New Fire Starts Pine Ridge Fire – (6/27/12) Mesa County, CO 1700 acres, 0% contained Currently the fire is managed by the BLM and they are transitioned to the UCR (Upper Colorado River) T3 team now and are working on the complexity analysis to see if a T2 team should be ordered. The county is working on a pre-evac plan for the town of Debeque and a community meeting for this evening. This fire is visible from I-70. Extreme Growth Potential depending on winds. Today’s forecast is calling for a shift toward warmer, drier weather with a chance of dry lightning in the afternoon. The extended forecast is for a warming and drying trend through the weekend.

Front Range Area Command Team 2 The Front Range Area Command was directed to efficiently and cost effectively manage the fire suppression, and fire suppression related rehabilitation activities within the framework of pertinent laws, agency policies, and direction provided in both the WFDSS, Delegation of Authority and the Agency Administrator briefing. Objectives 1. To establish overall strategy, objectives, and priorities 2. Supervise, manage and evaluate IMT’s 3. Allocate and coordinate critical resources such as aircraft, IHCs and Type 2IA crew. Ensure aircraft usage is efficient, safe, and appropriate. 4. To express clear and concise leader’s intent to all assigned IMTs 5. To aggressively manage risk. 6. To contain costs within the guidelines of operational safety and efficiency 7. Ensure that IMTs complete adequate cost accounting during the course of the incident as there are or will be cost share agreements established 8. Facilitate implementation of Area Command priorities by coordinating with expanded dispatch, and coordinating with the Incident Business Advisors and buying teams. 9. Place emphasis on ensuring media messages are accurate, positive, and consistent between IMTs. 10. To maintain or enhance established cooperative relationships with County governments and State of CO 11. Property accountability should adhere to acceptable fire loss/use rates and documentation of loss or damaged accountable property is required. 12. Maintain situational awareness with Geographic MAC, realizing that the Rocky Mountain Area is in PL 5 with other large fires currently burning that will be competing for resources. Waldo Canyon – Current Situation NW of Manitou Springs Fire Size: 16,637 acres , Started 6/23/12 , Fire is 5% contained, 1008 personnel Current Situation - The Fire has reached Rampart Reservoir. It has also entered the Air Force Academy property. The containment perimeter remains the same: Hwy 24 to the west, Hwy 24 up pipeline easement and anchor to southwest corner of reservoir, north to Herman Mountain road and east to Colorado Springs and Air Force Academy. The main growth to the fire yesterday was in the NE area which is the Peregrine area and on the USAFA property due to the 60mph winds in the afternoon. There is a spot fire on the north side of Rampart Reservoir that they are now working on. There are a few spot fires to the south of Highway 24 where crews will be working throughout the day. The progress on the wildfire is being directly contributed to the cooperation of all agencies and jurisdictions involved. Weather- Weather should be more favorable today, hopefully allowing for good progress on containment. Today – Mostly sunny. Areas of smoke in the morning. Scattered thunderstorms in the afternoon. Maximum temperatures 75-88 degrees. Minimum humidity 16-21%. West winds 5-10 mph with gusts to around 30 mph. Future Threats - Westerly run of the fire threatens Woodland Park. Any further east movement threatens urban Colorado Springs. Northerly expansion threatens Palmer and Monument, southerly expansion threatens Manitou Springs and Chipita Park. The Stanley repeater site (which threatens DTRS service, as well as phone and 911 service). Further eastward movement can result in closure of I-25 through central Colorado Springs.

Waldo Canyon (Cont.) Agencies Involved/ Resources Committed: Multiple local, state, and federal resources are supporting this fire. Over 1000 personnel are on the fire. Heavy air resources are on scene. Colorado Springs FD has performed a full department mobilization, with all personnel either working the fire line, structural protection, or handling routine calls in the City. Multiple private, non-profit and non-governmental agencies are also assisting on this wildfire. Damage: Approximately 346 structures destroyed. They are working to get specific addresses to contact residents, but the media is already showing aerial photos of the area. The City was unable to notify residents before these photos were released. EVACUATION STATUS/#: All previous evacuations and pre-evacuation notices remain in effect. The shelters are not at capacity. The Red Cross reports approximately 160 people staying in Divide and Cripple Creek and another 200 staying in the multiple shelters in the City. Incident command – USFS Rich Harvey, Type I IMT

