THE PROCEDURE
AIM 1. Removing the possible obstacles to the maximum extent 2. Facilita*ng the whole process.
THE PROCEDURE – ACTIVITIES І. Upon acceptance of foreign teams to assist in case of disaster 1. Prepara*on of brief informa*on about the current situa*on in the disaster area and the country as a whole. 2. Appointment to liaison officers -‐ requirements: -‐ Knowledge of English; -‐ Knowledge of the Union Civil Protec*on Mechanism and EU Host Na*on Support Guidelines; -‐ Completed at minimum Module Basic Course (MBC) or Community Mechanism Introduc*on Course (СМІ) from the European Civil Protec*on Training Programme
THE PROCEDURE – ACTIVITIES
3. The liaison officers : 3.1 Accompany the foreign teams during their stay in the Republic of Bulgaria; 3.2 Provide arriving teams with the informa*on prepared under item 1.; 3.3 Provide informa*on on the capabili*es and specific requirements of the teams according to their factsheets; 3.4 Assist for facilitated border crossing of incoming foreign teams.
THE PROCEDURE – ACTIVITIES 4. Establishment of teams (groups) for Host Na*on Support .
5. The teams (groups): 5.1 Set up Recep*on and Departure Centre (RDC) if necessary; 5.2 Organize Base of Opera*ons (ВоО) for incoming foreign teams; 6. In the case of EUCP Teams par*cipa*on, assist for implementa*on of exis*ng EU and other interna*onal concepts (such as the OSOCC concept).

ІІ. Upon acceptance of in-‐kind assistance
1. Coordina*on with DG "Border Police" -‐ Ministry of Interior on designated border crossing points for entry. 2. Clarifica*on with the Sending country of the specific requirements of incoming in-‐kind assistance (packaging, labeling, accompanying documenta*on, etc.).
THE PROCEDURE – ACTIVITIES
3. Appointment to officials accompanying in-‐kind assistance from border crossing points to the place of its handover. 4. In case of an explicit requirement from the Sending country for that, coordina*ng and organizing official handover of in-‐kind assistance. 5. Organizing ASAP the acceptance of in-‐kind assistance and release of vehicles, delivering it.
THE PROCEDURE – ACTIVITIES ІІІ. In case of the Republic of Bulgaria being a transit country 1. Maintaining constant contact with the Sending country.
2. In case of an explicit requirement from the Sending country, ensuring as quick as possible travel through the territory of the Republic of Bulgaria (providing escort, planning the routes of movement, facilita*ng border crossing at entry and exit from the country).
Examples Receiving in-‐kind assistance aPer floods in Bisser village -‐ 2012
1. In-‐kind assistance provided by Hungary, Belgium, Poland, Italy, Romania. 2. Escor*ng the in-‐kind assistance from the border crossing points to the city of Sofia. 3. Following formal requests from the Embassies of Hungary and Italy, arranging official handovers by the Ambassadors of both countries in the Republic of Bulgaria.
Examples Receiving in-‐kind assistance related to the migratory pressure from asylum seekers in the Republic of Bulgaria (2013 – 2014) 1. In-‐kind assistance provided by Austria, Croa*a, Czech Republic, Hungary, Latvia, Slovakia, Slovenia.
2. Escor*ng the in-‐kind assistance from the border crossing points to the city of Sofia. 3. Following formal requests from the Embassies of Croa*a, Hungary and Slovakia, arranging official handovers by the Ambassadors of above men*oned countries in the Republic of Bulgaria.

CONCLUSIONS
1. Ac*vi*es related to the host na*on support are an important prerequisite for receiving interna*onal assistance in the most effec*ve and efficient manner. 2. The personnel engaged in host na*on support must be prepared and trained for this ac*vity in advance. 3. In major disasters ogen there is a shortage of suitable personnel due to its using in other ac*vi*es with higher priority. 4. The language barrier in some cases is a serious problem.
