recyclables

3.

Operates compactor, loader, forklift and other equipment to support solid waste operations and maintenance.

4.

Assists users of the solid waste facilities.

5.

Operates scales and performs weighmaster duties as required.

Other Functions 1.

Assist other co-workers in group in the completion of work responsibilities, as necessary.

Recommended Minimum Qualifications Physical and Mental Requirements The incumbent works in a moderately noisy setting most of the time; with additional exposure to outdoor weather conditions, toxic or caustic chemicals, fumes or airborne particles, proximity to moving mechanical parts, and the risk of electric shock up to a of the time; and wastewater and related risks up to 1/3 of the time. The incumbent is exposed to occupational risks by exposure to moving parts and equipment, airborne and waterborne pathogens, and confined spaces. The incumbent frequently requires bending and stooping; work on uneven ground; use of both feet for repetitive movements such as operating foot

controls; and use of hands for repetitive movements such as grasping of hand controls, handles, tools, etc.; exposure to moving equipment and machinery; marked changes in climate conditions; and exposure to dust, fumes and gases. The incumbent is required to walk up to a of the time; and stand, sit and talk or listen/hear up to b of the time. The incumbent occasionally requires squatting; crawling; climbing stairs / ladders; reaching above shoulder level; crouching; kneeling; and balancing. The incumbent frequently lifts anywhere from 10 lbs. to no more than 100 lbs. The position has normal vision requirements. Education and Experience A candidate for this position must have graduated from High School or the equivalent, have three (3) years experience in heavy equipment operation in utility and/or highway construction, a Commercial Driver’s License Class B, Water Distribution System, Waste Water Collection System Construction Certification and Solid Waste Operator Certification from NHDES as required.

Knowledge, Skills and Abilities A candidate for this position should have a thorough knowledge of the proper care and use of equipment utilized in the construction trades; of hazards, and of applicable safety rules and regulations for personnel safety and equipment operations; of street, ground, and sidewalk maintenance, construction and rehabilitation methods; of methods to combat snow and ice; of materials, supplies, and equipment used in public ways maintenance, repair, and construction projects; of proper excavation methods and work zone safety practices; to understand and follow oral and written instructions; to periodically supervise the work of crews involved in varied maintenance, repair, and construction projects; to evaluate projects for adherence to specifications and deadlines; to establish and maintain effective working relationships with other employees, contractors, and the public; the ability to read prints, to understand rules and regulations.