Waldo Canyon Incident Objectives Commanders Intent 1. The highest priority is to protect the safety of fire personnel and to protect human life followed by the protection of private property and structure. Implement risk management and mitigation measures prior to engaging in any tactical operations utilizing the Incident Safety Analysis (ICS 215-A) and the risk management process found in the IRPG page 1. 2. Assure that relationships are maintained and enhanced with private land owners, Colorado State personnel, local police and fire departments, elected officials, and other agencies involved in the fire effort including representatives from Colorado Springs and other surrounding communities, and El Paso County. Alert Douglas County personnel of possible coordination needs as the fire progresses. Place emphasis on ensuring media messages are accurate, timely and positive and facilitate information in response to local concerns regarding impacts from the fires to the residents. 3. The team will keep cost effectiveness and expenditures as a part of the decision making process. Contain costs within the guidelines of operational safety and efficiency including cost accounting during the course of the incident to meet the needs of cost share agreements established or that will be established for the incident. It is imperative to manage costs commensurate with the values to be protected. 4. Express clear and concise leader's intent in strategic and tactical objectives and directions for this incident.

Tactical Objectives

1. Provide point protection to private property, public recreational developments, watersheds, and other high value infrastructure including, power lines, pump stations repeater sites, structures, and wildlife habitat. 2. Utilize suppression strategies and tactics to keep the fire within the geographic boundaries: East of Highway 24, West of the Pike San Isabelle National Forest/Colorado Springs City limits. South of the Mount Herman Road, North of Manitou Springs

3. Provide structure protection to private and public improvements within the fire area while utilizing available tools including the 10 Standard Fire Orders, 18 Situations that Shout "Watch Out", and the Risk Management Process and guidelines to minimize the risk to firefighters.

Road Closure: Highway 24 both directions remains closed from Woodland Park to 31st Street. This closure is expected to continue until the fire reaches Highway 24 and the area is safe for re-entry.

Flagstaff Fire – Current Situation 300 acres, 30% containment, started 6/26/12, cause is lightning strike Current Situation- Burning in Boulder Canyon on the backside of Bear Mountain (just west of the NIST/NOAA campus) and moving northeast through skunk canyon. Extreme Terrain in the Flatiron Rock Formation Type I crew ordered, 200 firefighters are on the ground doing structure protection through the night 2500 homes threatened on East side and 30 homes threatened on the West side. All open space in the area is still currently closed. No structures damaged at this time. Evacuation orders have been rescinded at 1500 today. Future threats – This fire has huge growth potential, considering the predicted weather conditions.

High Park - Current Situation Fire Size: 87,284 acres , Started 6/09/12 , Fire is 75% contained, 1313 fire personnel

Current Situation - Firefighters continue making assessments with local authorities for orderly re-entry to evacuated subdivisions. Crews are removing hazard trees along main public roads. Much of the fire shows no smoke, but substantial heat remains throughout the fire zone. Firefighters are searching out remaining hotspots throughout the fire and putting them out. The fire team has made many resources available for reassignment to other fires, but is keeping crews and equipment to sustain effective suppression work across the High Park fire. Planned Actions: On all portions of the fire, line reinforcement, holding, mop-up and structure protection to maintain existing control lines will continue. The remote sensing data will be used tactically to guide firefighters to remaining heat pockets around structures and within unburned islands in the interior of the burn area. Hazard trees are being removed along public roads to allow power companies to restore electricity and meet re-entry requirements. Evacuated sub-divisions will be progressively re-opened based on public safety considerations. Weather- There is a flash flood warning in effect until 4:45pm. In addition, there is also a chance of afternoon lightning. Future – With little fire activity last night, will continue planning for transition to Type 3 and demobilization will be ongoing for several days. Poudre Valley will continue to work on reestablishing service for customers without power but it is anticipated that it will be the middle of July before all service is back online. Estimated containment date has been moved up from July 30th to July 15th.

Incident Objectives- High Park Fire General Control Objectives 1. Human life/safety – Give special consideration to risks associated with aviation operations and firefighter exposure in areas of tree mortality, near snags, and during transitions. When in doubt, life safety shall take priority over acres burned in all strategic and tactical decisions. Implement structure/infrastructure protection within the following areas: #1 Priority – Fire interior; #2 Priority – Southwest Corner; #3 Priority – North side 2. The strategic management objective for this incident is full suppression using direct and indirect perimeter control. Contain fire South of Red Feather Lakes Road (74E), East of Pingree Park Road (63E), West of County Road 23 (east of Horsetooth Reservoir) and North of County Road 44H (Buckhorn Canyon). 3. Maintain or enhance relationships with the private landowners, other agencies, Volunteer Fire Departments, (Rist Canyon, Poudre Canyon, etc) and elected officials as appropriate. Sheriff Justin Smith and Forest Supervisor Glenn Casamassa expect to be actively involved in public meetings and in dialogue with elected officials. 4. Ensure Management Action Points within WFDSS Decision are considered as part of strategy and tactics planning. 5. Ensure safe passage of traffic on impacted roads where feasible. Minimize the duration of highway closures and coordinate closely with the Larimer County Sheriff and Colorado Department of Transportation, particularly the Highway 14 (Poudre Canyon) corridor. 6. Ensure that use of critical resources and economic expenditures are part of our decision making process. Ensure that expenditures are commensurate with values at risk. 7. Manage the human resources assigned in a manner that promotes mutual respect and is consistent with the Department of Agriculture policy for preventing harassment.

High Park Fire – Re-entry Plans •

Integrated teams (including behavioral health responders) are being deployed with homeowners into the burn area. Behavioral Health Brochures will be going north to Larimer tomorrow through the Community Reach Center.



A large reintegration is planned for the Rist Canyon area at 5 p.m. today. Approximately 1900 residents will be allowed back to their homes in numerous subdivisions. The Rist Canyon areas to be opened are:





Rist Canyon Road (and all connecting roadways) west to Stove Prairie Road.



Old Flowers Road from Stove Prairie Road to the 8000 block of Old Flowers Road. –



Stove Prairie Road between Buckhorn Road and Bent Timber Lane.

A citizen briefing will be held at 5 p.m. today at the Cache La Poudre Middle School, located at 3515 W. CR54G in La Porte. Residents will need credentials to enter the area when it opens. Credentials may be obtained at the school between 9 a.m. and 5 p.m. today.

High Park Fire - Re-entry Plans High Park Fire officials reopened Red Feather Lakes Road (CR74E) at 5 p.m. yesterday.

All of the Glacier View subdivisions except the 12th Filing were reopened to residents. This included North Rim Road, Kelly Flats and the Deer Meadow/Hewlett Gulch areas. Fire officials opened Hwy 14 for residents only from Missile Silo Road to Mishiwaka at noon yesterday. This allowed Poudre Park residents access to their properties. Fire officials also opened Stove Prairie Road for residents only from Stringtown Gulch Road to Buckhorn Road at noon yesterday. Residents will not be able to access properties from Buckhorn Road or from Stove Prairie Road north of Buckhorn Road at this time. Fire officials opened another section of Redstone Canyon Road at noon today. Redstone Canyon Road is now open to residents only north to the Laurence Creek entrance gate. No special passes are required, but residents should be ready to show identification at checkpoints and roadblocks. The Laurence Creek area remains under evacuation. All residents returning to their homes need to remain vigilant and consider themselves in a pre-evacuation status until otherwise notified. Current Evacuations: The 12th Filing of Glacier View remains under evacuation but the residents will be allowed to reenter at 1200 on Friday, June 29th.

Weber Fire- Current Situation La Plata County 9,279 acres, 35% containment Current Situation- The Fire is burning South of Hwy 160 just West of Mancos Hill in Montezuma county. The fire is in Weber Canyon and East Creek. It is burning on BLM and private property West of La Plata county and is currently moving North. Steep terrain (and the risk of rolling embers) is making direct firefighting tactics unsafe in some areas. Crews are working on line improvements and conducting burnout operations when weather permits The fire is being managed by a a Type II IMT Team (Rocky Mountain IMT C, Joe Lowe IC), the team transitioned in at 1800 on 6/24/12

Future Threats – Extreme potential growth for this fire if out flow winds present this afternoon, 110 homes are evacuated The evacuation order has been lifted for homes on the east side of County Road 41, north of the County Road G junction, affecting about 30 residences. The mandatory evacuation order remains in effect for residences south of County Road G, south of Highway 160 north of the fire, and on the east side of the fire, including the Elk Spring Ranch and Elk Stream Subdivisions. Highway 160 and Mesa Verde National Park are open. County Road 41 is open south to County Road G. The portion of County Road 41 south of County Road G is still closed. The next community meeting is scheduled on Friday night at 7:30 p.m. at Mancos High School Performing Arts Auditorium.

Current Situation - Little Sand Fire • Fire perimeter is currently at 23,400 acres with 31% containment, a total of 234 personnel are working this fire • Thunderstorms occurred in the area overnight creating more lightning strikes • Cause of fire was lightning on May 13th • Currently burning on the San Juan National Forest in Archuleta County • Most fire activity was located in the Davis Canyon near the Piedra River. • No structures destroyed • Located near Pagosa Springs • Cooperating Agencies: Hinsdale County, Archuleta County, USFS, CSFS •Monday, the fire made runs on the east slope of Davis Creek drainage at the confluence with the Piedra River. There were no more spots south of the Piedra. Low intensity ground fire continued in the area above the Poma Ranch in the Weminuche Valley. There was minimal activity on the north end of the fire as the fire encountered numerous aspen pockets. On the western side, the fire continued to be confined to the ridgeline separating the Coldwater Creek and Sand Creek drainages. There was no advance of the fire towards the Vallecito area thirteen miles west of the fire. •During the afternoon on Monday, resources from the Little Sand Fire assisted in the successful suppression of a 10 acre fire near the Chimney Rock Archaeological area. An air attack plane and a heavy helicopter were used along with personnel from Durango Helitack which were assigned to the Little Sand fire. One of the helitack crew assumed the duties of incident commander.

• Combined Wildfire guidance document has been updated as of June 27, 2012 and distributed by WebEOC and email to those that need it. • Information is being set up in a SATool community for our local public health partners to gain information on the fires. Guidance on substance abuse, pet health and stress, and helping children cope were sent to behavioral health partners responding to the Waldo Canyon, High Park, and Flagstaff Fires. These and other resources were posted to the CDPHE OEPR website.

Public Health Waldo Canyon Fire • Light to locally Heavy smoke is likely from the Waldo Canyon Fire just west of Colorado Springs. Heavy smoke will affect portions of El Paso County and Colorado Springs. Smoke will move to the north-northeast through east during the day. Variable smoke movement is possible later in the day. • Air Quality is inquiring about setting up Air monitors in the Colorado Springs area. They are putting together the request currently – will be provided to the SEOC and El Paso / Colorado Springs EOC as soon as available. • The MRC of El Paso County has deployed volunteers including behavioral health personnel at the evacuation center at Springs Church, YMCA 2190 Jet Wing Dr. & Lewis Palmer High School, 1300 Higby Rd., Monument, CO • Lisa Powell, ESF-08 reported that Ute Pass, McCullough, and Pine Valley plants can be operated remotely. The Mesa plant is still manned and running. Electrical issues with pumps feeding their tanks have been fixed, keeping all of their tanks in service. Kevin Morley, the Emergency/Security lead for EPA out in DC is aware of the situation and on standby to help out in case of escalation. It was recommended that CoWARN’s steering committee be informed of their situation to avoid unwanted resources and chaos and to put large metro utilities on standby in case of CoWARN activation.

Public Health Waldo Canyon Fire • David Kurz in Water Quality exchanged voice mails with Colorado Springs Utilities and determined that they have two lift stations. Peregrine Lift Station has a backup generator. Big Valley Lift Station does not. Last night Big Valley Lift Station lost power. They have since restored power and expect to maintain power. These are the two lift stations west of I-25 that could be impacted by the fire. • The Radiation Services Program has contacted its permittees in the El Paso County areas that have been evacuated and confirmed that their sources and machines (i.e. x-rays, soil density meters, etc.) are secured.

• DCEED reached out to El Paso Health Department re: vaccine. El Paso Immunizations program is talking about Disaster recovery plans but things are still fluid. If possible they may offer Td/Tdap to evacuees once they are allowed to return. Their office and current inventory are safe (power was stable yesterday.) CDPHE communicated readiness to assist if needed. • It was communicated to El Paso partners by the Prevention Services Division that should they need to re-direct agency staff from grant-specific activities to assist in fire response, PSD wants to support those needs.

Public Health • Gentle Care House, located at voluntarily evacuated in the evening of 6.26.2012 The six residents were transported to their sister assisted living called Guardian Angel. They to keep residents at the sister facility tonight (6/27) and move back tomorrow (6/28) unless things change. They were provided with instructions for requesting temporary bed increase at Guardian Angel. • Crystal Home Care, an Assisted Living Residence evacuated 5 residents, on 6/26 with assistance from the local officials. They moved the residents to another one of their homes (Kirkwood); all residents are safe and all care needs are being met. • St. Francis Nursing Home, skilled nursing facility, evacuated 103 residents on 6/26 to Laurel Manor, Sunny Vista, Life Care Centers of Co Springs, Penrose North, and Penrose Main. • The Center at Centennial evacuated June 26 in the evening. Their 68 residents were transferred to Parkmoor Village, Emeritus Bear Creek, Terrace Gardens and some went home.

Public Health • There is a concern evacuating an independent living residency in El Paso – these folks living at the facility do not have cars / methods of transportation to get out. Families need to come in and pick up their family who reside at the Independent living facility, but there are road blocks up per the evacuation and family members cannot get in to retrieve their family members from the independent living residence. They need to be able to get in. • 18:00 – A request came in from Lisa Powell for an 8a support at the county EOC. Media coverage of the burn area has caused serious behavioral health concerns.

• MRC of El Paso in conjunction with Aspen Pointe Behavioral Health and other community partners including personnel from the Pueblo State Hospital are responding to ESF-8a needs re: Waldo Canyon Fire. They are responding to requests from Lisa Powell, the ESF-8 contact at the county EOC. They are waiting from word from Lisa to see whether activation of CoCERN is needed to respond to the varied BH demands in that incident. Partners from neighboring counties are standing by with teams of people who live close to Colorado Springs.

Public Health

• 26 providers of substance treatment are located in El Paso county. Those providers are being contacted to determine their operationality and needs. They will also be mapped as resources. • A school psychologist CoCERN partner was activated by the shelter at the Louis Palmer High School.

• Colorado Volunteer Mobilizer is assisting with activation of MRCs as requested.

High Park Fire • Light to Moderate smoke is anticipated from the High Park Fire. Periods of Light to Moderate smoke are possible in eastern Larimer County and Weld County Wednesday. A weak cool front during the day on Wednesday will cause variable winds and smoke movement at the surface. Smoke aloft will move to the northeast through east. • Behavioral Health partners in coordination with Red Cross are joining integrated ERV teams to accompany re-entry. They have staffing covered for the foreseeable future but may have limited access due to damaged roads protocols. If need increases, they have victims advocates groups that they will be trying to communicate and coordinate with in the future. • BH partners at the DRC are preparing for its de-activation and moving to needs at the Distribution Center or aiding re-entry.

Public Health Flagstaff Fire • The disaster coordinator for Boulder’s BH agency is in Larimer responding to High Park, so Janine D’Anniballe has stepped in for response. They would be activated through the regional MRC by ESF-8 but they have received no requests yet. • ESF-8 is inquiring for cot availability for those firefighters who are coming to Boulder to fight the fire. This query is being conducted via EMSystems to our ESF8 leads statewide. • CDPHE water quality called Boulder and discussed the fire situation. Apparently the fire is southeast of the Betasso Plant and nothing appeared to be threatened. The fire may eventually reach Klosser Reservoir but it’s still pretty far off.

Public Health Weber Fire • Moderate to locally heavy smoke is likely near the Weber Fire near Mancos and Cortez in southwest Colorado. Smoke is expected to move to the north through northeast this afternoon. Smoke will move southwest, west, and northwest tonight and Wednesday AM following local valleys and sloping terrain. During the day on Wednesday, smoke will move from the fire toward the north through east.

Little Sand Fire (Archuleta County) • Light to heavy smoke is likely near the Little Sand Fire near Pagosa Springs. Heavy smoke will move down valley Sunday morning and pool along the Piedra River Valley and Devils Creek as far south as Arboles and the Navajo Reservoir in New Mexico. Very Unhealthy to Hazardous air quality is expected in these areas this morning. This heavy smoke should dissipate by 11 AM. Later this morning and during the afternoon and evening hours, smoke will move from the fire toward the northwest through northeast.

Public Health Environmental Programs: Hazardous Waste & Materials: • Created a fact sheet that references the locations of various landfills that would accept debris from all recent and any future wildfires.

Air Pollution Control Division: • Wildfire Smoke Health Advisories are in effect for the High Park, Waldo Canyon, Little Sand, and Weber fires. Due to changing conditions, the amount of smoke affecting specific areas is variable. For anywhere in Colorado: IF VISIBILITY IS LESS THAN 5 MILES IN SMOKE IN YOUR NEIGHBORHOOD, SMOKE HAS REACHED LEVELS THAT ARE UNHEALTHY. If smoke is thick or becomes thick in your neighborhood you may want to remain indoors. This is especially true for those with heart disease, respiratory illnesses, the very young, and the elderly. Consider limiting outdoor activity when moderate to heavy smoke is present. Consider relocating temporarily if smoke is present indoors and is making you ill.

• Additionally, an Action Day Alert for Particulates remains in effect for the Front Range Urban Corridor until at least 4 p.m. Thursday, June 28. We have removed ozone as a pollutant of concern for the Action Day Alert because ozone concentrations along the Front Range are expected to be good Wednesday and moderate on Thursday.
